Ban Ki-moon will meet NLD representatives

UN Secretary-General Ban Ki-moon will meet representatives of Burma's opposition National League for Democracy (NLD) during his two-day visit to Burma, beginning on Friday. It is still not clear, however, whether the Burmese regime will accede to the UN chief's wish to also meet detained pro-democracy leader Aung San Suu Kyi.
NLD spokesman Nyan Win told The Irrawaddy on Thursday that five representatives of the party will meet Ban. The Burmese authorities had approved of a meeting but had not yet set a time, Nyan Win said.
The NLD spokesman said he did not expect Ban's visit to Burma would have any large impact on efforts to bring about positive changes.
The NLD's executive committee discussed Ban's upcoming visit on Wednesday.
Ban is scheduled to arrive in Rangoon on Friday and then travel to the capital, Naypyidaw, for a meeting with junta head Snr-Gen Than Shwe and other top generals the same day.
Ban is now in Japan, where he met on Wednesday with Japanese Prime Minister Taro Aso.
After the meeting, Ban told reporters he would try to use his visit to Burma "as an opportunity to raise [in the] strongest possible terms and convey the concerns of the international community to the highest authorities of government."
He said "three of the most important benchmarks would be, first of all, they should release all political prisoners, including Daw Aung San Suu Kyi."
Ban said he would also tell the junta that the resumption of dialogue with the opposition was a necessary part of the national reconciliation process and he would urge the regime to create conditions conducive to credible elections in 2010.
Ahead of Ban's trip to Burma, the New York-based Human Rights Watch said on Wednesday that the UN chief should press the junta to release all political prisoners and to engage in dialogue with the opposition. Ban should not give legitimacy to the 2010 elections, the group said.
"There is a real danger that Burma's generals will try to use Ban's visit to legitimize the 2010 elections," said Kenneth Roth, executive director of Human Rights Watch in a statement

UNITED Nations Secretary-General Ban Ki Moon and Singapore leaders on Thursday discussed the importance of engaging Myanmar, a day ahead of his planned visit to Yangon.

The UN chief, here on a two-day working visit, called on Prime Minister Lee Hsien Loong at the Istana and was hosted to dinner by Senior Minister Goh Chok Tong last night.

Singapore's Foreign Affairs Ministry said in a statement that PM Lee and Mr Ban exchanged views on the global economic crisis and discussed the UN chief's upcoming visit to Myanmar.

'PM Lee emphasised the importance of the continued engagement of the international community through the UN,' the statement said.

He also reiterated Singapore's 'support for the good offices of the UN Secretary-General and his Special Adviser Ibrahim Gambari's work on Myanmar'.

PM Lee and Mr Ban exchanged views on challenges facing the international community, including the economic crisis. At dinner, SM Goh discussed his recent four-day visit to Myanmar and Singapore's perspective on developments there.

'SM Goh emphasised the important role that the UN could play to help bring about national reconciliation in Myanmar by engaging all the stakeholders,' the statement said.

When SM Goh visited Myanmar last month, he urged its military government not to allow the ongoing trial of pro-democracy leader Aung San Suu Kyi to derail the national reconciliation process, and to ensure that national elections, to be held next year, are free and fair.

SM Goh said at the time that Myanmar's leaders understood the need to democratise, but they were being practical and doing it cautiously, step by step.

In March, PM Lee met visiting Myanmar Prime Minister Thein Sein and urged Myanmar to take bolder steps towards national reconciliation and engaging the international community. 'Singapore will do what we can, provided Myanmar considers this helpful,' he said at that time.

YANGON, Myanmar (AP) — The U.N. secretary-general said ahead of his trip Friday to Myanmar that he plans to lobby the military-ruled country's top leader directly for the release of pro-democracy leader Aung San Suu Kyi.
U.N. Secretary-General Ban Ki-moon was due to arrive in Yangon early Friday and then fly to the country's new administrative capital of Naypyitaw for meetings with leaders. Suu Kyi, currently on trial for allegedly violating terms of her house arrest, said Thursday she has not been informed of any plans for her to meet with Ban during his visit.
Ban told reporters traveling with him late Thursday that his talks would focus on gaining the release of all political prisoners including Suu Kyi; resumption of dialogue between the military government and its opposition; and creating conditions for credible elections.
He will meet with top junta leader Senior Gen. Than Shwe and Prime Minister Gen. Thein Sein.
"This is going to be, I know, a very difficult mission. But as the same time I know that to bring changes to Myanmar, political conciliation and democratization, we need to do our best," Ban told reporters while en route to Myanmar.
He said he would "convey the concerns of the international community, about the slow pace of political conciliation and democratization process."
"First of all I'm going to argue for the release of all political prisoners, including Aung San Suu Kyi," Ban said, adding that he would raise Suu Kyi's case directly with Than Shwe.
The secretary-general is also scheduled to meet leaders from Suu Kyi's National League for Democracy, other political parties and some ethnic minorities.
While some senior party members from the league have been informed that they will have an opportunity to meet Ban, a spokesman for the party, Nyan Win, told reporters there is "no indication" that he would meet Suu Kyi.
Suu Kyi said that if they did speak, she did not intend to discuss her current trial for violating the terms of her house arrest, he said.
Nyan Win, who is also one of her lawyers, said that Suu Kyi told her lawyers that her trial is not her priority, adding that "she's interested only in national reconciliation."
He added: "The U.N. Secretary-General ought to meet ... Aung San Suu Kyi in order to resolve Myanmar's political problems."
Suu Kyi, who has been in detention without trial for more than 13 of the past 19 years, is being held in Insein Prison while her trial is under way. If found guilty, she could be sentenced to five years in prison.
She was charged after an uninvited visitor, 53-year-old American John W. Yettaw, swam secretly to her lakeside house in May and stayed for two days. Final testimony in the case is expected Friday.
In Japan on Tuesday, Ban reiterated his call for the junta to free Suu Kyi and all of its estimated 2,100 political prisoners.

Her trial on charges of breaking the terms of her house arrest is about to resume after an interruption of more than a month.
Ms Suu Kyi's lawyers have been appealing against the judge's ban on testimony from three defence witnesses. One additional defence witness will now be allowed to testify.

Critics of Burma's military government have dismissed it as a ruse to keep the opposition leader locked up until after next year's election.
The BBC's Jonathan Head says Mr Ban's two-day visit is risky - coinciding with the resumption of Ms Suu Kyi's trial - but he is calculating he will get meaningful concessions from Burma's military rulers.
Although previous UN visits have been unsuccessful, it is possible the country's leaders are looking for a face-saving way out, and Mr Ban could be the person to deliver it, our correspondent says.
He has called for the immediate release of all Burma's political prisoners, thought to number more than 2,000.
"Through my meetings... I will convey exactly what the international community expects and wishes [regarding] the way they want to see changes in Myanmar [Burma]," he told reporters in Singapore before his departure.
The secretary general may be rewarded with the release of a small number, but our correspondent says that won't appease critics who argue he shouldn't be making this visit at all.
Suu Kyi request
It is not clear if Mr Ban will be allowed to meet Ms Suu Kyi, although he is due to meet members of her National League for Democracy (NLD) and other opposition activists.

၂။ ကမၻာ့လူတုပ္ေကြးကပ္ေရာဂါသည္ လူမွလူသုိ႕ ကူးစက္ျမန္ျခင္းႏွင့္ တုပ္ေကြးဗုိင္းရပ္စ္ အသစ္ျဖစ္၍ လူအမ်ားတြင္ ခံႏုိင္ရည္စြမ္းအား မ႐ွိေသးျခင္းတုိ႕ေၾကာင့္ ေအာက္ပါအႏၱရာယ္မ်ားကုိ ႀကဳံေတြ႕ရမည္။

(၅) မိသားစုအတြင္း တုပ္ေကြးေရာဂါျဖစ္ပြားသူအား ေအာက္ပါအတိုင္း ျပဳစုရမည္။

- လူနာကုိ ေလဝင္ေလထြက္ေကာင္းေသာ ေနရာတြင္ ထား႐ွိရမည္၊ အေျခအေနေပးပါက သီးသန္႕အခန္းတြင္ ထား႐ွိသင့္သည္၊

- ဖ်ားနာသူအား အနီးကပ္ ေစာင့္ေ႐ွာက္သူမ်ားသည္ ပါးစပ္ ႏွာေခါင္းစည္းႏွင့္ လက္အိတ္မ်ား ဝတ္ဆင္ရမည္၊ ျဖစ္ႏုိင္ပါက ပလတ္စတစ္ရင္ကာ ခါးစည္း(Apron)ကုိလည္း အသုံးျပဳႏုိင္သည္၊

- လူနာအသုံးအေဆာင္ပစၥည္းမ်ား၊ အသုံးျပဳၿပီးေသာ ပါးစပ္ ႏွေခါင္းစည္းႏွင့္ လက္အိတ္မ်ား စသည္တုိ႕ကုိ 0.5% available chlorine ရ႐ွိေစရန္ Bleaching Powder ဟင္းစားဇြန္းႏွစ္ဇြန္းကုိ ေရတစ္လီတာျဖင့္ ေဖ်ာ္စပ္၍ မိနစ္(၃ဝ)ခန္႕ စိမ္ထားရမည္၊ မ႐ွိလွ်င္ ေရေႏြးျဖင့္ ျပဳတ္ေလွ်ာ္ရမည္၊

- လူနာျပဳစုၿပီးတုိင္း လက္ကုိဆပ္ျပာျဖင့္ ေသခ်ာစြာ ေဆးေၾကာရမည္၊ ျဖစ္ႏုိင္လွ်င္ အရက္ျပန္(Alcohol rub) အသုံးျပဳႏုိင္သည္၊

- လူနာႏွင့္ အနီးကပ္ျပဳစုသူမ်ား၏ က်န္းမာေရးအေျခအေနကုိ က်န္းမာေရးဌာနသုိ႕ သတင္းပုိ႕ျခင္း၊ ဆက္သြယ္ေဆာင္႐ြက္ျခင္းတုိ႕ကုိ လုပ္ေဆာင္ရမည္၊

၆။ ကမၻာ့လူတုပ္ေကြးကပ္ေရာဂါ ျမန္မာႏုိင္ငံသုိ႕ ဝင္ေရာက္ကူးစက္မႈ မ႐ွိေစေရးအတြက္ က်န္းမာေရးဝန္ႀကီးဌာန အပါအဝင္ ဝန္ႀကီးဌာနမ်ား၊ လူမႈေရးအဖြဲ႕အစည္းမ်ား၊ ပုဂၢလိကက႑ႏွင့္ ျပည္သူလူထုတစ္ရပ္လုံးမွ ကမၻာလူတုပ္ေကြးကပ္ေရာဂါ ႀကဳိတင္ကာကြယ္ေရးလုပ္ငန္းမ်ားကုိ အမ်ဳိးသားေရးအသြင္ျဖင့္ အ႐ွိန္အဟုန္ျမွင့္ ပူးေပါင္းေဆာင္႐ြက္သြားၾကရန္ အထူးလုိအပ္ေၾကာင္း ႏႈိးေဆာ္အပ္ပါသည္။



Swine Flu (H1N1)ဗုိင္းရပ္စ္အတြက္ Foxသတင္းဌာန၏ အႀကံျပဳခ်က္ (၁၀)ခ်က္

ကမာၻႏွင့္တ၀ွမ္းတြင္ ၿခိမ္းေျခာက္ေနသည့္ ဝက္တုပ္ေကြးေခၚ Swine Flu(H1N1)ဗုိင္းရပ္စ္အား ႀကိဳတင္ကာကြယ္ႏိုင္မည့္ နည္းလမ္း(၁၀)ခုကို Foxသတင္းဌာနက ယခုကဲ့သို႔ အႀကံျပဳ ေဖာ္ျပထားသည္။

၁။ Swine Flu(H1N1)ကို ကာကြယ္ဖို႔ အေျခခံအက်ဆံုးမွာ လက္ေဆးရန္ျဖစ္သည္။ လက္ကို ဆပ္ျပာႏွင့္ စင္ၾကယ္စြာေဆးပါ။ စကၠန္႔(၂၀)မွ်ၾကာေအာင္ လက္ႀကိဳလက္ၾကား ေနရာမ်ားအထိ ဆပ္ျပာသံုးၿပီး သန္႔စင္ေသာေရျဖင့္ ေဆးေၾကာပါ။ ထိုအခါ လက္တြင္ကပ္ၿငိေနႏိုင္ေသာ ဗိုင္းရပ္စ္ပိုးမ်ားကို ဖယ္ရွားၿပီးသား ျဖစ္သြားလိမ့္မည္ဟု ေလာင္းအိုင္းလန္းေကာလိပ္ေဆးရံုမွ လက္ေထာက္ပါေမာကၡ ေဒါက္တာကလစ္ဖို႔ ဘတ္ဆက္က ေျပာၾကားခဲ့သည္။

၂။ ေရမရွိလ်င္ (သို႔မဟုတ္) ေရအလြယ္တကူမရလ်င္ အယ္လ္ကိုေဟာပါ၀င္သည့္ Sanitizerတစ္မ်ိဳးျဖင့္ လက္ကိုခဏခဏ ပြတ္ေပးပါ။ ထိုဂ်ယ္သည္ ေရရွားေသာ အရပ္မ်ားတြင္ လက္ကိုေဆးေၾကာရန္ အသံုး၀င္ေသာ ဓာတုဓာတ္ေပါင္းမ်ိဳးျဖစ္သည္။ လက္ကိုဂ်ယ္ႏွင့္ ပြတ္ၿပီးခ်ိန္တြင္ ေလထဲတြင္ ခါယမ္းၿပီး ေလသလပ္ကာ အေျခာက္ခံပါ။ ထိုဂ်ယ္တြင္ပါေသာ အယ္လ္ကိုေဟာဓာတ္က လက္တြင္ရွိေသာ တုပ္ေကြးေရာဂါပိုးမ်ားကို သတ္ျဖတ္ႏိုင္ပါလိုက္မည္။ သို႔ေသာ္လည္း လက္တြင္လိမ္းသည့္ ေဆးရည္တိုင္း ပိုးသတ္ႏိုင္သည့္ အစြမ္းသတၱိမရွိေၾကာင္း သတိျပဳသင့္ပါသည္။

၃။ ႏွာေစးလ်င္၊ ေခ်ာင္းဆိုးလ်င္ ႏွာေခါင္းႏွင့္ပါးစပ္ကို ကာထားပါ။ ေဒါက္တာဘက္ဆက္က ႏွာေစးေနသည့္ အခ်ိန္မ်ားတြင္ လက္ကိုမ်က္ႏွာႏွင့္ ႏွာေခါင္းမ်ားအား မၾကာခဏ မပြတ္သင့္ေၾကာင္း အႀကံျပဳခဲ့သည္။ လက္တြင္ကပ္ေနသည့္ တုပ္ေကြးဗိုင္းရပ္စ္မ်ားသည္ မ်က္ႏွာတြင္ရွိသည့္ အစိတ္အပိုင္းမ်ားမွတဆင့္ ခႏၶာကိုယ္ထဲ ျပန္႕ႏွံ႕၀င္ေရာက္သြားႏိုင္ေၾကာင္း ၎ကဆိုသည္။ ထို႔အျပင္ ႏွာေစး၊ ႏွာရည္ယိုသျဖင့္ ႏွပ္ညွစ္ၿပီးလ်င္လည္း လက္ကို စင္စင္ၾကယ္ၾကယ္ျဖစ္ေအာင္ သတိျပဳေဆးေၾကာရန္ ေဒါက္တာဘက္ဆက္က သတိေပးခဲ့သည္။

၄။ ပတ္၀န္းက်င္တြင္ တုပ္ေကြးေရာဂါရွင္မ်ား ရွိေနသည္ဟု သံသယရွိပါက ႏွာေခါင္းႏွင့္ ပါးစပ္မ်ားကို ကာကြယ္ေပးသည့္ မ်က္ႏွာဖံုး(Mask)မ်ားအား အသံုးျပဳသင့္ပါသည္။

၅။ အကယ္၍ တုပ္ေကြးေရာဂါ ျဖစ္ပြားေနသည့္ လကၡဏာမ်ား ေပၚေပါက္လာၿပီး ဖ်ားနာေနၿပီဆိုလ်င္ အိမ္တြင္ နားေနသင့္ပါသည္။ လူမ်ားေသာေနရာမ်ားႏွင့္ အလုပ္ခြင္သို႔ သြားေရာက္ျခင္းမ်ိဳးကို ေရွာင္ၾကဥ္ရပါမည္။

၆။ ဗီတာမင္စီ(C)ကုိ ျဖည့္ဆည္းေပးႏိုင္သည့္ အစားအေသာက္ႏွင့္ ေဆး၀ါးမ်ားကို မွီ၀ဲရပါမည္။ ဗီတာမင္စီ(C)သည္ တုပ္ေကြးကို ဟန္႔တားႏိုင္သည္ဟု ပညာရွင္မ်ားက လက္ခံယံုၾကည္ထားသည္။

၇။ ညီညြတ္မွ်တေသာ အစာအာဟာရကို ျဖည့္တင္းစားေသာက္ပါ။ အာဟာရျပည့္ေအာင္ စားေသာက္ျခင္းႏွင့္ ႏွစ္ၿခိဳက္စြာ အိပ္စက္ျခင္းတို႔သည္ လူ႔ကိုယ္ခံအားကို တိုးတက္ေကာင္းမြန္ေစသည္။ မ်ားမ်ားအနားယူျခင္းသည္ တုပ္ေကြးကို ေခ်ဖ်က္ႏိုင္မည့္ အေကာင္းဆံုးလုပ္ေဆာင္မႈ တစ္ခုဆိုသည္ကို သိထားသင့္ပါသည္။

၈။ ကေလးငယ္မ်ားကို က်န္းမာေရးႏွင့္ေလ်ာ္ညီေအာင္ ေနထိုင္က်င့္ႀကံတတ္သည့္ အေလ့အက်င့္ ပ်ိဳးေထာင္ေပးပါ။ ၎တို႔အတြက္ တစ္ကိုယ္ေရသန္႔ရွင္းေရးသည္ မည္မွ်အေရးပါေၾကာင္း ကေလးမ်ား သိရွိသင့္ပါသည္။

၉။ ပရိေဘာဂ အသံုးအေဆာင္မ်ား၊ ခႏၶာကိုယ္ႏွင့္ ထိေတြ႕မႈမ်ားမည့္ ေနရာမ်ားကို သန္႔ရွင္းစြာထားပါ။ ပိုးသတ္ေဆးျဖန္းပါ။ တုပ္ေကြးဗိုင္းရပ္စ္မ်ားသည္ စားပြဲမ်က္ႏွာျပင္မ်ား၊ ကြန္ပ်ဴတာကီးဘုတ္မ်ားစသည့္ လူ႔လက္ႏွင့္ မၾကာခဏထိေတြ႕ႏိုင္သည့္ ေနရာမ်ားတြင္ နာရီအတန္ၾကာ ရွင္သန္ေနႏိုင္သည့္ အစြမ္းရွိသည္။

၁၀။ ေရာဂါျဖစ္ပြားေနေၾကာင္း ေသခ်ာခဲ့ၿပီဆိုလ်င္ နီးစပ္ရာ က်န္းမာေရးဌာနမ်ားဆီသို႔ အျမန္ဆံုးသြားေရာက္ၿပီး လိုအပ္ေသာ ေဆး၀ါးကုသမႈမ်ား ခံယူသင့္ပါသည္။
