Time for Ibrahim Gambari to vacate his post as United Nations Envoy to Burma

Burma Democratic Concerns (BDC) has determined that it is time for Ibrahim Gambari to vacate his post as United Nations Envoy to Burma. His continual failure to stem the tide of genocide has yielded catastrophic results in human suffering and death to the citizens of Burma. His efforts to bring democracy to Burma were counterproductive at best.
Collusion between Gambari and the Military Junta was all too apparent by Burma Democratic Concerns extinguishing impartiality and credibility of the envoy. Knowing that on February 12, 2009 Gambari and Japan sided with the Military Junta and endorsed the pending 2010 General Election only verified our suspicions. Gambari said that the world would react positively and encouraging the Myanmar government to hold a general election in 2010 would receive accolades from the international community.
Myo Thein, Director of Burma Democratic Concerns in the United Kingdom, ascertained, "We have been expressing our doubts over his (Gambari) impartiality and now the image is much clearer that he is merely a special advocate for the Burmese Junta"
Than Shwe and his military regime have continually ignored the election results of 1990 and incarcerated the nominee, Aung San Suu Kyi, as well as members of her political party. With the introduction of UN Envoy Gambari into the matrix of this dire state of affair the military junta operates with impunity and total disregard for human rights. The democratic voice of the people of Burma was completely ignored. Clearly Gambari has chosen to court the military junta at the expense of vast majority of the population of a nation. The people of Burma have spoken in the only legal election held since the junta laid siege on the population. Gambari has become an accessory to crimes against humanity and has enriched himself in the process.
There is no question what the demands of Aung San Suu Kyi and five CEC members of the National League for Democracy are fore they never changed. On February 2, 2009 they reaffirmed their position to;
• recognise 1990 election results accordingly
• review 2008 constitution
• allow to convene people's assembly based on 1990 election result
• release all political prisoners including Aung San Suu Kyi
"They are the mandates given by our leaders and it is our duty to realise them ALL", added Myo Thein.

UN Special Envoy Mission Must Be Time Bound & Must Have Bench Marks

Mr Gambari will visit Burma on Jan 31 which will be his seventh visit after previous unsuccessful trips since he began his assignment in mid-2006. Mr Gambari reconfirmed that the good offices were a process that required time, patience, persistence and a comprehensive approach when he reported to Security Council on 13 November 2007.
"I would like to ask Mr Gambari that if the good offices were a process that required time- how much time do you need and I dare not hope that it would take 14 years like Burmese junta took to draft sham constitution. Good offices must be the time bound and must have the bench mark otherwise it will be endless process", said Myo Thein, Director at the Burma Democratic Concern (BDC) in United Kingdom.
"Talking about patience, looking back from 1988 when current military regime came to power, we have been under brutal military dictatorship for 21 years now. How much patience do we have to solve Burma crisis? Thousands of peaceful demonstrators were gunned down, thousands of political prisoners are languish in the prisons some are serving more than 100 years and Aung San Suu Kyi is still under house arrest. Elections were held in 1990 and National League for Democracy led by Aung San Suu Kyi won landslide victory-still regime ignore to honour it. We have been patience for more than two decades and we don't effort to be patience anymore. Special advisors had changed one after another and Burma situation still unchanged", added Myo Thein.
If the good offices were persistence, they must always press Burmese military regime to respect 1990 elections results. General Assembly of the United Nations has accepted the notion that the will of the people has been expressed in the 1990 General Elections. International community strongly condemned the junta for refusing to allow elected representatives to meet as a People's Assembly and for failing to honour the results of the elections and hand over power. UN General Assembly has since 1991 passed successive annual Resolutions calling on Burma "to restore democracy and implement the results of the 1990 elections".
"When we look at the persistence, the quality of continuing steadily despite problems or difficulties, do we really see any quality of persisting in handling of the Burma crisis by UN Special Envoys? In order to be persistence, UN envoy must always press Burmese junta to implement the results of the 1990 elections in the first place", said Khin Maung Win, Director at the Burma Democratic Concern (BDC) in United States. Mr Gambari's visit to Burma should come out of tangible results, with reference to a presidential statement in October 2007 which had called for the creation of the necessary conditions for a dialogue with Aung San Suu Kyi and others to achieve, among other things, national reconciliation with direct support of the United Nations.
"When we look at the approach of the good offices mission as they said comprehensive, but in reality it is an incomprehensive one. Good offices mission must have clear vision, plan and evaluation in order to solve Burma crisis to be comprehensive. What are the anticipated plans? For the time being, good offices mission is applying carrot and carrot policy on Burmese military junta. Gambari has not been able to break the ice and even once said that "We don't force implementation. To be comprehensive, all the options should wide open including carrot and stick policy. Stick must be included as well if regime fails to respond positively to substantive political progress- by posing universal arms embargo and economic sanctions", said Kyaw Lin Oo, Director at the Burma Democratic Concern (BDC) in Thailand.
The objectives of UN special envoy entire mission should be –
1. To press Burmese military junta to recognise 1990 elections results for first instance and allow the elected MPs of 1990 elections to convene people's parliament
2. To reject junta's 2008 sham constitutions which is adopted unilaterally in sham referendum
3. To reject 2010 elections game plan which will be legitimizing military rule in Burma
4. To press Burmese military junta to release all political prisoners unconditionally and immediately
5. To press Burmese military junta to do genuine time-bound dialogue-with bench marks, between democratic forces led by Aung San Suu Kyi and military regime led by Senior General Than Shwe
6. To assign the United Nations Secretary General liaison office in Burma in order to facilitate the dialogue process and progress
We don't want any more political games. We don't afford to live under military rule for another 20 years. Burmese Democratic Forces and Burmese People are of one voice; recognise 1990 elections results in first instance and release all political prisoners immediately.

“Let's unite for Democratic Federal Union of Burma”
4th January, 2009 will mark the 61st anniversary of Independence Day for Burma. Since the fall of Mandalay Kingdom, People of Burma have never given up their fight to regain their independence. Thousands of people have sacrificed their lives. Why? They had only one hope to have a chance for the future generations to enjoy the fruits of independence.
However, People of Burma have not had this chance until now. They have been under the most oppressive and brutal regime in the world. Despite of their liberation from foreign colonization, they have not yet liberated from the dictatorial oppression of their own people. Without genuine liberation, no one can enjoy the fruits of independence. To have a genuine liberation, Burma must be established as a federal union that will guarantee democratic rights to all citizens and political equality for all ethnic nationalities.
Therefore, we call upon the People of Burma and overseas Burmese people around the world to the global action for the second struggle for national independence to establish a Democratic Federal Union of Burma. Demonstrations and a number of activities will take place in different countries. We would like to encourage everyone to join with us to show solidarity and unity.

Global Call To Action Against Burmese Military Regime
Condemn Burmese Military Regime for human rights violations in Burma On 10th December, 1948, the General Assembly of the United Nations proclaimed the Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations that every individual and every organ of society shall strive to promote to respect for these rights and progressive measures, national and international to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction. Burma is a member of the United Nations and voted in favor of the Universal Declaration of Human Rights in 1948.
However, Gross Human Rights Violations, including forced displacement, forced labour, attacked by soldiers on civilians, destruction or theft of food supplies, murder, torture, rape and political imprisonment have been widespread in Burma. Freedom of expression and Freedom of Association are non-existence. The right to life, liberty and security for Burmese citizens are denied. People of Burma have been subjected to arbitrary arrest, detention and exile. In Burma, human rights violations are committed on a daily basis by ruling military regime.
Therefore, we call upon the international community and overseas Burmese people around the world to a global day action against the military regime in Burma on 10th December, 2008. Demonstrations and a number of activities will take place in different countries on that day. We would like to encourage everyone to join with us to condemn Burmese military regime for human rights violations in Burma.
