Yangon, February 25 -- Deputy Director General of the International Labour Organization ( ILO ) Guy Ryder held one and a half hour talks with democracy icon Aung San Suu Kyi at her residence this morning on the fourth day of his four-day visit to Myanmar.

While emerging from the talks, Guy Ryder described Aung San Suu Kyi as “a person well-informed about what ILO has been doing in Burma.”

In explaining to local-based foreign newsmen about his one and a half hour talks with Aung San Suu Kyi, Guy Ryder said: “We have a long and detailed meeting on labour situation in Burma. We have also discussed the role of the ILO in your country and what we must be doing in future here.”

“I am glad that the ILO has got a clear support and encouragement from Aung San Suu Kyi which will make us to work harder and contribute more for improving the labour situation in Burma,” said Guy Ryder.

Asked about the forced labour issue that has strained the relations between ILO and Myanmar, Guy Ryder said: “We are making some progress in forced labour issue but there are other issues that still need to be pursued.”

“I am glad the military regime has allowed ILO official to visit Burma. I thinks my talks with Guy Ryder will help us whatever we plan for improvement of labour situations in Burma,” said Aung San Suu Kyi adding that she is all for extending the ILO mandate in Myanmar more and more.

Guy Ryder, who arrived here last Tuesday, met and held talks with Minister for Labour U Aung Kyi in Nay Pyi Taw yesterday.

Asked to give his remarks on his talks with Minister for Labour, Guy Ryder said: “We got all the information we need and it made us confirmed in our view that our presence in Burma is still needed as there is much more to do for labour situations.”

A diplomatic source said on behalf of ILO, Guy Ryder yesterday signed a 12-month extension of the ILO’s agreement with the Myanmar Labour Ministry, which allows the ILO to continue to maintain an office in Myanmar for tackling all labour issues including that of forced labour.

NLD-affiliated school forced to move

Chiang Mai (Mizzima) – The Bayda Institute in Tamwe Township in Rangoon Division, an education group associated with the social networking program supported by Aung San San Kyi, is moving to Sanchaung Township, according to principal Myo Yan Naung Thein.

Earlier, the school was asked by its landlord to move, after the landlord was presured by the authorities.

The principal of the school said such difficulties would not make them discouraged.

‘We opened the school with a good spirit’, said Myo Yan Naung Thein. ‘Our students are determined. So, we are not downhearted. Difficulties cannot stop us’, he told Mizzima.

On February 8, the authorities threatened the landlord by saying that her room would be sealed if the Bayda Institute, which it claimed was carrying out political work, did not relocate.

After her release from house arrest, Suu Kyi announced a National League for Democracy project to form social networking organisations across the country, called the Nation Youth Network, to be headed by 88-Generation leader Myo Yannaung Thein. Many people and groups expressed interest.

The Bayda Institute is one of 104 groups in the social network group, which was formed on January 6. The institute offers two-week training courses in Social Science, Global Conflicts, South East Asia Studies and Basic English and has offered the training courses since November 2010,

It has provided courses in in Yedashe, Pathein, Magway, Shwebo, Mandalay in Pegu, Myo Yan Naung Thein said.

He said the school is simply conducting education courses and it is not trying to disturb the authorities.

The opening ceremony of a training course will be held at No. 4/B, Sanchaung Seven Street in Sanchaung Township on Monday.

Free political prisoners now: 88 Generation leaders

Friday, 11 February 2011 13:01 Ko Pauk

Chiang Mai (Mizzima) – Leaders of the 88-Generation Students group issued a statement on Thursday calling for the new Parliament to grant a general amnesty to all political prisoners.

The front page of the statement by the 88 Generation Students group calling for a general amnesty for all political prisoners and genuine movement toward national reconciliation.

Issued on the eve of Union Day, the statement also calls for the immediate implementation of national reconciliation.

‘They claimed that this [new Parliament] is a new political dimension and environment’, Myo Yannaung Thein, an 88-Generation Student leader, told Mizzima. ‘In this new political dimension, they should get rid of all the old political dimensions. The old laws enacted in their old political dimension should not exist anymore’.

The Assistance Association of Political Prisoners (AAPP) joint secretary Bo Kyi, responding to the statement, said: ‘We can assess if their new political dimension is really a new one only after seeing whether the political prisoners are released or not, and whether they are allowed to play in this new political dimension.’

Myo Yannaung Thein said, ‘If this new government really focuses on national reconciliation, they should issue an executive order granting general amnesty’.

The statement said that all national civic groups should join hands in calling for the release of political prisoners, noting that it was a major campaign issue for many political parties.

Amnesty has been granted in Burma three times in the post-independence era.

The first time was in 1963 prior to holding a peace talk; in 1974, after the approval of the 1974 Constitution and the convening of the first session of parliament under that constitution; and in 1980, when talks for internal peace were being held.

Under the 2008 Constitution, the president has the power to grant amnesty in accord with the recommendation of the National Defence and Security Council.

The new president, Thein Sein, is the former chairman of the United Solidarity and Development Party and a retired general.

Social networking group linked with Suu Kyi asked to move
Mizzima
11 Feb 2011

Chiang Mai (Mizzima) – The BAYDA Institute in Tamwe Township in Rangoon Division, an education group associated with the social networking program supported by Burmese pro-democracy leader Aung San San Kyi, has been asked to leave its location, according to the principal of the institute.

The landlord informed the principle of the institute on February 8 that she had been threatened by the authorities, and he would have to vacant the premises located at Seitta Thukha Street, No. 23.

‘The landlord gave us an eviction notice and said we were doing ‘political movement’ work here. She cried and requested us to vacate otherwise she said her room would be sealed by the authorities. She said the authorities threatened her’, principle Myo Yannaung Thein told Mizzima.

‘Her husband is a sailor and her father-in-law and mother-in-law are retired school teachers. She requested us not to ruin their lives’, he said. He said the landlord did not disclose who had threatened her, but he speculated that it was likely the Tamwe Township authorities.

After Suu Kyi announced a National League for Democracy plan to form social networking organisations across the country, called the ‘Nation Youth Network’, led by 88-Generation leader Myo Yannaung Thein, many people and groups have expressed interest.

The BAYDA Institute is one of 104 groups in the social network group, which was formed on January 6, sources said.

The Institute offers two-week training courses in Social Science, Global Conflicts, South East Asia Studies and Basic English.

Recently, at a ceremony on February 4, which concluded a course, NLD Vice Chairman Tin Oo attended and presented a message from Suu Kyi.

The Institute has provided short training courses since November 2010. The first training course was an introduction to international relations. About 100 people have enrolled in the courses.

The Union Day, one of the most important days in Myanmar’s history, marks the signing of famous Penglong Agreement by the architect of the country’s Independence General Aung San and leaders of ethnic national races 64 years today for demanding Independence from the British in unity.

Claiming that the people of all national races in Myanmar now have equal rights, Than Shwe said they now have the right to elect and the right to stand for elections.

“The democracy system introduced to Myanmar is still in its infancy,” Than Shwe said urging the entire national people to safeguard the newly introduced democracy system from all forms of disruptions.

The military supremo also warned the people to be on alert against clandestine schemes, which could be hatched by power craving groups to drive a wedge among national races to destroy national unity.

Than Shwe also reminded the people the importance of non-disintegration of the Union and called on them to defend the national unity with all their might.

Than Shwe’s speech also dwelt at length on the way the colonialists had sown the seeds of misunderstanding between Myanmar and ethnic national races residing in border areas as part of their divide-and-rule policy before Myanmar attained Independence.

Than Shwe’s message was read out to the mass rally in Nay Pyi Taw by Secretary ( 1 ) of the SPDC Thiha Thura Tin Aung Myint Oo ( Ex-Army General ).

Despite being disbanded by the military government, the National League for Democracy ( NLD ) held a rival mass meeting at the NLD head office in Yangon this afternoon during which two-page NLD message for the people was read out by a leader of the NLD.

In contrast to Than Shwe’s message, the two-page NLD message depicted the present conditions of the country as those where ethnic nationalities enjoy no rights what-so-ever.

“The aims of Penglong agreement have disappeared, democratic rights have been lost together with the rights of nationalities,” said the NLD message.

“If we want to build a stable, peaceful, prosperous and truly democratic Union, the solidarity among all the nationalities is imperative. To achieve such solidarity, resolute determination must be made to render all nationalities of the Union justice and fairness in social relations, economy and politics together with the freedom of thoughts, expression, belief and livelihood as well as the equality of status and opportunity,” said the NLD message adding that only then a new peaceful, peaceful and genuine democratic Union would be emerged.

The NLD message reiterated the NLD’s oft- repeated demand for meaningful dialogue with the military junta for implementing national reconciliation.

In her short but strong-worded speech at the above-mentioned meeting, democracy icon Aung San Suu Kyi stressed the need to widen the political forum of the democratic groups.

Aung San Suu Kyi warned the military government to stop putting pressure on democratic groups and ethnic nationalities by saying that “so long as the political forum for democratic groups and those of ethnic nationalities is forced to make narrow, there will never be national unity.

Shackles were today removed from a severely injured Burmese migrant worker who had been chained to his hospital bed in central Thailand.

Charlie Deeyu was taken to hospital on 9 January with severe wounds to the abdomen and a broken femur. Weeks later, after being moved from a general hospital to a police hospital, Thai authorities controversially deemed that his illegal status in the country warranted chaining him to his hospital bed, despite the fact that his injuries rendered him immobile.

The Human Rights and Development Foundation (HRDF), a Thai NGO, told DVB that “the system has really let him down”. Deeyu had no legal papers on him, meaning that both his employers and the Thai labour ministry refused to cover the cost of his treatment.

The 28-year-old had incurred the injury at the construction site he worked at in Pathum Thani province. “A metal bar hit him and ruptured his intestines and broke a femur bone,” Andy Hall from HRDF told DVB.

On 20 January, weeks into his hospital stay, Deeyu’s work permit expired. Following his failure to pay medical fees, hospital staff informed the police that he was an “illegal”. HRDF believes this is against the Ministry of Public Health’s own regulations on the humanitarian treatment of all people, irrespective of their legal status.

“We also believe that the police should not have arrested him. We believe that both the hospital in Pathum Thani and the police were wrong to ensure that this guy ended up in the immigration detention centre”.

Following the 31 January payment date, police then transferred Deeyu to a detention centre for deportation back to Burma. HRDF then intervened, arguing that a person in his condition could not be deported and that his illegal status resulted from his injuries. The immigration department then agreed to transfer him to the Police General Hospital in Bangkok.

But under police custody at the hospital he was shackled to his bed. HRDF claims his treatment was in breach of Section 26 and 31 of the 2007 Constitution of the Kingdom of Thailand, the United Nations Universal Declaration of Human Rights (UDHR) and order 1438/2552 of Thailand’s Central Administrative Court.

But following the intervention, Deeyu was today unshackled. “The chains were removed today just before 11 o’clock this morning by order of the office of the head of [Thai] immigration,” confirms Hall.

He added that the cost of his treatment will now be borne by the Thai immigration department, given that he is now in their custody awaiting deportation.

Deeyu’s employer was a subcontractor whom Hall confirms has since “disappeared”. According to Thai law, however, had Deeyu not been in immigration custody he would not be eligible for the employment protection program insurance scheme, thus making his employer liable to cover the nearly 80,000 Thai baht ($US2,600) expenses. He is also owed compensation from the employer for his injuries under the Workplace Compensation Act.

Having arrived at the Police General Hospital, doctors found that he had an undiagnosed broken femur.

For now Deeyu is technically still awaiting deportation from Thailand, despite having been physically unable to renew his work permit. Hall tells DVB however that, “We strongly expect that the Royal Thai Government will urgently renew his work permit, to restore his legal status, both on humanitarian grounds and on ethical and basic moral grounds. He hasn’t done anything wrong, so his work permit should be renewed and he should be able to go back and work in Thailand normally”.

Deeyu’s case follows one incident in Thailand and a second in Malaysia where officials have not adhered to their own laws to ensure humane treatment of Burmese migrant workers.

There are thought to be as many as two million migrant workers in Thailand, comprising some 5 percent of the work force. Only roughly 1.3 million are said to be legally in the country, but the case of Deeyu brings into question the worth of legal status in such circumstances.

Former Army General and current PrimeMinister U Thein Sein ( 66 ), who has been predicted by many representatives of the parliament as the man to assume the post of President of the Republic of the Union of Myanmar, was born on April
21, 1945.

His most important qualification has been described by these
representatives of the parliament as “his absolute loyalty to military
supremo Senior General Than Shwe.”

Having graduated from the Defence Services Academy ( DSA ) intake 9
in 1968, Thein Sein gradually went up rung after rung in the military
hierarchy becoming Colonel, General Staff Officer Grade ( 1 ) in 1991
under Than Shwe, who was at that time Commander-in-Chief ( Army ).

Later, Thein Sein was promoted to Brigadier-General. In this capacity
he continued to serve as General Staff Officer at the War Office.

In 1996, Thein Sein was promoted to the post of Commander of Triangle
Region Military Command in Eastern Shan State. In this capacity, he
remained up to 2001.

In the early months of 2001, Thein Sein was promoted as Adjutant
General at the War Office in Yangon.

Under Senior General Than Shwe’s blessings, Thein Sein was appointed
as Secretary ( 1 ) of the State Peace and Development Council ( SPDC )
on October 19, 2004. His rank too was pushed up to Lieutenant General.

Together with the high post of Secretary ( 1 ) of the SPDC, Thein
Sein still held the post of Adjutant General of Myanmar Defence
Services.

In his capacity as Secretary ( 1 ) of the SPDC, Lt-Gen Thein Sein was
given another important post as Chairman of the National Convention
Convening Commission when the National Convention resumed holding its
sessions on May 17, 2004 after its 8-year postponement from March 30,
1996 following the boycott staged by NLD.

Thein Sein was made Prime Minister on October 14, 2007, a few days
after the death of Prime Minister Soe Win.

On April 29, 2010, General Thein Sein retired from military service
and formed the military government’s proxy party namely the Union
Solidarity and Development Party ( USDP ) together with 27 other
ministers and deputy ministers, who also took off their military
uniforms to take part in politics.

Thein Sein successfully contested from a constituency in Nay Pyi Taw
on USDP ticket on November 7, 2010 elections.

The biggest handicap of Thein Sein is his heart disease. No one knows
how serious is his heart problem.
