Burma Democratic Concern (BDC) calls for European Union (EU) to declare that “It won’t recognize junta’s planned election in 2010 and its results”.

Daw Aung San Suu Kyi led National League for Democracy (NLD) decided unanimously on 29 March 2010 to boycott the junta’s planned sham 2010 election due to its unfair electoral laws.

Daw Aung San Suu Kyi led NLD, unanimous victor of 1990 election, stands firmly on “Shew-Gone-Daing” declaration of which all four main principals are equally important that needs to place in order to have true national reconciliation in Burma.

Without the participation of Daw Aung San Suu Kyi, without the participation of National League for Democracy (NLD), and without the participation of 1990 election winning parties, junta’s planned election in 2010 is clearly not creditable.

The very military regime held the election in 1990 pledging that they will transfer the power to the election wining party. The junta’s Law No.14/89, "Pyithu Hluttaw Election Law," states clearly in Chapter 3 Section 3 that the "Hluttaw (Assembly) shall be formed with the Hluttaw representatives who have been elected.

Daw Aung San Suu Kyi led National League for Democracy (NLD) won landslide victory. Instead of honouring 1990 election result, junta put Daw Aung San Suu Kyi under house arrest and suppressing on the dissidents intensified. During their reign of terror, people of Burma are suffering tremendously.

Daw Aung San Suu Kyi once said that: “The results of these elections will remain valid until such time as the Members of Parliament elected in 1990 by the people have had a chance to get together and decide what the next step is going to be. The world has to make certain that the outcome of these elections is honoured”. Even recently she urges the public to uphold “Shwe-Gone-Daing” declaration.

Burma Democratic Concern (BDC) is glad to learn European Union (EU) resolution on Burma which was issued on 11 February 2010 stating that “Elections in 2010 is to justify five decades of military rule and gives the military 25% of the seats in parliament whereas the elections will be based on the army-drafted Constitution which bars Aung San Suu Kyi, leader of the National League for Democracy (NLD) from public office” and it also noted that “Under the present conditions they cannot be considered free and democratic, in particular, the ban on Aung San Sui Kyi standing as a candidate”.

Junta fails to implement 1990 election result until today and unilaterally adopted 2008 constitution to entrench military rule in Burma. The essence of planning to hold election in 2010 is “to nullify 1990 election results, to legitimise military rule in Burma and to exclude Daw Aung San Suu Kyi and political activists in the Burma political process”.

Chanting METTA for Burma

Between 12th and 17th April at 12 noon local time we will chant or read အရပ္(၁၀)မ်က္ႏွာ ေမတၱာပို႔ or some other version of Metta Sutta. In this way there will be someone chanting or reading Metta Sutta during the whole period of the Burmese New Year Thingyan, because we all live in different countries. Hopefully people living in Burma will also join us. It is very important that we do this, because there must be a CHANGE in Burma before the so called elections this year. Because of the constitution drawn 2008, military power will become permanent after the "elections" in Burma. We don't have much time, we must act NOW. Let us all learn Metta Sutta (no matter in what language) and let us chant it togheter during the Burmese New Year Thingyan. Let the New Year really mark the beginning of something NEW. It is time to END the power of the military government in Burma with the power of METTA (Loving Kindness). You can find the event on the face-book. BURMA: The Coming Tide

The Coming Tide

The first tide is coming- the Burmese regime will start its dirty jobs soon after its 60 days of political party registration period. The regime will outlaw NLD and capture hardliner NLD leaders. But the extreme tsunami will come after the first tide hits Burma, the tsunami being the tide of the people’s power.

Publishers of the Burmese journals have to send their content to the literature censorship board for approval before it is published. It takes at least one week to wait for the approval. The current NLD boycotting the election made the authorities very nervous and now they are forcing the publishers to put out news that the NLD decision is disrupting the election. If the journal writes what the censorship board wants, the journal is allowed to publish right away. As a result, Myanmar News Week and The Yagon Times distributed their journals on March 31, two days after the NLD decision. Others journals are still waiting for the approval to distribute.

Myanmar News Week Journal wrote “NLD’s decision not to participate in the election means it is refusing to follow the principle of democratic change, which allows the means of entering the election for the country and its people by peaceful and smoother way”. The same content was written in The Yangon Times. Most of the journals need to wait for at least one week for the approval but the aforementioned journals were approved right away, meaning the authorities wanted to brainwash the Burmese people that it is the NLD’s blame and not the authorities’.

Other journals are waiting from the approval from the censorship board to write about the NLD decision. One editor said, “If we write the same thing as Myanmar News Week and Yangon Time, I think they will allow us to publish our journal. They want us to write the same thing.”

On March 29, a hundred thirteen NLD party central committee members voted not to register for the election.

Above news prove that SPDC is now frustrated and trying to blame NLD for not participating in the election.

1. SPDC has carefully crafted and failed at their strategy to corner NLD to participate in the election without Aung San Suu Kyi.

2. First they released U Win Tin, a principled journalist who has sacrificed his life for the country by not compromising to any pressure for his belief in democracy and fairness. The NLD Chairman U Aung Shwe is a weak and persuadable man. Every time the regime pressured NLD, he compromised and accepted what the regime desired. On the other hand, U Win Tin is a man of principle, and the regime wants the NLD to split into two groups. They know Aung Shwe and Win Tin will collide with each other if they release Win Tin, and it happened. When Win Tin stayed in the NLD headquarters, Aung Shwe gave an excuse for his health and did not showed up for six months. But when the election laws came out, Aung Shwe came back to the office and said NLD needs to register, which Win Tin outright rejected.

The SPDC predicted one group will be led by their desired man Aung Shwe and their uncompromising enemy Win Tin will lead the NLD youth, which has been very active with full of fighting spirit. Aung Shwe and his men will kick out Win Tin’s group and enter the election. As we all know, SPDC’s plan did not work out that way. It is the wise decision made by NLD, especially a timely decision made by Aung San Suu Kyi.

Now NLD has to prepare against the next set of dirty tricks and pressure from SPDC.

1. Most of their active leaders and members will be captured.
2. Their offices will be forced to close down
3. The rest of NLD members will be closely monitored and harassed.

But there is a hope, people are now politically awakened, they have been sleeping for nearly 20 years after the four eights movement because under Aung Shwe leadership, NLD never stood up for what people want, his priority is the existence of the NLD party with a lack of policy matters.

Now NLD changed its course from one-sided compromising with the regime. They are now sticking up their Shwegonedine declaration, which has a fair offer to overcome the dead-lock between the regime and democratic opposition as a whole.

People want “Change” and the NLD decision gave them “Hope” to rise up again. In 1988, many thought it was impossible to fight against the BSPP government but it happened and General Ne Win finally stepped down.

Unlike 1988, the current political situation is far worse than in 1988. People are starving, Burma has lost its two crucial resources:

1. Human resources
2. Natural resources

Many forests and wild life have gone. Thai, Chinese, and Indonesian logging companies and Burmese tycoons like Tayza Htoo’s company have licenses to demolish forests with no regard to conservation. Burmese fishermen could not catch enough fish in the Burmese sea anymore because foreign fishing boats have over fished in Burmese waters. Many mines have run out of ores, even gas exploration is so successful, the Capital Rangoon does not have enough electricity and cooking gas for its people.

Many intellectuals leave the country when they have a chance to find jobs after graduation. Doctors, Engineers, Nurses, Chemists, Physicists, and more are all leaving the country by legal or illegal means. It has been a total brain drain after 1988. Factories were shut down and government privatization programs only benefited the rich who deeply support the regime.

If the NLD has a “Do or Die policy” by using 1990 Election mandate to form the government in an appropriate time, people will rise up and support the government. People are now very excited and ready to go with NLD, they need to capitalize on the chance by organizing its core members and draw a strategy as soon as possible before the 60 days period. One important thing is NLD has to be very careful not to make a drastic action before the 60 days dead line. If NLD announced to form a government before the dead line, the regime will definitely crush them. NLD should wait until the regime makes a move first by announcing NLD party as an illegal party. When it happened, the world will reject the regime’s 2010 election. Then NLD has to move to form a government by using 1990 election results.

Even under Chairman U Aung Shwe’s leadership while compromising with the regime, many NLD offices were closed down, many were put in prisons and the group had no right to call for its own party convention for more than 10 years. NLD does not need to worry about its image fading because it will still be recognized by the Burmese even if the regime outlaws NLD as an illegal organization. Burmese people and the world will still recognize NLD as a political party.

On the other hand, SPDC needs to show the world that the 2010 election is credible by releasing political prisoners before the election. They are not willing to change their laws and regulations but they could release all political prisoners before the election. SPDC is not releasing the election date yet and it is only 9 months left within the year to hold the election. Withholding this pivotal information shows that they still have no confidence in the election.

The problems SPDC has been facing within the election period are:

1. They have to show the world that it is free and fair.
2. Oppositions have freedom to organize the people without harassment from the government.
3. Independent newspapers and broadcasting need to established before the election.
4. Independent civic organizations should be allowed to form legally.

They are not going to allow 3 and 4.

Than Shwe clearly said in the Burma Independent day speech, “ Do not expect to get mature democracy after the election.” He already stated he will not give the people freedom after the election. It means he has a plan to win and still control the political power however necessary.

In conclusion, many prisoners in Burma prisons are filled with army deserters. It proves that the Army is suffering under cruel military rule. Who knows, maybe when people rise up for their rights under the new and strong NLD leadership, the army, navy and air force will join with the people because they themselves are part of the people who suffered so long.

1. 2010 election is establishing Militarized Dictatorship Ruling System to implement on oppressed Burmese by the junta. It is sugar coated with Democracy.
2. The new government will not be independent but only under control of the tyrant generals according to the 2008 constitution.
3. The Junta has already prepared stratagem to vanish the ethnic resistance, human rights activists and democracy movements which will be practice after the election by putting the entire burdens of crimes on the shoulder of new elected government.
4. As soon as the elected governments are recognized by the international community, the bloodshed will be paved way. As Junta’s troops are already in position to attack the ethnic minorities in the name of Border Guard issue.
5. Now the whole country is under double checked position by the Junta including all the oppositions and international community because whatever the choice is made, its end up with snares and traps of the Junta’s created 2008 constitution and 2010 election law.
6. It is also impossible to compromise inside the parliament while all the doors were blocked by the 2008 constitution.
7. National reconciliation and fundamental rights of ethnic minorities are neglected by the Junta in every attempt and in 2008 constitution.
8. UN and international community is vital important to express clear statements that they will not accept or recognize any government which elected by such illegitimate laws and constitution.
9. The outcome of bloodshed and persecution will be responsible by who recognize this coming government based on tyrant Militarized Dictatorship Ruling System.
10. UN and international community should take serious action without any hesitation against the stratagem of the Regime as they are creating a dangerous governing system and giving the examples to other dictators.
11. We are struggling to remove the military dictatorship and trying to replace with the civilian government elected by Burmese citizens based on Democracy and Human Rights.
12. But we oppose the sugar coated election based on illegitimate constitution, created by the Tyrant Military Generals which is fundamentally against the Democracy and Human Rights.
13. Peoples of Burma want to change the fundamental of ruling system from military regime to democratically elected civilian government but unfortunately now only going change the appearance or uniform but the same persons.

Burma Democratic Concern (BDC) today calls for the international community to stand by with the oppressed people of Burma.

Burma Democratic Concern (BDC) wholeheartedly welcomes Aung San Suu Kyi led National League for Democracy (NLD)’s unanimous decision on 29 March 2010, not to re-register to contest junta’s planned sham 2010 election game plan which will be legitimizing military rule in Burma.

The very military regime held the election in 1990 pledging that they will transfer the power to the election wining party. Aung San Suu Kyi led National League for Democracy (NLD) won landslide victory.

The junta’s Law No.14/89, “Pyithu Hluttaw Election Law,” states clearly in Chapter 3 Section 3 that the “Hluttaw (Assembly) shall be formed with the Hluttaw representatives who have been elected.

Instead of honouring 1990 election result, junta put Aung San Suu Kyi under house arrest and suppressing on the dissidents intensified. During their reign of terror, people of Burma are suffering tremendously. Junta never hesitate to use brutal force to repress anyone who opposes their illegitimate rule.

Aung San Suu Kyi officially once said that “That the results of the 1990 General Elections must be implemented is a resolution already taken by the United Nations. We already know that the General Assembly of the United Nations has accepted the notion that the will of the people has been expressed in the 1990 General Elections. This is something we cannot abandon. It will be to the detriment of our country if after an election has been held the results are not honoured and we do not resist attempts to trivialise it”.

Aung San Suu Kyi reaffirmed again the importance of implementing 1990 election result and the necessary practical action taken by international community by saying “Since 1992, the United Nations General Assembly has been passing resolutions on the human rights situation in Burma. But resolutions are not enough. Resolutions should be implemented. We think it isthat the international community took a greater interest in getting the terms of the resolutions implemented”.


What is the purpose United Nations standing for if it cannot take effective action decisively rather than playing into junta’s hands? We don’t want to see UNSC action being disabled due to the China or Russia governments (possible) use of veto whenever Burma crisis is on the table. Now people are finding ways to by-pass China or Russia governments’ blockage at the UNSC.


We believe that if international governments recognise the people’s leader as the legitimate government rather than junta, it will be effectively by-passing the UNSC as well as by-passing the China or Russia governments’ possible use of veto at the UNSC since they cannot influence individual countries taking decisions independently.

5. Burmese people want the international governments to endorse “Aung San Suu Kyi led interim government” as the legitimate government of Burma if the one should be formed, which is effectively by-passing the possible use of veto by China or Russia at the UNSC.

The role of the world citizens have became more important than ever for the democratisation of Burma. Everyone can take part and the world leaders must be informed of the genuine desire of Burmese people.

Please write the letter, email, fax, and/or telephone your government that they should be ready to endorse “Aung San Suu Kyi led interim government” as the legitimate government of Burma if the one should be formed.

Dear Mr President/Mr Prime Minister/Mr Minister,

First of all, I would like to thank you for given me the opportunity to write to you. I am ……………………..citizen who believes that …………….. government should ready to support oppressed people of Burma by endorsing “Aung San Suu Kyi led interim government” if should the one be formed.

If we look at the military regime’s track records of human rights abuses and the suffering of the Burmese people under brutal military dictatorship, are very appalling.

People of Burma show their desire by voting for Aung San Suu Kyi as their leader and thousands of peaceful demonstrators peacefully calling for their rights are killed brutally.

Burmese people are calling for our help. They are calling for our support. They also don’t want Burma crisis to be struck at the UNSC due to the China or Russia governments’ possible use of veto.

I understand the suffering of Burmese people and ……………government should support them. I also clearly understood that Burma crisis is not the internal affair of one country but the affair of international community in the name of humanity.
