Foreign Office Minister on Burma: "these are not free, fair, open elections"

07 November 2010
Martine Croxall: Well Jeremy Browne is the Foreign Office Minister responsible for South East Asia and the Far East. He’s in our Westminster studio now. Mr Browne welcome.
Jeremy Browne: Good afternoon.
MC: How much real change do you think these elections herald in Burma?
JB: Well our position, the British Government’s position, is that these are not free, fair, open elections. There are over two thousand political prisoners in Burma. There are people who would like to have been candidates in this election but were prevented from standing. A quarter of the seats in the Parliament are reserved for the military, so the elections are only covering the remaining three quarters. And so our view is you can’t have an election conducted under those circumstances which provides a proper expression of public opinion in a country. And for those reasons we don’t think that these elections, as I said, are free and fair.
MC: How does the British Government make those concerns known then to the military junta in Burma?
JB: We, we make them known the whole time, and I was speaking to our Ambassador in Burma this morning and we have a presence on the ground, we make it very clear not just in Burma, but actually in the European Union, in the United Nations and other forums that we have a very strong view that Burma is not a liberal, open, democratic country.
And the real losers from that, actually, aren’t the people watching this programme now, most of whom are in Britain. The real losers are the people in Burma because that region of the world is really going forward with a real pace, rising prosperity. There are lots of countries, the Philippines and Malaysia and Singapore, that part of the world, is by and large a real success story and one country that is really being left behind is Burma. So we want to see real change in Burma for the Burmese people who deserve it.
MC: What, don’t you think it would have been a good idea though for Aung San Suu Kyi, the, the woman who everyone associates with the Pro Democracy Movement in Burma, to put her name on the ballot, or at least members of her party to, to, to show that they’re taking part and to expose the, the problems with the way that they’re being run?
JB: Well there are, there are different views as I understand it within Burma. There are some opposed to the regime who think that the election should be boycotted and there are others opposed to the regime who are enthusiastic about participating. And I think that’s, that’s ultimately up to them. Of course Aung San Suu Kyi is under house arrest so if you want an example of somebody whose freedom is curtailed as a, as a result of the policies of the regime there is no better example than her.
MC: Jeremy Browne, we appreciate you taking time to talk to us, thank you.

Foreign Secretary: "Flawed election in Burma does not represent progress"

07 November 2010
"The British Government will stand by the people of Burma and will continue to maintain pressure on the regime until we see real progress on democracy, governance and human rights".

The first general election in Burma for more than 20 years took place on Sunday 7 November. Speaking ahead of the election, Foreign Secretary William Hague said:

"We know the result of these elections is already a foregone conclusion. They will not be free, fair or inclusive. More than 2,100 political prisoners remain incarcerated, opposition and ethnic parties have been refused the right to stand and a quarter of the seats are already reserved for the military.
“Holding flawed elections does not represent progress. For the people of Burma, it will mean the return to power of a brutal regime that has pillaged the nation’s resources and overseen widespread human rights abuses, including arbitrary detentions, enforced disappearances, rape and torture.
“The British Government will stand by the people of Burma and will continue to maintain pressure on the regime until we see real progress on democracy, governance and human rights.”

Burma's Elections 2010

Hillary Rodham Clinton
Secretary of State
Washington, DC
November 7, 2010

________________________________________
The United States is deeply disappointed by today’s elections in Burma. The generals who have ruled the country for the past 22 years missed an opportunity to begin genuine transition toward democratic governance and national reconciliation.

The electoral process was severely flawed, precluded an inclusive, level playing field, and repressed fundamental freedoms. As a result, the elections were neither free nor fair. We were concerned by the regime’s refusal to allow international journalists and election observers to monitor or cover the voting. Reports of intentional Internet slowdowns, voter intimidation, and fraudulent “advance voting” schemes were also very troubling.

The United States stands steadfastly with the Burmese people who aspire for a peaceful, prosperous, and democratic Burma that respects human rights and the rule of law. To that end, we will continue to pursue parallel strategies of pressure and principled engagement. The United States remains open to future possibilities of dialogue with Burma's leaders. We will continue our call for respect for human rights, immediate and unconditional release of all political prisoners, including Aung San Suu Kyi, and dialogue toward national reconciliation. Absent progress on these core concerns, we will maintain rigorous sanctions against members of the regime and their supporters. We will continue to work closely with the international community, including at the United Nations and in other international forums such as ASEAN, to pursue accountability and bring an end to human rights abuses.

The United States is committed to helping the Burmese people through increased humanitarian assistance that targets those in desperate need and builds local capacity. Burma's leaders must come to realize--after five decades of sustained internal conflict, economic mismanagement, and international pariah status—that Burma needs a better way forward, a way that does not rely on suppression but rather strives to create a truly democratic and prosperous future for the Burmese people.

Burma Democratic Concern (BDC) welcomes USA government’s position and EU statement on the junta’s election (BDC-08 Nov 2010)

08 Nov 2010

Burma Democratic Concern (BDC) welcomes USA government’s position on the junta’s election. We are happy to learn that US government is seeing the true situation of Burma.

President Obama said the elections would "be anything but free and fair".

We also welcomes EU statement saying that junta is holding the election without honoring the 1990 election. We are happy to learn that EU is seeing the true situation of Burma.

This is the Burma Democratic Concern (BDC)’s long time position which is in line with Daw Aung San Suu Kyi led NLD, the victors of the 1990 election, since we have been consistently calling for to boycotts junta’s planned sham election.

Burma Democratic Concern (BDC) has been persistently lobbying international community that “We don’t need another elections in Burma, implement 1990 election results first”.

Ital-Thai looking for partners to co-develop its 75-year landlease development project worth US$58 billion in Dawei, Burma.

by peacerunning

talian-Thai Development Plc, Thailand’s largest construction company, will seek strategic partners to co-develop its 75-year landlease development project worth US$58 billion in Dawei, Burma.

Chairman Premchai Karnasuta said more than 20 investors have been approached to become the project’s strategic partners and they would co-invest in the first phase worth $8 billion that involves key infrastructures such as a deep-sea port, roads and railways linking to the Thai border in Kanchanaburi.

“We will take about six months to finalise our partners. After that, we will run at full capacity to develop the project,” he said.

ITD will develop this mega-project through its wholly-owned subsidiary, Dawei Development Co (DDC), with $100 million in registered capital. ITD signed the landlease with the Myanmar Port Authority last week.

A 160-kilometre road linking to the Thai border is being built to prepare for transporting construction materials to Dawei with expected completion next April.

Mr Premchai said the landlease agreement with the Burmese government covers 250 square kilometres or 170,000 rai. The first phase comprises major infrastructure and will be developed from 2010-15. The second phase worth $50 billion will be an industrial estate, which will include heavy industries such as power plants, an oil refinery, a petrochemical complex, and steel and fertiliser plants. The estate will attract industries from 2016.

DDC may allow investors to join as an industrial estate operator to manage the area.

Local policymakers in Burma are now drafting regulations to make Dawei a free trade zone to facilitate industrial developments in the future.

“I believe developed countries with trade sanctions on Burma may lift their bans. The sanctions that have lasted over two decades only serve to make the locals poor. With the massive investments in this project creating jobs, why not take part?” Mr Premchai said.

An analyst said ITD will definitely return to profit this year. Three of six analysts marked ITD to profit nearly 1 billion baht in 2010 and nearly 500 million baht in 2011. ITD lost 2.66 billion baht in 2008 and 1.77 billion in 2009.

In addition to operating results, share sales in its subsidiaries such as 15% in the Nam Theun 2 hydroelectric plant worth $110 million a month ago and a 10.8% stake in Toyo-Thai Corporation this week will drive returns, said the analysts.

ITD reported backlog projects as of Sept 30 at 51 billion baht, with another coming worth 100 billion baht, which will generate revenue for ITD in 2011 and 2012.

Mandated projects will generate 460 billion baht, particularly mega-projects in Vietnam, Laos and Malaysia.

The company is now considering selling a portion in the Asian Pacific Potash Co’s operations in Udon Thani and Laos, in which ITD holds 90% and 40% shares, respectively. The company aims to raise capital for the new development project in Dawei.

This year, ITD expects sales may drop by 10% to 40 billion baht but will rise 25% to 50 billion next year.

ITD shares closed yesterday on the SET at 4.82 baht, down 12 satang, in trade worth 645 million baht.

20,000 Myanmar refugees start heading home

AP
YANGON, Myanmar -About 20,000 refugees from Myanmar headed home Tuesday after fleeing to Thailand as fighting followed a general election that is certain to keep Myanmar's military and its allies in power.
The incident underlined Myanmar's vulnerability to unrest following the country's first election in two decades on Sunday, which was billed by the ruling junta as a key stage in its self-proclaimed road to democracy.
Privately, officials of the junta's proxy party, the Union Solidarity and Development Party, have boasted of winning 75 percent to 80 percent of the vote, even though just a handful of official results have been announced. Political opponents say the sweeping victory will be won through cheating, and are joined by Western nations in decrying the vote as manipulated and unfair.
Thai authorities said Tuesday that Myanmar officials assured them the situation had stabilized in Myawaddy, a border town where ethnic Karen guerrillas attacked Sunday. The refugees who fled to nearby Mae Sot, in Thailand's Tak province, were all expected to be sent home by late Tuesday, said provincial governor Samard Loyfar.
However, fighting continued at Three Pagoda Pass, another Myanmar border town 100 miles (160 kilometers) south of Myawaddy, said Thai officials.
Nataphon Wichienprerd, governor of Thailand's Kanchanaburi province, adjacent to the town, said fighting continued late Tuesday between 40 and 50 guerrillas of the Democratic Karen Buddhist Army and 180 Myanmar government troops.
He said casualties included an 9-year-old Myanmar girl shot by government soldiers who died in a Thai hospital, and a 13-year-old Myanmar girl shot by Karen guerrillas who died on the spot.
Nataphon said about 3,500 refugees would shelter on Thai territory Tuesday night, with assistance provided by Thai and international organizations including the United Nations High Commissioner for Refugees.
In the first official mention of the incidents, Myanmar state television Tuesday night said the attackers were with the Karen National Union, an ethnic rebel group fighting against the government for decades.
The report said three people were killed and 20 injured in Myawaddy. Five others — including three soldiers and a policeman — were killed in Three Pagoda Pass. Five people inside Thailand were also wounded Monday by stray gunfire, it said.
Myanmar has been ruled by the military near-continuously since 1962, and rebellions by its ethnic minorities predate its independence from Britain in 1948. Ethnic guerrilla armies chafe at the prospect of further tightening of control by the army.
Anti-government parties claim the polls were blatantly rigged. Khin Maung Swe, chief of the anti-government National Democratic Force, accused the junta's proxy USDP of using every possible method to steal the vote, and said it was "sure to win 90 percent if they continue to cheat in such manner."
The country's second biggest party, the National Unity Party — an outgrowth of the political machine of the late strongman Gen. Ne Win now associated with big business interests — joined the chorus of critics, even though it is generally seen as closer to the junta than to the country's pro-democracy movement.
"The election process is absolutely unfair," said 82-year-old retired Brigadier Aye San, a senior party official who claimed there had been many cases of election fraud and malpractice.
The NUP had run 995 candidates to the USDP's 1,112, giving it hope it could pick up supporters in constituencies where it was the only alternative to the junta-backed party.
Though most election results had not yet been released, there was little doubt that as the only party running practically everywhere, the junta-backed USDP would emerge with an enormous share of the seats, despite widespread popular opposition to 48 years of military rule. At stake are 1,159 seats in the two-house national parliament and 14 regional parliaments. The largest anti-government party, the NDF, contested just 164 spots.
President Barack Obama said Monday it was unacceptable for Myanmar's government to "steal an election," and U.N. Secretary-General Ban Ki-moon said the voting was not inclusive enough and lacked transparency.
The West and the U.N. have long been critical of Myanmar's military regime, especially for its poor human rights record.
But not everyone was so critical of the election.
"This is a critical step for Myanmar in implementing the seven step roadmap to transitioning to an elected government and thus is welcome and affirmed," Chinese Foreign Ministry spokesman Hong Lei said Tuesday. Beijing is the junta's staunchest ally.
The Association of Southeast Asian Nations, of which Myanmar belongs, welcomed the vote as a "significant step forward," Vietnamese Foreign Minister Pham Gia Khiem said in a statement as the group's chair.
Sunday's election was the first in Myanmar, also known as Burma, since a 1990 vote won by pro-democracy leader Aung San Suu Kyi's party, which was barred from taking power and boycotted the new polls.
Suu Kyi's term of house arrest is supposed to expire Saturday, though the junta has kept silent over whether it will grant her freedom.
Several human rights groups warned of possible civil war as ethnic groups are pressured by the government to accept a new constitution that offers them little autonomy. Several groups that field potent guerrilla armies refused to take part in the election.
"If the dictatorship goes ahead with plans to attack all armed groups refusing to surrender, today's fighting will be the equivalent of a first small skirmish," the group Burma Campaign UK said Monday in a statement.
The U.N. and human rights groups have detailed killings, rape, torture, forced labor and burning of villages in Myanmar as the regime campaigns to deny the rebels support from the civilian population. Thailand already shelters a quarter-million ethnic minority refugees from brutal campaigns by the Myanmar army.

Inside Burma

Yangon, November 9 In the last Sunday multiparty general
elections, which is being denounced by some political parties as the
elections fraught with malpractices, Myanmar military government’s
proxy party namely Union Solidarity and Development Party ( USDP ) has
won 877 seats out of 1158 seats at stake, according to the
provisionary figures provided to @@ by the USDP.

“That means we have won by nearly 80 per cent,” the USDP spokesman
said adding that the giant party had contested in 1112 constituencies.

As for the National Unity Party ( former Burma Socialist Programme
Party of late General Ne Win ), which contested in 995 seats won 54
seats.

The NUP, which is also mostly made up of military officials of Ne Win
period ( 1962 to 1988 ) is considered by political observers here as
an allied party of the USDP.

The third party that won most seats after the above two giant parties
is the Shan Nationalities Democratic Party ( SNDP ). Though it
contested in only 156 constituencies, it won in 48 constituencies,
most of which are in Shan State.

The National Democratic Force Party formed by a few members of Aung
San Suu Kyi’s National League for Democracy ( NLD ), which broke away
from the main bulk, contested in 161 constituencies and came out
winning 16 constituencies.

The Democratic Party ( Myanmar ), which is considered by most of the
political observers as the only independent party as it was formed by
daughters of former prime ministers U Nu and U Ba Swe and headed by
veteran politician U Thu Wai, won only 3 seats out of 47 seats it
contested.

As for the Union of Myanmar Federation of National Politics ( UMFNP
), it won no seats though it contested in 13 constituencies. Many
believed that UMFNP is in some way or another backed by the junta.

Most importantly, political parties such as National Democratic Force
Party, Shan Nationalities Democratic Party and Democratic Party (
Myanmar ) are now preparing to put up official protest to the Union
Election Commission regarding several malpractices committed by USDP
and authorities.

In an interview with @@, the leaders of these parties said out of the
malpractices committed by USDP and authorities, the worst was the way
so called advance votes were brought to the polling stations by trucks
after midnight during the counting.

It is to be noted that all the above-mentioned figures of the seats
gained by the political parties are provisionary figures given to @@
by respective parties. The confirmed figures will be announced by the
Union Election Commission “at an appropriate time.”

Fight between DKBA & Junta

09 November 2010

Burma Democratic Concern (BDC) calls for the international community to intervene the conflict in Myawaddy, Burma. The fight broke out on the previous days between junta’s troops and DKBA splinter group led by Colonel Saw Lah Pwe (a) Na Kham Mwe which rejects the junta’s border guard force (BGF) proposal.

The fight started due to the junta’s forceful acts on the public to vote on the sham election and mounting pressure to be the Border Guard Force (BGF) under the command of the junta.

Burma Democratic Concern (BDC) understands that sometimes we fight the war for PEACE but our prayers are with the people affected by the war.

In solidarity,

Burma Democratic Concern (BDC)
