Burma Democratic Concern (BDC) calls for United Nations Security Council Resolution on Burma

Burma Democratic Concern (BDC) calls for United Nations Security Council to adopt the resolution on Burma calling for Daw Aung San Suu Kyi party, National League for Democracy (NLD), its right to exist as the legal political party as well as Daw Aung San Suu Kyi and her supporters’ safety.

Addition, Burma Democratic Concern (BDC) seriously condemns U Thein Sein regime’s threat to Daw Aung San Suu Kyi and National League for Democracy (NLD). Burma Democratic Concern (BDC) seriously calls for the totalitarian U Thein Sein regime to respect Daw Aung San Suu Kyi party, National League for Democracy (NLD), its rights to exist as the legal political party.

U Thein Sein an authoritarian regime accuses NLD to stop such acts that can harm peace and stability and the rule of law as well as the unity among the people including monks and service personnel, NLD activities were potentially disruptive to the parliamentary system and threatened national stability and the party was dissolved on 14 September 2010 for refusing to take part in 2010 sham election but continued to run its headquarters and branch offices around the country. The NLD won a landslide victory in a 1990 general election but election results were ignored.

U Myo Thein, the Director of the Burma Democratic Concern (BDC) said that “We call for the international community to support Daw Aung San Suu Kyi party, National League for Democracy (NLD), its right to exist as the official political party as well as Daw Aung San Suu Kyi and her supporters’ safety since U Thein Sein un-democratic regime lay blame on Daw Aung San Suu Kyi planned tour of the country could generate riots. We must take action immediately in order to prevent unnecessary sad tragic ends. Especially, United Nations Security Council (UNSC) must intervene in such an important time. Please remember that the assassination of the prince Franz Ferdinand led to the outbreak of World War I and yet again World War II broke out since “The League of the Nations” failed to take timely action on the aggressors”.

U Khin Maung Win, the Director of the Burma Democratic Concern (BDC) said that “The world knows the truth that National league for Democracy (NLD) is the official election winning party. Daw Aung San Suu Kyi is the elected legitimate leader of Burma in accordance with the 1990 elections which were held by the military generals pledged to hand over the power to election winning party after the 1990 election. It is the truth. So it is also the truth that without honouring 1990 elections results and holding the sham elections on 2010 were illegitimate. So it also is the truth that U Thein Sein regime is illegitimate and ruling Burma without having legitimacy of the people Burma is also illegitimate. Accordingly, whatever U Thein Sein regime is saying on Daw Aung San Suu Kyi and NLD are illegal and therefore void.”

On 30 May 2003, Daw Aung San Suu Kyi and her motorcade while travelling on campaign trip was ambushed by a government sponsored culprits near Kyee village in Depaeyin, upper Burma. During an organised assassinated attack Daw Aung San Suu Kyi narrowly escaped but hundreds of her supporters were brutally beaten to death which now became known as the Depaeyin massacre. Since her release on 13 November 2010 a week after the sham election Daw Aung San Suu Kyi has not left Rangoon but now Daw Aung San Suu Kyi is planning her first trip outside the Rangoon in July 2011. Military dominated U Thein Sin’s regime which assumed power after the sham election said that if Daw Aung San Suu Kyi makes trips to countryside could create riots.

U Tint Swe Thiha, the Patron of the Burma Democratic Concern (BDC) said that “We earnestly seeks international community support calling for Daw Aung San Suu Kyi and her supporters’ safety since it is not enough for the regime to just releasing Daw Aung San Suu Kyi but it also must guarantee that it will not once again attack or arrest at their convenience. Our concerns for the safety of Daw Aung San Suu Kyi and her supporters’ are escalating more and more after regime’s mouthpiece newspapers openly threatening Daw Aung San Suu Kyi and National League for Democracy (NLD)".

Daw Khin Aye Aye Mar, the Patron of the Burma Democratic Concern (BDC) said “We believe such intimidations should be condemned by United Nations Security Council. Addition, United Nations Security Council must call for the Burmese regime to put in place the necessary security measures to guarantee Daw Aung San Suu Kyi and her supporters’ safety. The safety of Daw Aung San Suu Kyi and her supporters are very vulnerable since they are always facing the risk of being arrest, attack or/and anarchic assaults by the regime at any time. United Nations Security Council must adopt the resolution, without delay, on Burma calling for Daw Aung San Suu Kyi party, National League for Democracy (NLD), its right to exist as the legal political party as well as Daw Aung San Suu Kyi and her supporters’ safety and ultimately calling for national reconciliation in Burma”.



Burma Democratic Concern (BDC) believes establishing UN Secretary General Representative Liaison Office in Burma is essential so as to act as the facilitator between U Thein Sein led USDP regime and Daw Aung San Suu Kyi led legitimate leaders in order to break the ice on the deadlocks taking place genuine dialogue leading towards national reconciliation in Burma.

Yangon, June 30 -- In order to relief the livelihood of all retired civil servants now enjoying pensions, their rates of pensions have been increased to the current rates of pensions being enjoyed by those who now retired from service, the state-owned TV announced at 6 pm ( MST ) this evening adding that this decision has been taken by Thein Sein government this morning.



The TV however refrained from mentioning the new rates of pensions.



In Myanmar civil servants, who retired from service, got to enjoy varying kinds of pensions as the Myanmar military government of State Peace and Development Council ( SPDC ) had raised the salaries of civil servants for six times since it came to power on September 18, 1988.



As and when the SPDC government raised the salaries for six times, the civil servants, who retired at different times drew only pensions, which he or she got on retirement. Thus when salaries of civil servants were raised, those who had retired before the raising of the salaries merely enjoyed in ratio to the salaries he or she drew before the raising of the salaries.



In this way it produced different types of salaries, which severely affected those who took retirement before the SPDC government gave a giant increase of salaries to civil servants on January 1, 2010.



Now all retired civil servants will be drawing the same rates of pensions as a result of the above decision of Thein Sein government.



The TV also announced that “the political pensions” being enjoyed by politicians, who have taken part in independence struggles, too will be increased according to the ratio determined by the Finance and Revenue Ministry.



This type of pensions called political pensions is created by the late dictator General Ne Win during his rule of Myanmar from 1962 to 1988.

Yangon, June 21 -- Indian Foreign Minister S.M Krishna held extensive talks with first Vice-President of Myanmar Thiha Thura U Tin Aung Myint Oo in Nay Pyi Taw at 5 pm this evening, the state-owned TV announced at 8 pm tonight.

In the talks Tin Aung Myint Oo was flanked by Minister for Livestock and Fisheries U Tin Naing Thein and Foreign Minister U Wunna Maung Lwin.

“The talks were aimed at widening cooperation between India and Myanmar,” Myanmar government official told @@.

Following the talks Indian FM received documents from Myanmar government on construction of 500-ton food security shelters in Dawbon Township built as a gift by the Indian government.

Afterwards, the Indian FM and Minister for Industry ( 2 ) U Soe Thein signed memorandum of understanding on construction of industrial training school to be built in Myanmar by Indian government. Earlier this morning, the Indian Foreign Minister and party visited altogether 10 food security shelters in Dawbon Township in Yangon division, which could accommodate 500-ton food.

Later, Indian FM and his party flew to Nay Pyi Taw arriving there at 12 noon today. The Indian FM is visiting Myanmar for three-day beginning from June 20 this year.

Myanmar observers looked upon his visit as the one aimed at trying to get Myanmar out of the embrace of another economic giant namely China.

Yangon, June 21 -- The EU team headed by Mr. Robert Cooper, Director General, General Secretariat of the Council of the European Union held two-hour long talks with democracy icon Aung San Suu Kyi at her residence in Yangon this evening.

As the talks ended at 8 pm this evening, members of the EU team refused to give any details of the talks.

But when a reporter asked Aung San Suu Kyi whether EU is now planning to lift its sanctions on Myanmar, Aung San Suu Kyi laughingly said: “What I understand is the EU just a few months ago renewed its sanctions on Myanmar.”

“In my talks with EU team, I did explain to them about the recent armed clashes between Myanmar military and armed forces of ethnic national races expressing my hope that this problem would be resolved by negotiation,” Aung San Suu Kyi told reporters.

At 4 pm yesterday, the EU team headed by Robert Cooper held talks with the first Vice-President of the Union Thiha Thura Tin Aung Myint Oo in Nay Pyi Taw.

Burma's democracy leader, Daw Aung San Suu Kyi was born on 19 June 1945 from the parents General Aung San, Burma's independence hero and Daw Khin Kyi. Daw Aung San Suu Kyi, the world's renowned Nobel Peace Prize Laureate turns 66th on 19 June 2011 as the very first time ever as the free person after several years of house arrest. We salute her courage. She really is the icon of the Burmese people's struggle for freedom and non-violent movement. She gives us hope, confidence and faith in our aspiration for democracy.

Daw Aung San Suu Kyi’s party National League for Democracy (NLD) won landslide victory in 1990 election. Junta claims it will hand over power after 1990 elections but when NLD won by landslide victory, they ignore to transfer power. Daw Aung San Suu Kyi should be the Prime Minister of Burma as leader of the election winning party according to the results of the 1990 general election.

In Burma, power is centred on the ruling junta and now U Thein Sein’s so-called civilian government which maintains strict authoritarian rule over the people of Burma through intimidation, the strict censuring of information, repression of individual rights, and suppression of ethnic minority groups.

Under the successive military regimes and U Thein Sein regime, people of Burma are suffering very tremendously. Daw Aung San Suu Kyi is always calling for genuine dialogue so as to find the solution politically in order to overcome Burma crisis. Successive ruling juntas and so-called civilian regime led by U Thein Sein know very well that all the justice loving people around the world are standing behind her and so we are concerned that they would use dirty tricks as they did in the past in order to silence Daw Aung San Suu Kyi.

Daw Aung San Suu Kyi is not only the icon of the Burmese people's struggle for freedom but also the symbol of non-violent movement in the world at large. We believe that the best birthday present we can give for Daw Aung San Suu Kyi is working together implementing her vision of establishing democratic system in Burma.

Burma Democratic Concern (BDC) would like to urge the people around the world to work collectively together bringing about the genuine democratic change in Burma. Every action, every voice and every words count. Please get involved to work collectively to restore justice in Burma. Realising what Daw Aung San Suu Kyi said is tantamount to giving "The Best Birthday Present For Daw Aung San Suu Kyi".

Foreign scholars withdrew from a planned study meeting at the National League for Democracy (NLD) headquarters after pressure from the Burmese government, according to sources.
Win Htein, of the NLD, told The Irrawaddy that many scholars were very keen to come and meet the opposition party's leader Aung San Suu Kyi and train its members, but their planned visit had to be been canceled.
The group were due to lecture students at the Bayda Institute from June 6 to 25 before addressing NLD members from June 20 to 28, but now even the first session has been moved to pro-government NGO Myanmar Egress instead.
“I think Kyaw Yin Hlaing, who currently works in Hong Kong, is afraid the government will revoke his passport if he speaks to NLD members. If Kyaw Yin Hlaing came to visit the NLD he could get into trouble, but he should still take the risk to find out what the result would be,” said Win Htein.
Dr. Kyaw Yin Hlaing is director of Myanmar Egress and also assistant professor of the Department of Asian and International Studies at the City University of Hong Kong.
Myanmar Egress is controversial for being closely associated with individuals connected to the Burmese Chamber of Commerce, and Kyaw Yin Hlaing also supported last year's sham election in Burma.
Htike Zaw Oo, from Tavoy Township, Tenasserim Division, is studying at the Bayda Institute and says he feels cheated by the renowned foreign-based professors who have shunned the seat of learning.
“At first we were very happy that professors from foreign countries would be teaching us. We have been preparing for the training for nearly three months. But when the fixed date arrived they [professors] canceled these plans very easily,” said Htike Zaw Oo.
The NLD study course on “the principles of political science” was the first offered by the party for two decades and was scheduled to be taught by almost a dozen foreign scholars. Young NLD members from across Burma have already arrived in Rangoon to attended the session.
“The teachers did not arrive at the opening ceremony of the Badya Institute and it is hard for them to come to the NLD. Although they did not come to the opening of the Bayda Institute, they are still teaching at Myanmar Egress. It is like a balloon which has been pierced with a needle,” said Win Htein.
“We have been planning this tuition since March but Kyaw Yin Hlaing said on the phone that he cannot give the lecture because the government put pressure on him. The professors would be teaching at Myanmar Egress and Bayda at the same time,” said Myo Yan Naung Thein of Bayda Institute.
The Irrawaddy contacted Kyaw Yin Hlaing but he refused to comment.
Burmese scholars Kyaw Yin Hlaing, Tin Maung Maung Than and US attorney Thi Han Myo Nyun will all contribute to the training program.
They will be joined by foreign scholars Robert Taylor, Robert Gregory, Martin Painter, Mark Thompson, Federico Ferrara and Brad Williams from City University of Hong Kong; Michael Montesano from Singapore's Institute of South East Asia Study; Eric Thompson from the National University of Singapore; and N. Ganesan from the Hiroshima Peace Institute in Japan.

Burma Democratic Concern (BDC) calls for the U Thein Sein’s the authoritarian regime not to use Chemical Weapons fighting against ethnics opposition groups and ultimately Burma Democratic Concern (BDC) earnestly calls for the all the parties concerned to work restoring peace in Burma.

U Myo Thein, the Director of the Burma Democratic Concern (BDC) said that “Firstly, we don’t want war in Burma. We don’t want battles or we don’t want fighting and killing each other. Since all the ethnics people of Burma are living on the very same land under the very same sky, we should find out peaceful solutions through dialogue”.

Burma Democratic Concern (BDC) expresses very serious concern over the reports that Burmese Army is using Chemical Weapons in fighting against Shan State Army.

U Khin Maung Win, the Director of the Burma Democratic Concern (BDC) said that “We are very concerned over the reports of using Chemical Weapons by the Burmese army. Chemical Weapons shouldn’t be used not only in Burma but also in the world at large”.

The SSA’s strategic base which is located seven miles south of Mong Gao in Tangyan Township is attacked by the Burma Army which is accused to be using Chemical Weapons because of which on explosion caused dizziness and nausea, according to Col Perng Fa of SSA liaison team.

U Tint Swe Thiha, the Patron of the Burma Democratic Concern (BDC) said that “If the report of using Chemical Weapons by Burma Army turns out to be true then United Nations Security Council should step in intervening Burma crisis”.

The recent breaking of a 15-year ceasefire between the Burmese government and SSA-North has triggered fighting in Shan state.

SSA-North once accomplished ceasefire with Burmese government aiming to solve the problems by political means.

On 21 May 2011, SSA-South and SSA-North declared that they have re-united to fight against the Burmese military.

Shan State Army widely known as SSA has been fighting against central government in order to have autonomy for more than five decades.

Tens of thousands of civilians have been forced to flee their homes ending up in refugee camps while others are forced into hiding in the jungles as the internally displaced people, IDPs.

Daw Khin Aye Aye Mar, the Patron of the Burma Democratic Concern (BDC) said that “Burma crisis has been happening for more than half the century. International Community has been overlooking Burma crisis for far too long and I would like to say that “This time is for BURMA” to take action on Burma. Even though we are well aware that Burma is not located in Middle East rich in oils resources but situated right next to China, it shouldn’t be the shameful excuse over-sighting to take action on Burma”.

Yangon, June 3 -- Before winding up his three-day visit to Myanmar, US Senator John McCain this morning gave a press briefing touching on his standpoints on a wide-range of subjects ranging from Myanmar-US relations, Myanmar’s dealings with North Korea, sanctions imposed on Myanmar by US and the thorny issue of political prisoners.

Speaking on sanctions imposed on Myanmar, McCain said: “Without concrete action by Myanmar government that signaled a deeper commitment to democratic change, there should be no easing or lifting of sanctions.”

“Let us not lose sight of what would be the greatest contribution to the development of the people here: a commitment by the new Myanmar government to address the country’s dire challenges of health, poverty, education and governance with a similar level of tenacity and resources that it has devoted to the construction of Nay Pyi Taw,” McCain declared alluding to billions of US dollars and unaccountable manpower used by the current government in building up its new administrative capital.

John McCain, who had raised the problem of over 2000 political prisoners in his talks with Myanmar Vice-President Thiha Thura U Tin Aung Myint Oo last Wednesday, said: “Releasing prisoners of conscience, protecting human rights and deepening comprehensive reforms are not steps this new Myanmar government should embrace for the sake of United States. They should do so because it is the right thing to do.”

While still on the subject of political prisoners, John McCain made it clear that should Myanmar government release the political prisoners as called for by international community, it would create an opportunity for a new kind of relationship with the United States.

Most important of all, McCain warned Myanmar government about the winds of change that are now blowing. “Most of all, because the winds of change are now blowing, and they will not be confined to the Arab world. Governments that shun evolutionary reforms now will eventually face revolutionary change later. This choice may be deferred. It may be delayed. But it cannot be denied.”

John McCain during his briefing also strongly urged the new Myanmar government to begin the democratic process of national reconciliation, expressing his agreement with UN Human Rights Council that such a process would have to involve Aung San Suu Kyi, ethnic minority and other opposition leaders.

Regarding Myanmar’s relations with North Korea, John McCain stressed the point that the new Myanmar government must abide by its international obligations to uphold United Nations Security Council resolutions regarding non-proliferation, and to cease any military cooperation with the government of North Korea, as required by international law.

Describing Aung San Suu Kyi as “a personal hero of mine for decades,” John McCain said she is currently planning to travel around the country in the near future.

“The government must ensure the safety and human rights of Aung San Suu Kyi as she seek to travel around the country in the near future. Aung San Suu Kyi’s last attempt to travel freely was marred by violence ( obviously referring to mob attack on her motorcade in upper part of Myanmar on May 30, 2003 ), said McCain in his briefing.

McCain also explained to newsmen how and in what manner he had asked the new Myanmar government to grant the International Red Cross immediate and unfettered access to all prisoners in this country.

Speaking about the way he was cordially welcomed by Vice-President of Myanmar and both speakers of parliaments, McCain said it clearly showed that the new government of Myanmar wants the better relationship with United States.

Strangely the state-run TV and this morning’s state-owned newspapers published some contents of the talks between US Senator John McCain and Myanmar Vice-President Thiha Thura Tin Aung Myint Oo last Wednesday in Nay Pyi Taw.

Vice-President Tin Aung Myint Oo was quoted as assuring McCain that Myanmar’s dealing with North Korea is merely as a global family member and not more than that.

According to this morning’s state-run papers, during his meeting with McCain, the Vice-President had recalled how and in what manner Myanmar had once made arrangements for nuclear research with the assistance of Russia in order that Myanmar would not lag behind other countries in that field and to improve its education and health sectors.

“As for nuclear weapon Myanmar is no position to take account of such weapons as it does not have enough economic strength to do so. And thus even for that research programme initiated with Russia, Myanmar had halted it,” Thiha Thura Tin Aung Myint Oo was quoted as telling McCain by state-run newspapers of this morning’s issue.

Burmese Dissident Aung San Suu Kyi Calls for Openness in China

In an online videoconference Monday, Burmese pro-democracy leader Aung San Suu Kyi addressed an audience at Hong Kong University. Suu Kyi's rare public appearance comes in the midst of the Chinese regime's wave of crackdowns on dissidents and protesters.

She urged the Chinese regime to change and open up politically.

"China is a great country; the Chinese people are a great people with a marvelous and long history behind them. You can afford to take more steps, you can afford to be daring, you can afford to allow room for all kinds of opinions. "

The regimes of both China and Suu Kyi's native Burma are relentless when it comes to dealing with dissidents. And both countries have people who struggle for political freedom. She encouraged these people to hold onto their beliefs.

"My message to all those who are imprisoned, in some way or the other, for their belief, I would like to say to them: 'You must keep faith with yourself.' That's the most important thing. If you cannot keep faith with yourself, you will not be able to live a full and peaceful life and a life of inner peace. So you have to keep faith with yourself."

Suu Kyi's comments come just a few days before the anniversary of the 1989 Tiananmen Square Massacre. In a similar but less-well known incident, the Burmese military had brutally crushed a student-led protest the year before.

Yangon, June 1 -- Soon after his arrival in Nay Pyi Taw this morning, US Senator John McCain held extensive talks with Myanmar Foreign Minister U Wunna Maung Lwin at Myanmar Ministry of Foreign Affairs, Myanmar government sources said.

Following this talks, John McCain is scheduled to hold talks with Vice-President of Myanmar Thiha Thura U Tin Aung Myint Oo at 2:25 pm at the Vice-President office in Nay Pyi Taw.

The US Senator is also scheduled to hold separate talks with the Speaker of Amyotha Hluttaw ( House of Nationalities ) U Khin Aung Myint and Speaker of Pyithu Hluttaw ( House of Representatives ) Thura U Shwe Mann this afternoon in Nay Pyi Taw before he flies to Yangon this evening.

John McCain, who unsuccessfully ran against Barack Obama for President in 2008, is here on a three-day official visit. His visit follows just about 11 days after the high-profile visit to Myanmar of US Deputy Assistant Secretary of State for East Asian and Pacific Affairs Joseph Yun.

Though the real purpose of John McCain’s visit was neither officially announced by McCain’s office nor by the Myanmar government, an Embassy source said McCain, who has been known to be a fierce critic of Myanmar military junta that ruled the country from 1988 to 2010 before passing power to an elected government after General Elections in November, has come here to assess the change and the direction of the new government.

The same source said John McCain in his talks with Myanmar government officials will press hard for the release of political prisoners, who numbered about over 2000.

John McCain, who is to fly into Yangon this evening, is due to hold talks with General Secretary of the disbanded National League for Democracy ( NLD ) Aung San Suu Kyi tomorrow afternoon.

This will be John McCain’s second meeting with Aung San Suu Kyi. McCain first met Aung San Suu Kyi while she was under detention in her home in 1990s.

According to NLD spokesman U Nyan Win, McCain will also hold separate talks with Central Executive Committee members of the NLD at the NLD head office tomorrow.

Apart from that McCain also kept separate time to hold series of meetings with a wide range of political parties that contested in the November 2010 General Elections.
