Suu Kyi Calls for More Reforms in Burma
Opposition leader Aung San Suu Kyi says the current series of reforms under way in Burma represents the biggest opening in the country since the 1980s, but added that she needs to see more changes before she can support the easing of Western economic sanctions against the military-backed government. Naypyidaw in recent months has eased media restrictions, reformed its state-dominated economy and pursued talks with the opposition. RI to assess development in Myanmar

Along with the government, the House of Representatives will assess the latest developments in Myanmar before deciding on whether to accept Myanmar’s bid for the chairmanship of ASEAN at the Bali Summit next month.

Deputy Chairman of the House’s Commission I on foreign affairs, TB Hasanuddin, said that his commission had set a meeting with the Foreign Minister, Marty Natalegawa, in order to assess the situation in Myanmar, including the progress that the country had made in terms of democratization.

He said that the commission and the Foreign Ministry had both received the required input to conduct an assessment, and that Indonesia was expected to take the wise diplomatic step of encouraging the Myanmarese government to make further progress at home.

“We will assess whether it is the right time to rely on Myanmar to chair ASEAN, or we will leave Myanmar in isolation. But leaving Myanmar in isolation could be counterproductive for ASEAN and its regional interests,” he said.

Hasanuddin, also a legislator of the Indonesian Democratic Party of Struggle, said that the commission had already received inputs and recommendations from the ASEAN Interparliamentary Myanmar Caucus (AIPMC) and the Burma Partnership, which represents Myanmarese civil society.

“What Indonesia will bring to the summit will bring benefit to both Myanmar and ASEAN,” he added.

The ASEAN Summit, scheduled for Nov. 17 and preceeded by a series of ASEAN ministerial meetings, has on its main agenda the discussion of economic, defense and political issues across the Southeast Asian region, including the approval of Myanmar’s ASEAN chairmanship in 2014.

The AIPMC and the Burma Partnership called on Indonesia to suspend the approval of Myanmar’s ASEAN chairmanship bid during the summit until the Myanmarese government makes significant progress towards democratization.

Burma Partnership coordinator, Khin Ohmar, said that despite the recent general election, which formed President Thien Sein’s government and saw the release of 220 political prisoners, democracy in Myanmar had yet to be upheld.

She said that the way the recent general election was conducted did not reflect a democratic process, with power vested not in the president but in the eleven-member National Defense and Security Council that was closely controlled by former military junta leaders.

The Myanmarese government should also release the remaining 1,800 political prisoners (not 18,000 as it was reported on Wednesday), and stop the atrocities against minority ethnic groups, including the Katchin and the Karen, to show a strong commitment to democracy and human rights, she said.

Effendy Choirie, a commission member, said that Indonesia should maintain its neutrality in dealing with the Myanmar issue, but that it could enhance lobbying with other ASEAN member countries to encourage the Myanmar president to develop a democratic government.

'Zero tolerance' on aid corruption
The Government has zero tolerance of corruption and has put much stronger systems in place to ensure aid money is not lost to fraud, the International Development Secretary has said.
Andrew Mitchell spoke out after an influential committee of MPs warned that the amount of British aid lost to fraud and corruption could rise because of changes to how the money is targeted.
The Department for International Development (DfID), whose budget is rising despite massive cuts across Whitehall, is refocusing overseas aid on countries seen as fragile and in conflict, such as Somalia, Burma and Pakistan.
But the cross-party Public Accounts Committee (PAC) cautioned that "operating in high-risk environments means the potential for increased risk of leakage through fraud and corruption".
It said in a report: "The department intends to focus more on fragile and conflict-affected states which pose higher risks in terms of poor security, delivery capacity, measurement of costs and outcomes, and leakage of funds through fraud and corruption."
Mr Mitchell told the BBC that it would not be right to say that the Government had taken its eye off the ball. He said: "They are looking at the legacy from the last government. We have much stronger systems to ensure that this money is well spent."
He added: "Wherever we find money being stolen, if ever we find money being stolen, we are absolutely ruthless on the taxpayers' behalf, in stopping it and not allowing it to happen. This Government has a zero tolerance of corruption."
The PAC warned that increasing spending via multilateral organisations - such as the European Commission and the World Bank - may also mean more British money is lost to fraud and corruption.
"The department plans to increase the proportion of its funding spent via multilaterals but does not have the same visibility over the cost and performance of multilaterals' programmes as it does over its bilateral programmes," the PAC said.
"Furthermore, the strategy to increase DfID spend through multilateral programmes appears to have more to do with it being easier for DfID to do this than for it to assess the viability, effectiveness and value for money of bilateral programme proposals."

သို႔ေသာ္ သမိုင္းဝန္ အတြင္းဝန္႐ံုးကဲ့သို႔ေသာ အေဆာက္အအံုအား ငွားရမ္းမည္ဆုိပါက လႊတ္ေတာ္တြင္း ကန္႔ကြက္ သြားမည္ျဖစ္ေၾကာင္း ေရြးေကာက္ပြဲဝင္ ပါတီမ်ားက ေျပာဆိုသည္။

၁၉၃၈ ခုႏွစ္ ဒီဇင္ဘာလ အတြင္းက ကိုလိုနီ ၿဗိတိသွ်အစိုးရကို တကၠသိုလ္ေက်ာင္းသားမ်ားက ဆန္႔က်င္ ဆႏၵျပရာ တြင္ ပုလိပ္မ်ားက ႐ိုက္ႏွက္၍ ေက်ာင္းသားေခါင္းေဆာင္ ကိုေအာင္ေက်ာ္ ေသဆံုးခဲ့သည္မွာ အတြင္းဝန္႐ုံးေရွ႕တြင္

Aid cash lost to fraud 'could rise'

The amount of British aid lost to fraud and corruption could rise because of changes to how the money is targeted, an influential committee of MPs has warned.
The Department for International Development (DfID), whose budget is rising despite massive cuts across Whitehall, is refocusing overseas aid on countries seen as fragile and in conflict, such as Somalia, Burma and Pakistan.
But the cross-party Public Accounts Committee (PAC) cautioned that "operating in high-risk environments means the potential for increased risk of leakage through fraud and corruption".
"The department intends to focus more on fragile and conflict-affected states which pose higher risks in terms of poor security, delivery capacity, measurement of costs and outcomes, and leakage of funds through fraud and corruption," it said in a report.
The PAC also warned that increasing spending via multilateral organisations - such as the European Commission and the World Bank - may also mean more British money is lost to fraud and corruption.
"The department plans to increase the proportion of its funding spent via multilaterals but does not have the same visibility over the cost and performance of multilaterals' programmes as it does over its bilateral programmes," the PAC said.
"Furthermore, the strategy to increase DfID spend through multilateral programmes appears to have more to do with it being easier for DfID to do this than for it to assess the viability, effectiveness and value for money of bilateral programme proposals."
The PAC also criticised DfID's "poor understanding" of the scale and likelihood of aid being lost to fraud.
International Development Secretary Andrew Mitchell said the coalition had transformed DfID's financial management and took a "zero-tolerance" approach to fraud.
"Although accurately reflecting the position under Labour, the report appears to take little account of the huge changes the coalition has made since taking office," he said.

The IHL Project at the Law Department is hosting a series of dialogues on contemporary problems for the law of armed conflict.

Bruce Broomhall is a Professor of Law at the University of Quebec at Montreal (UQAM). He is currently pursuing research on resource conflicts under international law, building on collaborations he has undertaken over recent years with legal and policy experts from a range of fields in attempting to craft effective responses to the problem of illicit, conflict-fuelling natural resource economies. This focus forms part of a larger research interest in issues related to the establishment of an effective and legitimate system of international justice, including universal jurisdiction, the International Criminal Court, the role of the emerging system of justice within the existing framework for managing international peace and security, the impact of illegal economies of war on human security, the legal responsibilities of business actors in conflict settings, and the role of children in the transitional justice process. He teaches mainly in international and transnational criminal law. He has published on the role of criminal punishment in the enforcement of international norms, notably in his book International Justice and the International Criminal Court: Between Sovereignty and the Rule of Law (Oxford University Press, 2003).

Balakrishnan Rajagopal, B.L. (Madras), LL.M. (American), S.J.D. (Harvard) is Associate Professor of Law and Development and Director of the Program on Human Rights and Justice at the Massachusetts Institute of Technology. He formerly served with the United Nations High Commissioner for Human Rights in Cambodia and consulted with the UNDP, the World Commission on Dams and civil society organizations. He has been a member of the Executive Council and Executive Committee of the American Society of International Law, and is currently on the Asia Advisory Board of Human Rights Watch, the International Advisory Committee of the Robert F. Kennedy Memorial Center for Human Rights and the International Rights Advocates. He is a Faculty Associate at Harvard Law School's Program on Negotiation and has been a Visiting Professor at the UN University for Peace, University of Melbourne Law School and the Washington College of Law, the American University, and Fellow at the Jawaharlal Nehru University and the Madras Institute of Development Studies, both in India, the Woodrow Wilson Center for International Scholars, Washington DC, and the Institute for Advanced Studies, Jerusalem. Burma Democratic Concern (BDC) welcomed the release of Zaganar (a famous comedian), Myo Aung Thant (a prominent labour union leader) and around 200 prisoners of conscience.

Burma Democratic Concern (BDC) would like to echo what Daw Aung San Suu Kyi said regarding prisoners’ amnesty. Daw Aung San Suu Kyi said that "Each one has priceless value. Freedom of a person is priceless. We hope many more will be released. I'm really thankful for the release of political prisoners."

Burma Democratic Concern (BDC) would also like to echo what Min Ko Naing allegedly said regarding current Daw Aung San Suu Kyi position working for democratisation of Burma. UN envoy urges Burma to free all political prisoners

UNITED NATIONS : United Nations Special Rapporteur on the human rights situation in Burma, Tomás Ojea Quintana, on Thursday urged the government to free all remaining political prisoners.


Quintana welcomed the decision by Burma's leader to grant amnesty and release a significant number of detainees. He said the recent release is an "important further step" by the country's authorities to respond to international concern and advance political reconciliation.

The exact number of released political prisoners has yet to be confirmed, but it is believed to be more than 200, including a number of prominent figures. Human rights groups estimate that there are some 2,000 political prisoners still behind bars.

"These are individuals who have been imprisoned for exercising their fundamental human rights or whose fair trial or due process rights have been denied," Quintana said. "Their release would be an important step for the democratic transition, and would be welcomed by people both inside and outside the country. It is imperative that the Government completes the liberation of all such prisoners."

Quintana also urged Burma's government to improve the conditions of detention and the treatment of prisoners in compliance with international standards.

The release this week came a day after state-run television announced an amnesty granted by President Thein Sein for 6,359 prisoners, although it did not say how many are political prisoners.

The move comes at a time when Burma, ruled by military regimes since 1962, is trying to move cautiously toward democracy. Western governments have been pressuring the government to release political prisoners and embark on democratic reforms, but progress has been slow.

Some 20,000 prisoners were released on May 16 after President Thein Sein announced a one-year presidential commutation, but only a few were political prisoners.

According to the Thailand-based Assistance Association for Political Prisoners-Burma, there are at least 1,998 political prisoners in 42 prisons and 109 labor camps across Burma, which is formally known as Myanmar. Late last year, authorities released pro-democracy leader and Nobel Peace Prize winner Aung San Suu Kyi after years under house arrest.

Burma: Seven Trade Unionists Released From Prison

Brussels, 13 October 2011 - The International Trade Union Confederation welcomes the recent release from prison of 7 trade unionists (*). However, much more remains to be done. Burma’s regime recently announced an amnesty for 6,359 prisoners; yet only 200 of them were political prisoners serving lengthy sentences in prisons across the country. Many trade union and labour activists remain behind bars serving decades long sentences. The ITUC calls upon the Burmese authorities to release all political prisoners immediately, including trade union activists.

While taking note of some small steps forward, the ITUC urges the international community not to let up the pressure, just as that pressure is finally bearing some fruit. Today in Burma, the army continues to exact forced labour, recruit child soldiers and confiscate land from the population in several states in Burma, and in some it appears to have worsened in 2011.

Full respect of Convention 87, protecting the trade union’s freedom of association and right to collective bargaining, is still an issue in Burma.

The ITUC supports the statement of the United Nations Special Rapporteur on the situation of human rights in Myanmar: “many serious human rights issues remain and they need to be addressed”. Indeed, much more needs to be done to address fundamental violations of rights and act against impunity in the legal system, in law and in practice.

But the news came hours after Burma's new human rights body called for the release of "prisoners of conscience" who did not threaten state stability.

On Monday the US said if Burma showed concrete progress on issues like political prisoners, it would respond.

Western nations currently impose sanctions on Burma, and one of the key reasons is political prisoners.

Thought to number more than 2,000, they include journalists, pro-democracy activists, government critics, monks involved in anti-government protests in 2007 and members of Burma's ethnic groups fighting for greater autonomy.

'Nation-building'
The amnesty announcement came in a lunchtime broadcast. A total of 6,359 prisoners are to be freed and releases will begin on Wednesday.

Who are Burma's political prisoners?
The report did not say whether the amnesty included political prisoners - Burma has in the past carried out large-scale amnesties without freeing political prisoners.

It announced an amnesty of 15,000 prisoners in May 2011 and freed more than 7,000 in 2009 - but those moves were criticised by rights groups for failing to include political prisoners.

In recent days, however, there have been reports from Burma, citing unidentified government officials, suggesting an amnesty of some political prisoners could be imminent.

The announcement came on the same day that Burma's new human rights commission called on the president to release "prisoners of conscience".


In an letter published in state media, the commission said those who did not "pose a threat to the stability of state" should be freed to help with nation-building.

The commission of scholars and former bureaucrats was only set up last month, as part of a series of moves by the government to improve Burma's international reputation.

Burma held its first elections in two decades almost a year ago - polls which saw military rule replaced with a military-backed civilian-led government.

Since then the government has freed pro-democracy leader Aung San Suu Kyi and held dialogue with her.

On Monday a top US diplomat, Kurt Campbell, said the US had noted "dramatic developments under way" in Burma.

He said Washington wanted to see concrete progress on issues like political prisoners - and if it did, the US would respond.

"We will match their steps with comparable steps," he said.

But Nyan Win, a spokesman for Aung San Suu Kyi's National League for Democracy, told the BBC that a prisoner release was not all that was needed.

"The release of political prisoners is just one of the barometers of the government's seriousness about a change to democracy," he said.

Thought to number more than 2,000, they include journalists, pro-democracy activists, government critics, monks involved in anti-government protests in 2007 and members of Burma's ethnic groups fighting for greater autonomy.

'Nation-building'
The amnesty announcement came in a lunchtime broadcast. A total of 6,359 prisoners are to be freed and releases will begin on Wednesday.

Who are Burma's political prisoners?
The report did not say whether the amnesty included political prisoners - Burma has in the past carried out large-scale amnesties without freeing political prisoners.

It announced an amnesty of 15,000 prisoners in May 2011 and freed more than 7,000 in 2009 - but those moves were criticised by rights groups for failing to include political prisoners.

In recent days, however, there have been reports from Burma, citing unidentified government officials, suggesting an amnesty of some political prisoners could be imminent.

A spokesman for pro-democracy leader Aung San Suu Kyi welcomed the announcement. "This is very good news and we hope that political prisoners will be among those freed," Nyan Win said.

The announcement came on the same day that Burma's new human rights commission called on the president to release "prisoners of conscience".

In an letter published in state media, the commission said those who did not "pose a threat to the stability of state" should be freed to help with nation-building.

The commission of scholars and former bureaucrats was only set up last month, as part of a series of moves by the government to improve Burma's international reputation.

Burma held its first elections in two decades almost a year ago - polls which saw military rule replaced with a military-backed civilian-led government.

Since then the government has freed pro-democracy leader Aung San Suu Kyi and held dialogue with her.

On Monday a top US diplomat, Kurt Campbell, said the US had noted "dramatic developments under way" in Burma.

He said Washington wanted to see concrete progress on issues like political prisoners - and if it did, the US would respond.

"We will match their steps with comparable steps," he said.

Oct 10 (Reuters) - China and Myanmar have agreed to "properly settle" a dispute over Myanmar's suspension of a dam built and financed by Chinese firms as a Chinese leader hoped "friendly consultations" would bring a solution to ensure cooperation and stable ties.

Myanmar's new civilian president, Thein Sein, suspended the $3.6 billion Myitsone dam in northern Myanmar on Sept. 30 after weeks of rare public outrage over the project in the reclusive and repressive country also known as Burma.

The shelving of the project, agreed by Myanmar's then ruling generals in 2006, was also an unprecedented challenge to China's extensive economic interests in Myanmar, which has long been shunned by the West because of its poor human rights record.

Last week, China called for talks over the dam, which was being built mainly to serve China's growing energy needs but had become a symbol of resentment in Myanmar over China's influence.

Myanmar Foreign Minister Wunna Maung Lwin, visiting China as a special envoy of Thein Sein, met China's Vice President Xi Jinping, who is expected to be China's next president, and Foreign Minister Yang Jiechi.

The two ministers "agreed to properly settle matters" related to the project, and both sides pledged to increase cooperation, the Xinhua news agency said, citing the Chinese Foreign Ministry, without giving details.

"On the problems that have emerged during the course of cooperation, (I) hope both sides, through friendly consultations, will seek a proper solution to ensure China-Myanmar cooperation in various fields and a healthy and stable development of relations," the Foreign Ministry quoted Xi as saying in a statement on its website.

It was the first meeting between officials from China and Myanmar since the project was suspended.

The seniority of the officials involved in the talks and the speed with which the meeting was arranged apparently underscored the importance that China places on the project.

The dam at the confluence of the Mali and Nmai rivers, whose waters flow down into the central Irrawaddy river basin, would flood an area about the size of Singapore.

Many people in the area, which is close to the border with China, as well as environmentalists, have opposed it.

Chinese officials have called the project environmentally safe and a boon to development in Myanmar, struggling with poverty and isolation after years of military rule.

Myanmar's vice-president, Tin Aung Myint Oo, will visit China this month to discuss the dam, a senior Myanmar official said on Friday.

In recent years, Myanmar's leaders have embraced investment from China as a deep and lucrative market for the former British colony's energy-related resources and to counterbalance the impact of Western sanctions.

While China and Myanmar have close economic and political ties, including the building of oil and gas pipelines into southwestern China, there are also deep mutual suspicions.

Thein Sein became president after elections late last year that officially restored civilian rule in Myanmar after nearly 50 years of military rule.

He is due to make his first state visit to another important neighbour, India, from Oct. 12 to 15.

A senior US diplomat has described recent moves in Burma as "dramatic".

Kurt Campbell, assistant secretary of state for East Asian and Pacific affairs, told an audience in the Thai capital, Bangkok, that the United States wanted to see further progress on issues such as political prisoners.

But he promised that concrete steps taken by the Burmese government would be matched by Washington.

His comments came almost a year after Burma's first elections in 20 years.

'Consequential dialogue'
There can no longer be any doubt that things are shifting in Burma. The question is how far any reforms might go and how permanent they might be.

Mr Campbell, a seasoned diplomat with long experience in Asia, chose his words carefully.

There are, he said, "dramatic developments under way" including what he called a "consequential dialogue" between the new civilian-led, military-backed government and the pro-democracy leader Aung San Suu Kyi.

But, Mr Campbell made clear, Washington still wants to see concrete progress on issues that have long been of concern - political prisoners, human rights abuses and continuing conflicts with armed ethnic minority groups.

The Burmese government has hinted that some prisoners will be released soon.

If any such amnesty were to include a substantial number of political detainees - and if it were welcomed by the moral authority of Aung San Suu Kyi - the United States and its European allies may feel they have to offer something substantial in return.

SPEECH ON BURMA AND CHINA IN THE U.S. CAPITOL

Every year there is a meeting in Washington, D.C. at the beginning of
October by pro-democracy advocates for China. This meeting is an offset to
the Communist Party of China's annual celebration of its assumption of
power on October 1, 1949.

Very significantly, for the first time this year the CCP did not celebrate
October 1st. The dictators of Beijing are running scared. With the Arab
Spring underway, and with repressed peoples all over the world protesting
for freedom, you do not want to advertise that you are the largest
oppressor of all.

The subject of the D.C. meeting this year was the 1911 Chinese Xinhai
Revolution. This revolution overthrew the last Imperial dynasty and
established the Republic of China. It was the first attempt in China to
establish a modern state, and which Mao Zedong and the Communists
ultimately destroyed.

Introduction

I have worked for seventeen years as a pro-democracy advocate, mainly on
China's Southwest neighbor, Burma. I have been involved in many
activities, including years of underground organizing. I have followed
China closely for this entire period. My group first disclosed that Burma
was cooperating with North Korea, and China, in a clandestine nuclear
program.

Burma and China

I was asked to speak about Burma and China. Burma is a military regime in
the process of transforming to civilian. China is a civilian regime but
which is still grounded in Mao's revolution and the People's Liberation
Army.

The main difference is scale. China is massive - therefore, the task of
bringing democracy to the country appears huge if not insurmountable.

It is not. With the correct approach - a popular uprising - the people of
China, like the people of Egypt and Libya, can be free.

The regimes

Both the Communist Party of China (CCP) and Burma's regime have only one
goal: To stay in power. The reason for this is simple. The rulers have
great incentives not to lose power.

1. Physical risk: They could be killed, through a coup or by armed
revolutionaries. This risk is higher in Burma, which has active ethnic
resistance armies, and where it is known that many Burma Army soldiers
actually side with the people.

2. Tried for war and other crimes, and then imprisoned, or even executed.

3. Lose their wealth, including of their families.

4. Lose status, or "face." In East Asia, this is often the strongest
motivation of all. People will do anything not to lose face.

In summary, the dictators of China, and Burma, have nothing to gain, and
everything to lose, from allowing democracy. To remove them, we have to
accept this fact.

Regime strategy

Both the CCP and Burma's regime maintain control through imposing severe
repression, where all dissidents are arrested, tortured and in many cases
killed.

More generally, Burma's regime is now emulating the CCP. The regime set up
the USDP, the Union Solidarity and Development Party, with the generals
trading uniforms for suits. The USDP is now like the CCP, and if the
regime is successful it will be in power for decades to come.

The people

The people of Burma, like the people of China, want freedom. In recent
years they have begun to protest. However, for both countries the protests
are generally against specific grievances, not for freedom and democracy.
In China the grievances includes working conditions, environmental
pollution, and corruption and abuse by Party officials.

In Burma, there was a significant uprising in 2007, against energy price
increases and then the abuse of Buddhist monks. In the last two weeks,
there have been protests against a large dam at the source of the
country's main river, the Irrawaddy, which dam is being built by and for
China. The President of Burma has just suspended this dam.

Many people believe this is a sign that Burma's regime is now open to
reform. This is not true. The rulers of Burma have two main threats, the
ethnic armies and a popular uprising. The dam involved both. The Kachin
Independence Army was blocking the delivery of construction supplies. The
people were protesting the destruction of the Irrawaddy River, which is a
basic national symbol. So, and even though it angered the CCP, the regime
suspended the dam.

Also, the other possible source of a popular uprising in Burma is
anti-Chinese sentiment. Burmese people are becoming more and more angry
about the sale of the country's natural resources to China, and the influx
of Chinese people. Suspending the dam was a way to relieve this pressure.

The Arab Spring

Everyone is aware of the Arab Spring movement in the Middle East. In
Egypt, Libya, Yemen, Syria and elsewhere, there is only one goal: Freedom.
The people are united around this, getting rid of their dictators, and
will settle for nothing less.

Freedom for China, and Burma

The people of China and Burma do not yet appear to grasp this, that they
have to put freedom and democracy above all other considerations. They
need to learn that human rights and environmental protection can never be
guaranteed until the CCP and the USDP are driven from power.

Local grievances lead to local protests. But, if the focus is shifted to
freedom, this can be used to create national movements, and national
protests. Tiananmen Square can once again ring with voices calling for
democracy.

Chinese expatriates can do much to encourage and assist the people inside
China to redirect their emphasis from local grievances to democracy for
the entire country. There are many new activist approaches that can be
used, and which I, personally, as a prodemocracy advocate for East Asia,
am looking for partners to organize.

Bringing democracy to China is a big task but it is not insurmountable.
Any mountain, no matter how large, can be brought down by drops of rain.
If the people of China unify around the goal of freedom and democracy,
they too can bring down the mountain that is the Communist Party.

China wants its companies’ interests respected after Myanmar halts dam projects

BEIJING — China urged Myanmar on Saturday to protect Chinese companies’ interests after the usually pliant Southeast Asian country surprisingly suspended a jointly backed, but much criticized, $3.6 billion dam project.

Chinese Foreign Ministry spokesman Hong Lei called on Myanmar to hold consultations to handle any problems with the Myitsone dam and reminded the Yangon government that both countries agreed to the project after rigorous reviews.

“The Chinese government ... urges the relevant government to protect the legal and legitimate rights and interests of Chinese companies,” Hong said in a statement carried on the ministry’s website.

Myanmar President Thein Sein’s Friday announcement of the suspension of the dam project, which has started construction, came after the dam project drew strong opposition from environmental activists and ethnic groups living near the site.

It was a turnabout in relations with China, which has poured billions of dollars of investment into the country to operate mines, extract timber and build oil and gas pipelines.

Some of China’s biggest companies are involved in the Myitsone project, among them China Power Investment Corp., which is providing financing; China Gezhouba Group Corporation, which is building the dam; and China Southern Power Grid Corp., which expects to buy most of the power generated.

“ျမန္မာႏိုင္ငံသားေတြဟာ ၿငိမ္းခ်မ္းေရးကို လိုခ်င္တယ္။ လြတ္လပ္မႈကို ရခ်င္တယ္။ လံုလံုၿခံဳၿခံဳ စိတ္ခ်လက္ခ် ေနခ်င္တယ္။ အမ်ိဳးသားျပန္လည္ သင့္ျမတ္ေရးကို လိုခ်င္ၾကပါတယ္။ ဒါေတြအားလံုးကို ရဲစြမ္းသတၱိ ရွိရွိနဲ႔ ႀကိဳးပမ္းရင္ က်မတို႔လည္း ရႏို္င္တယ္ဆိုတာ ေတာင္အာဖရိက က သင္ေပးခဲ့တာပါ။ ဘုန္းေတာ္ႀကီး ဒက္စ္မြန္တူးတူးဟာ ျမန္မာႏိုင္ငံသားေတြ အတြက္ အားက်ေစယံုတင္ မကဘဲ ႏွစ္ေပါင္းမ်ားစြာ ကူညီ ေထာက္ပံ့မႈေတြ ေပးခဲ့တာမို႔ ျမန္မာႏိုင္ငံ ဒီမိုကေရစီရတဲ့ အထိလည္း ဆက္ၿပီး ကူညီမယ္လို႔ ယံုၾကည္ထားသလို အၿမဲလည္း အမွတ္ရေနမွာပါ။”

ဒါ့အျပင္ ဒီမိုကေရစီ ရခဲ့ၿပီးတဲ့ေနာက္မွာလည္း ေတာင္အာဖရိကမွာ အခုဆက္ၿပီး ႀကိဳးစားေနရသလို ကိုယ္ေမွ်ာ္မွန္းထားတဲ့ လူမႈအသိုက္အ၀န္းတခုကို ရဖို႔ ျမန္မာႏိုင္ငံသားေတြလည္း ဆက္ၿပီး ႀကိဳးစားရဦးမယ္ ဆိုတာ သိထားတယ္လို႔ ဆိုပါတယ္။ ဒါေပမဲ့ ဒီလိုရဖို႔ ႀကိဳးစားရတာဟာ ေၾကာက္ရြံ႕စရာမဟုတ္ေၾကာင္း ေတာင္အာဖရိကက သင္ၾကားေပးတယ္လို႔ ဆိုပါတယ္။

“႐ုန္းကန္ႀကိဳးစားမႈ ဆိုတာဟာ ေၾကာက္စရာမဟုတ္ဘဲ လူတိုင္းအတြက္ အေကာင္းဆံုး ျဖစ္လာဖို႔ စိန္ေခၚမႈ တခုဆိုတာကို ေတာင္အာဖရိကႏိုင္ငံက ကမာၻကို သင္ၾကားေပးတာပါ။ အခု သင္တုိ႔ရဲ႕ တကၠသိုလ္က ေပးတဲ့ ဂုဏ္ထူးေဆာင္ဘြဲ႔နဲ႔ အခက္အခဲေတြကို ေက်ာ္လႊားႏိုင္ဖို႔ ေရွ႕ဆက္ ႀကိဳးပမ္းႏိုင္မယ္လို႔ ခိုင္ခုိင္မာမာ ယံုၾကည္ပါတယ္။ သင္တို႔ရဲ႕ ရဲစြမ္းသတၱိနဲ႔ ျပည့္၀တဲ့ အသိုက္အ၀န္းထဲမွာ က်မကို လက္ခံတာအတြက္ ေက်းဇူးတင္ပါတယ္။”

ဒီဂုဏ္ထူးေဆာင္ ပါရဂူဘြဲ႔ကို ကိုယ္စား တက္ေရာက္ ယူေပးခဲ့တဲ့ ေဒၚေအာင္ဆန္းစုၾကည္ရဲ႕ အစ္ကိုတ၀မ္းကြဲ ေဒါက္တာ စိန္၀င္းကေတာ့ ဒါဟာ တတိယ အႀကိမ္ေျမာက္ ေတာင္အာဖရိကႏိုင္ငံက ေဒၚေအာင္ဆန္းစုၾကည္ကို ဂုဏ္ျပဳခဲ့တာ ျဖစ္ၿပီး ဒီလိုႏိုင္ငံမ်ိဳးက ေပးခဲ့တဲ့အတြက္ ဂုဏ္ယူသလို ဆက္ၿပီး ကူညီဖို႔လည္း ေျပာပါတယ္။

“ဒီကေန႔ ကမၻာ့ႏိုင္ငံေတြလိုပဲ အသားေရာင္မခြဲတဲ့ ႏိုင္ငံျဖစ္ေျမာက္သြားတယ္ ဆိုတာက လြယ္လြယ္နဲ႔ေတာ့ ျဖစ္တာမဟုတ္ဘူး။ ဒါေတြကို က်ေတာ္တို႔ မ်က္ျမင္ေတြ႔တယ္။ နယ္လ္ဆင္ မန္ဒဲလားကေန တုိင္းျပည္ကို ေသြးထြက္သံယို မျဖစ္ဘဲ ၿငိမ္းၿငိမ္းခ်မ္းခ်မ္းနဲ႔ ေျပလည္ေအာင္ လုပ္တယ္။ ႏွစ္ေပါင္း ၂၆ ႏွစ္ ေထာင္က်ၿပီး ေနာက္ဆံုးေတာ့ ဒီ Apartheid (အသားေရာင္ ခြဲျခားမႈ) ကို က်င့္သံုးတဲ့ လူေတြရဲ႕ ေခါင္းေဆာင္ ကိုယ္တိုင္ကေနၿပီးေတာ့ လက္ခံလာရတာေပါ့။ သူတို႔တုိင္းျပည္မွာ ႏိုင္ငံေရး အက်ဥ္းသားေတြ ေထာင္ထဲမွာ ေသတာေတြရွိတယ္။ အင္မတန္မွ ခက္ခဲတဲ့ေနရာကေနၿပီးေတာ့ ၿငိမ္းၿငိမ္းခ်မ္းခ်မ္းနဲ႔ တို္င္းျပည္ကို ျပန္ၿပီးေတာ့ အေျခက်ေအာင္ လုပ္တာေပါ့။ ျမန္မာျပည္မွာ ဒီကေန႔ အေျခအေနကေတာ့ လြတ္လပ္မႈ မရေသးဘူး။ ဒီမိုကေရစီမရေသးဘူး။ အဲဒီေတာ့ ဆက္လက္ၿပီး ကူညီဖို႔ လိုတယ္လို႔ ေျပာတာေပါ့။”

ေဒၚေအာင္ဆန္းစုၾကည္ဟာ ၁၉၉၇ ခုႏွစ္တုန္းကလည္း အလားတူ ဂုဏ္ထူးေဆာင္ ပါရဂူဘြဲ႔ကို ေတာင္အာဖရိကႏိုင္ငံ နာတဲလ္ တကၠသိုလ္ (University of Natal) က ေပးအပ္ ခ်ီးျမႇင့္တာကို ခံခဲ့ရပါတယ္။

Five political prisoners to receive a ‘Nonentity Hero Award’
New Delhi (Mizzima) – Five political prisoners including a Buddhist monk have been chosen to receive a “Nonentity Hero Award” presented by Burmese residents living in Japan.

Oo Wira Thu (aka) Win Khine Oo, Zeya Aung (Myitkyina Prison), Thant Zaw (Thayat Prison), Swan Hla Aung (Kyaukphyu Prison) and Mar Mar Oo (Bhamo Prison) were named to receive the awards on Tuesday.

Min Htet Zaw, one of the organizers of the award committee, told Mizzima: “We need to respect the value of these people. They are an invaluable ‘human treasure’ for our country.”

The objective of the award is to honour pro-democracy activists who are “nonentities,” or not well known by the general public, to promote the cooperation between pro-democracy activists living both inside and outside the Burma.

The “Nonentity Hero Award” was given for the first time during the Burmese New Year [in April]. Maggin Monastery abbot U Eindaka (Lashio Prison), Bodaw Khin Win (aka) Khin Win and Than Naing (Ma-ubin Prison) received the first awards.

Former political prisoner Win Tin, who is a member of the award selection committee, said, “People usually recognize only famous people. We will also recognize nonentity activists who have made sacrifices. We must show that those people are important too, and their sacrifices for democracy are very great.” The National League for Democracy coordinated the award selection process.

Among the award-winning activists, Masoeyain New Monastery Abbot U Wira Thu was arrested during the “Saffron Revolution” and sentenced to 25 years in prison; Mar Mar Oo was arrested in 2008 for protesting against a fuel price hike in 2007 and sentenced to 65 years in prison.

Zeya Aung was arrested for distributing a poem titled “Peacock’s Pride” in 2006 and sentenced to 26 years in prison. When he was arrested, he was 21 years old and a final year student of law.

Win Tin said: “Rather than death sentences, some prisoners have to serve long prison terms frequently. For instance, Boedaw Khin Win has had to serve frequent prison terms since 1978.”

Swan Hla Aung has been a prisoner of conscience since 2002. He was sentenced to 79 years in prison; Thant Zaw was arrested in 1989 in connection with a bomb blast and received a death sentence.

The award ceremony will be held at NLD headquarters in Rangoon on October 12. Each winner will receive 1 million kyat (about US$ 1,240) and a medal. The committee is also preparing a logo design to represent sacrifice and equality. Fifty donors contributed a total of 560,800 yen (about US$ 7,000). The program may also donate to released political prisoners who need help returning to a normal life.

“They need to be rehabilitated to become leaders of their communities, activists who can cooperate with the public,” said Win Tin.

Yangon, October 5 -- The 44-year old Thai Prime Minister Yingluck
Shinawatra held nearly one hour talks with Myanmar President Thein
Sein at the President Office in Nay Pyi Taw beginning from 4:30 pm
this afternoon, according to an official, who for understandable
reasons, refused to be identified.

In the talks, which cover such topics as illicit drugs suppression
and promotion of bilateral trade, Thai PM was accompanied by members
of her party including Thai Foreign Minister Surapong Tovichakchaikul
and Interior Minister, the same official said.

The official also said Thein Sein – Yingluck talks took place in an
atmosphere of friendly relations and good neighbourliness.

After the talks Thai PM and party are scheduled to visit Oak Pa Tha
Than Di Pagoda in the center of Nay Pyi Taw. The visitors will also be
viewing the two white elephants at the special zoo close to the
pagoda.

On arrival in Nay Pyi Taw at 2:30 pm this afternoon by private plane,
Thai PM Yingluck Shinawatra was very welcomed by Myanmar government
authorities.

According to officials in Nay Pyi Taw contacted by @@@ by phone,
President Thein Sein is due to hold dinner in honour of the Thai PM at
the President Residence at 7 pm ( MST ) this evening.

Thai PM and party are due to depart Nay Pyi Taw for Bangkok at 9:15
pm ( MST ) tonight by private plane, ending 7-hour visit to Myanmar.

This is Yingluck’s first visit to Myanmar.

ေနာက္တစ္ၾကိမ္က်င္းပျပဳလုပ္မည့္ လႊတ္ေတာ္အစည္းအေ၀းမ်ားတြင္ သတင္းမီဒီယာဆုိင္ရာ ဥပေဒတင္သြင္း ရန္ အစီအစဥ္ရွိေၾကာင္း စာေပစိစစ္ေရးႏွင့္ မွတ္ပံုတင္ဌာန၊ စိစစ္သံုးသပ္တင္ျပေရးအဖြဲ႕မွ သတင္း ထုတ္ျပန္ခ်က္မ်ားအရ သိရွိရသည္။



အဆိုပါ သတင္းမီဒီယာဆိုင္ရာဥပေဒမွာ ၁၉၆၂ ခုႏွစ္ ပံုႏွိပ္ထုတ္ေ၀ေရးဥပေဒ ထုတ္ျပန္ခဲ့ျပီး ေနာက္ပိုင္း သတင္း မီဒီယာဆိုင္ရာဥပေဒ အသစ္အား အစိုးရသစ္လက္ထက္တြင္ ျပန္လည္ျပင္ဆင္ျဖည့္ဆြက္ရန္အတြက္ ၾကိဳးစားလာျဖစ္ေၾကာင္း သိရွိရသည္။

လက္ရွိအခ်ိန္တြင္ သတင္းမီဒီယာလြတ္လပ္ခြင့္မွာ ယခင္ကထက္ပိုမုိပြင့္လင္းျမင္သာမႈရွိလာသည္ႏွင့္ အမွ် ေျဖေလ်ာ့မႈႏွင့္ လုိက္ေလ်ာညီေထြမႈရွိေစရန္လိုအပ္လာေၾကာင္းကိုလည္း သိရွိရသည္။



စာေပစိစစ္ေရးႏွင့္ မွတ္ပံုတင္ဌာနအေနျဖင့္ ဒီမိုကေရစီေခတ္ေျပာင္းစအခ်ိန္မွစ၍ ထုတ္တင္စနစ္အား ေျပာင္းလဲ က်င့္သံုးျပီး စာေပလြတ္လပ္ခြင့္အတြက္ ေရတိုေရရွည္စီမံကိန္းမ်ားခ်မွတ္ ေဆာင္ရြက္ခဲ့ျခင္း ျဖစ္ေၾကာင္းကိုလည္းသိရွိရသည္။



၂၀၁၁ ခုႏွစ္၊ ဇြန္လ ၄ရက္ေန႕မွ စတင္အသက္သြင္းခဲ့သည့္ ထုတ္တင္စနစ္မွာေအာင္ျမင္မႈရရွိသည့္ အတြက္ ေျဖေလ်ာ့မႈ ဒုတိယအဆင့္ကိုလည္း ဆက္လက္ျပဳလုပ္ရန္အစီအစဥ္ရွိေၾကာင္းကိုလည္း ဦးတင့္ေဆြ၏ ေျပာဆိုမႈ အရသိရွိရသည္။





လက္ရွိအခ်ိန္တြင္ စာေပထုတ္ေ၀ခြင့္မွတ္ပံုတင္ (၉၆၁) ခုရွိျပီး အဆိုပါမွတ္ပံုတင္ကိုင္ေဆာင္ထားၾကသူမ်ား အေနျဖင့္ သက္ဆုိင္ရာ စာေပ၊ စာေစာင္မ်ားအား ေရးသားထုတ္ေ၀ျဖန္႕ခ်ိလ်က္ရွိျပီး အပတ္စဥ္ထုတ္ဂ်ာနယ္ (၁၅၉) ေစာင္၊ လစဥ္ထုတ္မဂၢဇင္း (၁၄၉ )ေစာင္ ထုတ္လုပ္ျဖန္႕ခ်ိလ်က္ရွိေၾကာင္း သိရွိရသည္။



`စာနယ္ဇင္းေလာကမွ ဒီလိုတုိးျမွင့္လုပ္ေဆာင္ေပးဖို႕ ၾကိဳးစားေနစဥ္ကာလမွာ အႏွစ္သာရကို နားလည္ျပီး ေဆာင္ရြက္ေပးဖုိ႕ လုိတယ္´ ဟု ျမန္မာႏိုင္ငံစာေပႏွင့္ စာနယ္ဇင္းဗဟို အဖ ြဲ႕ဥကၠဌ က ေျပာသည္။

The best way to protect ourselves from external threats and dangers is to have unity among ourselves. If the people trust and respect the government, and the government in turn respects and has a high regard for the people—with that kind of mutual trust, with everyone carrying out their duties in a responsible manner, we will be able to protect ourselves from any kind of external threats and dangers. With regard to our relations with our big neighboring countries, how good those external relations will be will depend on how good the situation is inside our own country.

China Angry for Myitsone Dam
Yangon, October 3 -- The 9-member delegation representing the Union
government of Thein Sein and the 15-member delegation of United Wa
State Party ( UWSP ) has held first round of peace talks in Lashio,
the northern city of Shan State, last Saturday, state-owned TV
announced at 6 pm ( MST ) this evening.

According to TV, in this first round of peace talks, leader of the
UWSP delegation U Xaio Min Lian pledged that the UWSP as well as the
area they control in Shan State would never break away from the Union.

The TV further said matters such as education and health for the Wa
people, reopening of liaison offices, elimination of drugs and
development of border areas and construction of economic
infrastructures in Wa areas were also discussed in the first round of
talks.

“Following the talks, both sides signed the agreements at this round
of talks,” the TV said.

The TV however did not mention anything on the thorny problem of the
government’s demand for transforming the Wa army into border guard
force ( BGF ), which has been one of the main reasons for causing
tension between the government and the UWSP.

The 9-member Union government delegation was led by U Aung Thaung,
elected member of parliament and former Minister for Industry ( 1 )
while the 15-member UWSP delegation was led by Vice-President U Xaio
Min Lian.

UWSP maintains military wing, which has nearly 40,000 armed force and
as such it is the strongest armed organization among ethnic national
armed forces.

It appears that Thein Sein government, which is now engaged in armed
clashes with the Kachin Independent Army ( KIA ), Shan State Army (
SSA ) and Karen National Union ( KNU ), is currently giving top
priority to achieving peace with the 40,000 UWSA.
