ကမၻာ့ AIDS ေန႔ အထိမ္းအမွတ္ လႈပ္ရွားမႈအျဖစ္ ထိုင္း-ျမန္မာ နယ္စပ္ မဲေဆာက္ၿမိဳ႕ရွိ မယ္ေတာ္ ေဆးခန္း၊ ထိုင္းႏိုင္ငံရွိ အစိုးရ မဟုတ္ေသာ အဖြဲ႔အစည္းမ်ား၊ အမ်ိဳးသမီး အဖြဲ႔အစည္း မ်ားက လမ္းေလ်ွာက္ ခ်ီတက္ျခင္းႏွင့္ ပညာေပး ေဟာေျပာပြဲမ်ား က်င္းပၾကေၾကာင္း သိရသည္။

ယေန႔က်ေရာက္သည့္ ကမၻာ့ AIDS ေန႔တြင္ ရာႏွင့္ခ်ီေသာ ၿမိဳ႕ခံမ်ား၊ ျမန္မာအလုပ္သမားမ်ားႏွင့္က်န္းမာေရး ၀န္ထမ္းမ်ား၊ World Vision စသည့္ NGOs အဖြ႔ဲမ်ား၊ အမ်ိဳးသမီးမ်ားအတြက္ လူမႈေစာင့္ေရွာက္ ေရးအဖြဲ႕ (SAW) ႏွင့္ ျမန္မာအမ်ိဳးသမီးသမဂၢတုိ႔သည္ မဲေဆာက္ေဆး႐ံုမွ မယ္ေတာ္ေဆးခန္းအထိ ခ်ီတက္ခဲ့ ၾက သည္။

မယ္ေတာ္ေဆးခန္း၏ေသြးစစ္ဌာနHIVေဝဒနာရွင္ကူညီ
ေစာင့္ေရွာက္သူ ေစာသန္းလြင္က “ဒီဇင္ဘာ ၁ ရက္ ေန႔ေရာက္တိုင္း ကမၻာ့ AIDSေန႔ အထိမ္းအမွတ္အျဖင့္ HIV/AIDS တားဆီးကာကြယ္ေရး နဲ႔ပတ္သက္ ၿပီး ျပည္သူလူထုၾကားမွာ အသိပညာရေစဖို႔ နဲ႔ ကာကြယ္တားဆီးေရးမွာ ပိုမို ပူးေပါင္းပါဝင္လာဖုိ႔အတြက္္ရည္ ရြယ္တယ္၊ HIV/AIDS နဲ႔ပတ္သက္တဲ့ ပညာေပးေဆာင္ပုဒ္ေတြကို ကိုင္္တယ္၊ ပညာေပးလက္ကမ္း စာေဆာင္ ေတြေဝတယ္၊ ကြန္ဒံုေတြေဝတယ္”ဟု ေျပာသည္။

ယင္း မယ္ေတာ္ေဆးခန္းတြင္လာေရာက္ ကုသမႈခံယူသည့္ စာရင္းအရ ၂၀၀၁မွ ၂၀၀၈ခုႏွစ္အတြင္း HIV/AIDS ေဝဒနာရွင္ ၁၀၀၀ နီးပါးရွိၿပီး တႏွစ္လွ်င္ လူ ၁၀၀ ေက်ာ္ တိုးလာေၾကာင္းလည္းသိရသည္။ ၎ေဝဒနာရွင္ အမ်ားစုမွာ အသက္၂၀ မွ ၄၀ၾကားျဖစ္ၿပီး ျမန္မာျပည္တြင္းမွ လာေရာက္ကုသသူမ်ားႏွင့္ ထိုင္းႏိုင္ငံေရာက္ ေ႐ႊ႕ေျပာင္း အလုပ္သမားမ်ား ထဲမွျဖစ္သည္ဟုလည္း သိရသည္။

မယ္ေတာ္ေဆးခန္းအေနျဖင့္ HIV/AIDS လူနာမ်ားအတြက္ ART ေဆးဝါးကို ၃ ရာခိုင္ႏႈန္းခန္႔သာ ေပးႏိုင္ ေၾကာင္းလည္း ေစာသန္းလြင္ကေျပာသည္။

ယေန႔ထုတ္ စစ္အစိုးရ ျမန္မာ့အလင္းသတင္းစာတြင္ “HIV/AIDS တားဆီးတိုက္ဖ်က္ေရး ျမန္မာႏိုင္ငံ၏ ေဆာင္ရြက္ခ်က္္မ်ား” ဟူသည့္ ေခါင္းစဥ္ျဖင့္ ခုခံအားက်ဆင္းမႈ ကူးစက္ေရာဂါပေပ်ာက္ေရး အတြက္ ဘက္စံု က႑ပူးေပါင္းေဆာင္ရြက္ေရး စီမံခ်က္ ၂၀၀၆မွ၂၀၁၀ အထိ HIV/AIDS ကာလသားေရာဂါတိုက္ဖ်က္္ေရး စီမံခ်က္ လုပ္ငန္းႀကီး ၁၀ခ်က္ခ်မွတ္ေဆာင္ရြက္လ်က္ရွိေၾကာင္း ေဖာ္ျပထားသည္။

သတင္းစာတြင္ဆက္လက္ၿပီး ၂၀၀၆ခုႏွစ္ WHOႏွင့္ UNAIDS ပူးတြဲထုတ္ျပန္ခ်က္အစီိရင္ခံစာတြင္ ျမန္မာႏိုင္ငံ၌ ၂၀၀၀ခုႏွစ္တြင္ ကိုယ္ဝန္ေဆာင္မိခင္မ်ားအတြင္း ျဖစ္ပြားႏႈန္းသည္ ၂.၂ရာခိုင္းႏႈန္းမွ ၁.၃ ရာခိုင္ႏႈန္းအထိေလ်ာ့နည္းသြားေၾကာင္းႏွင့္ ၂၀၀၁ခုႏွစ္တြင္ ၂၀၀၅ခုႏွစ္အတြင္း အမ်ိဳးသားကာလသား ေရာဂါေဝဒနာရွင္အတြင္း ၈ရာခိုင္ႏႈန္းမွ ၄ရာခိုင္ႏႈန္း ေလ်ာ့နည္း က်ဆင္းသြားသည္ဟုလည္း ပါရွိသည္။

ေရာဂါပိုးကူးစက္ခံထားရသည့္ ေဝဒနာရွင္မ်ားႏွင့္ ႏွစ္သိမ့္ေဆြးေႏြး ပညာေပးျခင္း၊ ေဝဒနာရွင္မ်ားအား ART ေဆးတိုက္ေကၽြးျခင္း၊ အိမ္တြင္းေစာင့္ေရွာက္ျခင္းလုပ္ငန္းမ်ားေဆာက္ရြက္ေပးလ်က္ရွိၿပီး ARTေဆးတုိက္ ေကၽြးမႈကို ရန္ကုန္ၿမိဳ႕ ေဝဘာဂီေဆးရုံႀကီး၊ မဂၤလာဒံုအထူးကုေဆးရုံႀကီး အပါအဝင္ ျပည္နယ္/တိုင္း ေဆး ႐ုံႀကီးမ်ားမွ ေဆာင္ရြက္ေပးလ်က္ရွိသည္ဟုလည္း ျမန္မာ့အလင္းသတင္းစာတြင္ ေဖာ္ျပထားသည္။

သို႔ေသာ္ နယ္စည္းမျခားဆရာဝန္မ်ား(MSF) အဖြဲ႔က ျမန္မာႏိုင္ငံတြင္ ARTေဆးဝါး မလံုေလာက္သည့္ အတြက္ ယခုႏွစ္အတြင္း ေသဆံုးႏိုင္သူ ႏွစ္ေသာင္းခြဲအထိရွိၿပီး တႏိုင္ငံလံုးအတိုင္း အတာအရ HIVေရာဂါ ကူးစက္ခံေနရသူ ခန္႔မန္းေျခ ႏွစ္သိန္းခြဲခန္႔အနက္ လူတေသာင္းငါးေထာင္ခန္႔သာ ART ေဆးဝါးကုသခြင့္ ရသည္ဟု ထုတ္ျပန္ေၾကညာသည္။

MSF အဖြဲ႔မွ လူတေသာင္းတေထာင္ ကို ကုသမႈေပးေနေသာ္လည္း လူခုနစ္ေသာင္းခြဲေက်ာ္ မွာ အေရးေပၚ ေဆးကုသမႈ လိုအပ္ေနေၾကာင္း လည္းထုတ္ျပန္ထားသည္။

ရန္ကုန္အေျခစိုက္ HIV/AIDS ေဝဒနာရွင္မ်ားအား အကူအညီေပးေနေသာ အဖြဲ႔အစည္းတခုျဖစ္သည့္ (Population Services International-PSI) ရွိ တာဝန္ရွိသူအႀကီးအကဲမ်ားသည္ ကမၻာ့AIDSေန႔ ႏွင့္ ပတ္သက္ၿပီး ေနျပည္ေတာ္တြင္က်င္းပသည့္ အစည္းအေဝးသို႔ သြားေနသည္ဟု PSI မွ တာဝန္ခံ တဦး ကေျပာသည္။

Youths in Myanmar at risk

YANGON (The Straits Times) - YOUTHS in Myanmar are particularly at risk from HIV, with almost two thirds of the near quarter million people living with the virus in that country aged under 24, the UN Children's Fund said Monday.

About 100,000 women are also living with HIV in Myanmar and many newborns are at risk of being infected, Ramesh Shrestha, the UNICEF representative in Myanmar, said in a statement for World Aids Day.

'Young people have a higher propensity for risk-taking behaviour which exposes them to avoidable risks including exposure to HIV,' Mr Shrestha said.

'It is estimated that there are approximately 240,000 people living with HIV in Myanmar, of which almost two thirds are young people under 24 years of age,' the statement said.

International humanitarian organization Medecins Sans Frontieres has said that about 76,000 of those living with HIV in Myanmar are in urgent need of anti-retroviral treatment (ART).

A senior Myanmar health ministry official said more funding was needed to prevent HIV spreading inside the country.

'More funds are needed not only ART for Aids patients but also for prevention projects,' Kyaw Nyunt Sein told AFP.

About 11,000 Aids patients around the country are getting ART from the government and international NGOs, he said.

Only 170 administrative regions out of 325 around the country can implement 100 percent condom promotion to prevent the HIV virus spreading because of funding shortages.

'We cannot give complete prevention. The disease mostly occurs through sexual contact, that's why we want to do 100 percent condom promotion for youths,' he said.

Myanmar has been ruled by the military since 1962 and the impoverished nation's healthcare system is in poor condition.

Journalists caught in crackdown by Myanmar junta

YANGON, Myanmar (AP) — A court in military-controlled Myanmar has imprisoned two journalists for seven years each for undermining the country's ruling generals after being caught with a U.N. human rights report.

The court in a northeastern suburb of Yangon on Friday sentenced Thet Zin, editor of the local Myanmar-language journal Myanmar Nation, and Sein Win Maung, the paper's manager, after convicting them of undermining the government under the country's draconian Printing and Publishing Law.

The convictions were part of a renewed crackdown by the regime in the past month that has led to more than 100 people — including activists, writers, musicians and Buddhist monks — receiving jail sentences as long as 68 years. Many were transferred to prisons in remote regions.

The journalists' sentencing came the same day a court inside Yangon's Insein prison sentenced 13 members of the 88 Generation Students, a group at the forefront of a 1988 pro-democracy uprising, to six years for undermining stability, family members said.

The 13 activists were among 37 from the group handed long prison sentences for their roles in nonviolent protests, including pro-democracy demonstrations in September 2007 led by Buddhist monks that were violently suppressed.

Myanmar's military, which has held power since 1962, tolerates no dissent. It frequently arrests artists and entertainers regarded as opposing the regime.

The lengthy prison sentences have been condemned worldwide by Western governments and human rights organizations, who charge that the heavy-handed tactics makes a mockery of the ruling junta's professed plan to restore democracy through elections in 2010.
