အရင္တစ္ေခါက္ ခရီးစဥ္အတြင္း မေတြ႔ဆံုႏုိင္ခဲ့တဲ့ကိစၥ အပါအဝင္ ကိစၥအေထြေထြကုိ ေခါင္းေဆာင္ႏွစ္ဦး ပြင့္ပြင့္လင္းလင္း ေဆြးေႏြးခဲ့တယ္လုိ႔ ပါတီျပန္ၾကားေရးတာ၀န္ခံ ဦးအုံးႀကိဳင္က ေျပာေပမယ့္ ေဆြးေႏြးတဲ့ အေၾကာင္းအရာေတြကို ထုတ္ျပန္တာမရွိဘူးလို႔ ဆိုပါတယ္။
ေဆြးေႏြးပြဲမတိုင္ခင္ ဆက္သြယ္ေမးျမန္းတဲ့အခါ ႏွစ္ႏိုင္ငံ စီးပြားေရး ဖြံၿဖိဳးမႈဆိုင္ရာ ကိစၥေတြကို အဓိက ထည့္သြင္း ေဆြးေႏြးဖို႔ရွိတယ္လို႔ အင္န္အယ္လ္ဒီပါတီ ဒုဥကၠ႒ ဦးတင္ဦးက ေျပာပါတယ္။

ဗိုလ္ေအာင္ေက်ာ္ေန႔ အထိမ္းအမွတ္ပဲြ ျပဳလုပ္တဲ့အတြက္ ဂုဏ္ယူေၾကာင္း ေက်ာင္းသား သမဂၢရဲ႕အစဥ္အလာ သမိုင္းဟာ ျမန္မာႏိုင္ငံမွာ ႀကီးျမတ္လွေၾကာင္းနဲ႔ ခြပ္ေဒါင္းအလံကို အျမင့္မားဆံုး ဆက္လႊင့္ဖို႔ ဦးဝင္းတင္က ေျပာၾကားခဲ့တယ္လို႔ သိရပါတယ္။
အခမ္းအနားအၿပီးမွာ တက္ေရာက္လာတဲ့ ေက်ာင္းသားေတြစုၿပီး ခြပ္ေဒါင္းအလံကိုေဝွ႔ယမ္းကာ သမဂၢသီခ်င္းကို သံၿပိဳင္ဆိုခဲ့တယ္လို႔ ကိုဇာနည္က ေျပာပါတယ္။

အခု အဖြဲ႔ဟာ ျပည္ေထာင္စုအဆင့္ နိုင္ငံေရး ေဆြးေႏြးပြဲေတြ ဆက္လုပ္ဖို႔ ျဖစ္ေၾကာင္း KIO ဒုတိယ ကာကြယ္ေရး ဦးစီးခ်ဳပ္ ဗိုလ္မႉးခ်ဳပ္ ဂြမ္ေမာ္က ေျပာပါတယ္။
အစိုးရက ေပးပို႔လာတဲ့စာမွာ ႏုိင္ငံေရးအရ ညႇိႏႈိင္းေဆြးေႏြးႏုိင္ရန္ အေၾကာင္းၾကားထားၿပီး အဖြဲ႔ေခါင္းေဆာင္ ဦးေအာင္ေသာင္း လက္မွတ္ေရးထုိး ထားတယ္လုိ႔ ဆုိပါတယ္။

ေျမာက္ကုိရီးယား အစုိးရ သတင္းဌာနျဖစ္သည့္ KCNA ကုိရီးယား ဗဟုိသတင္း ေအဂ်င္စီမွ ေဖာ္ျပေသာ ပုံတြင္ ေျမာက္ကုိရီးယား ေခါင္းေဆာင္ ကင္မ္ဂ်ံဳအီလ္ (ယာ) ကုိ သားျဖစ္သူ ကင္မ္ဂ်ဳံအြန္း (၀ဲမွ ဒုတိယ) ကုိ ႏုိင္ငံတည္ေထာင္ျခင္း ၆၃ ႏွစ္ေျမာက္ က်င္းပသည့္ စစ္ေရးအခန္းအနားတစ္ခုတြင္ ၂၀၁၁ ခုႏွစ္ စက္တင္ဘာလ ၉ ရက္ေန႔တြင္ ေတြ႔ရစဥ္။ ေျမာက္ကုိရီးယား ေခါင္းေဆာင္ ကင္မ္ဂ်ံဳအီလ္ (အသက္ ၆၉ ႏွစ္) သည္္ ႏွလုံးေရာဂါႏွင့္ ကြယ္လြန္ေၾကာင္း ၂၀၁၁ ခုႏွစ္ ဒီဇင္ဘာလ ၁၉ ရက္ေန႔ အစုိးရ သတင္းထုတ္ျပန္ခ်က္တြင္ ေဖာ္ျပသည္။

ဒါေပမဲ့ ကင္မ္ဂ်ံဳအီလ္ ရဲ႕ အရိုက္အရာကို ဆက္ခံမယ့္ သားအငယ္ ကင္မ္ဂ်ဳံအြန္း ရဲ႕အေၾကာင္းကိုေတာ့ သိပ္မသိေၾကာင္း၊ ျမန္မာ အစိုးရ အေနနဲ႕ ကင္မ္ဂ်ဳံအီလ္ အတြက္ ၀မ္းနည္းေၾကာင္း သ၀ဏ္လႊာ ေပးပို႕မွာ ျဖစ္ေၾကာင္းလည္း အဲဒီ အရာရွိက ေျပာပါတယ္။
ျမန္မာ အစိုးရ အရာရွိ ေနာက္တစ္ဦးကလည္း ၀မ္းနည္းေၾကာင္း သ၀ဏ္လႊာ ေပးပို႕မယ့္ ကိစၥဟာ လုပ္ရိုးလုပ္စဥ္သာ ျဖစ္ေၾကာင္း၊ အခုတေလာ ျမန္မာ နဲ႕ ေျမာက္ကိုရီးယား ဆက္ဆံေရးကို ႏိုင္ငံတကာ အသိုင္းအ၀န္းက နားလည္မႈ လြဲေနေၾကာင္း ေျပာဆိုပါတယ္။
ျမန္မာ နဲ႕ေျမာက္ကိုရီးယားတို႔ၾကား အဏုျမဴဆိုင္ရာ ပူးေပါင္း ေဆာင္ရြက္မႈ ရွိေနတယ္ ဆိုတဲ့ အေပၚ ႏိုင္ငံတကာ အသိုင္းအ၀ိုင္း- အထူးသျဖင့္ အေမရိကန္ လႊတ္ေတာ္ အမတ္ေတြက စိုးရိမ္ေနၾက ပါတယ္။
အေမရိကန္ ႏိုင္ငံျခားေရး ၀န္ႀကီး မစၥစ္ ဟီလာရီ ကလင္တန္ ျမန္မာျပည္ကို လာေရာက္ခဲ့စဥ္ ကလည္း ေျမာက္ကိုရီးယား နဲ႔ မသင့္မေတာ္ ဆက္ဆံေရးေတြကို ျဖတ္ေတာက္ပစ္ဖို႕ တိုက္တြန္းခဲ့ပါတယ္။ ျမန္မာ အစိုးရကေတာ့ ကုလသမဂၢ ဆံုးျဖတ္ခ်က္ အတိုင္း လိုက္နာသြားမယ္လို႕ ကတိျပဳ ေျပာဆိုခဲ့ပါတယ္။

ျပည္ပေရာက္ ထုိင္း၀န္ႀကီးခ်ဳပ္ေဟာင္း သက္ဆင္ ရွင္နာ၀ပ္ထရာ ဟာ ျပီးခဲ့တဲ့ ၾကာသပေတးေန႔က ျမန္မာနုိင္ငံကုိ သြားေရာက္ခဲ့ျပီး စစ္ေခါင္းေဆာင္ေဟာင္း ဗုိလ္ခ်ဳပ္မွဳးႀကီး သန္းေရႊနဲ႕ လက္ရွိ သမၼတ ဦးသိန္းစိန္ အပါအ၀င္ ျမန္မာ အာဏာပုိင္ေတြနဲ႔ ေတြဆုံခဲ့ေၾကာင္း ဘန္ေကာက္ပို႕စ္ သတင္းစာကို အတည္ျပဳ ေျပာဆုိလုိက္ပါတယ္။

သူ႔ရဲ့ခရီးစဥ္ဟာ ညီမျဖစ္သူ ထုိင္း၀န္ႀကီးခ်ဳပ္ ယင္လတ္ ရွင္နာ၀ပ္ထရာ ျမန္မာျပည္ကုိ သြားတဲ့အခါ အဆင္ေျပ ေခ်ာေမြ႕ေစဖို႕အတြက္ ျဖစ္တယ္လုိ႕ ဆိုပါတယ္။ ယူေအအီးႏုိင္ငံ ဒူဘုိင္းၿမိဳ့ေတာ္မွာ ရွိေနတဲ့ ၀န္ႀကီးခ်ဳပ္ေဟာင္း သက္ဆင္ ကို ဘန္ေကာက္ပုိ႕စ္ သတင္းစာက တယ္လီဖုန္းက တဆင့္ ဆက္သြယ္ ေမးျမန္းခဲ့ရာမွာ ျမန္မာျပည္ ခရီးစဥ္ကို အတည္ျပဳ ေျပာၾကားခဲ့တာ ျဖစ္ပါတယ္။

မစၥယင္လတ္ နဲ႕ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ ေတြ႕ဆံုေရးမွာ အေရးႀကီးတဲ ့အခ်က္ႏွစ္ခ်က္ ရွိေၾကာင္း၊ ပထမအခ်က္ အေနနဲ႕ ျမန္မာအတြက္ ထိုင္းဟာ အေရးပါတယ္ဆိုတဲ့ အဓိပၸါယ္ ျဖစ္ျပီး၊ ဒီေတြ႕ဆုံမွဳဟာ ထုိင္းနုိင္ငံ ၀န္ႀကီးခ်ဳပ္ တစ္ေယာက္ အေနနဲ႕ ပထမဆံုးအႀကိမ္ ေတြ႕ဆုံတာ ျဖစ္ေၾကာင္း၊ ဒီလုိ ေတြ႕ဆုံမႈမ်ိဳးကုိ ျမန္မာ အစုိးရ အေနနဲ႕ အရင္က ခြင့္ျပဳေလ့ မရွိေၾကာင္း မစၥတာ သက္ဆင္က ေျပာပါတယ္။ ဒုတိယအခ်က္ ကေတာ့ ထိုင္းအစိုးရဟာ ျမန္မာ့ ဒီမိုကေရစီေရးကို အားေပးတယ္ ဆိုတာ ကမာၻကို ျပသလိုက္တာ ျဖစ္တယ္လို႕ ဆိုပါတယ္။

ယေန႔ က်ေရာက္သည့္ ၇၃ ႏွစ္ေျမာက္ ဗုိလ္ေအာင္ေက်ာ္ေန႔ကို ႏွစ္မ်ားစြာအတြင္း ပထမဆံုး အႀကိမ္အျဖစ္ ဗမာႏိုင္ငံလံုး ဆုိင္ရာ ေက်ာင္းသားသမဂၢမ်ား အဖြဲ႔ခ်ဳပ္(ဗကသ- ၂၀၀၇) ကဦးေဆာင္၍ရန္ကုန္ၿမိဳ႕ သမုိင္းဘူတာရံုလမ္း၊ သမုိင္း ၿမိဳ႕မ ပရိယတၱိ စာသင္တုိက္တြင္ ယေန႔ နံနက္က စည္ကားစြာ က်င္းပသည္။

“ဒီေန႔ မနက္ ၈ နာရီကေန ၁၁ နာရီထိက်င္းပတာပါ။ ခန္႔မွန္းေျခ လူ ၁၀၀၀ ေလာက္လာပါတယ္”ဟု အခမ္းအနား စီစဥ္သူ တဦးျဖစ္သည့္ ကိုစိမ္းရာဇာထြန္းက ဧရာ၀တီကို ေျပာသည္။

ကိုစိမ္းရာဇာထြန္းသည္ ၂၀၀၇ ခုႏွစ္က ျပန္လည္ဖြဲ႔စည္းခဲ့ေသာ ဗမာႏိုင္ငံလံုးဆုိင္ရာ ေက်ာင္းသားသမဂၢမ်ား အဖြဲ႔ခ်ဳပ္ (ဗကသ) ၏ အဖြဲ႔၀င္တဦး ျဖစ္သည္။

အခမ္းအနားသို႔ ၁၉၆၂၊ ၇၄၊ ၇၅၊ ၈၈၊ ၉၆ ခုႏွစ္မ်ားက ေက်ာင္းသားသမဂၢ ေခါင္းေဆာင္ေဟာင္းမ်ား၊ ႏုိင္ငံေရးလုပ္ေဖာ္ ကိုင္ဖက္မ်ား အပါအ၀င္ စာေပနယ္၊ လူမႈေရးနယ္ပယ္မ်ားက တက္ေရာက္လာၾကေၾကာင္း သိရသည္။

“အဓိက ဒီပြဲက ေက်ာင္းသား ေခါင္းေဆာင္ေဟာင္းႀကီးေတြရဲ႕သမုိင္းေပးတာ၀န္ကုိ လက္ဆင့္ကမ္း သယ္တဲ့သေဘာ၊ အခု အက်ဥ္းေထာင္ေတြထဲက ေက်ာင္းသားေခါင္းေဆာင္ေတြ လြတ္ေျမာက္ေရးအတြက္ ဆက္ၿပီး တုိက္ပြဲ၀င္ၾကမယ့္ အေၾကာင္းနဲ႔ သမဂၢ စိတ္ဓာတ္ကို ျပန္လည္ေဖာ္ထုတ္တဲ့ပဲြဲ ျဖစ္တာေၾကာင့္ အရမ္း အားရတယ္”ဟု ၈၈ မ်ိဳးဆက္ေက်ာင္းသား တဦးျဖစ္သူ ကိုဇာနည္ က ေျပာသည္။

ေခတ္အဆက္ဆက္က အသက္၊ ေသြး၊ ေခြ်း စေတးခဲ့ၾကရသူမ်ားကို ဂုဏ္ျပဳရန္၊ ႏုိင္ငံအတြက္ စြန္႔လႊတ္ အနစ္နာခံစိတ္မ်ား တုိးပြားလာေစရန္၊ အမ်ိဳးသားႏုိင္ငံေရးတြင္ ေက်ာင္းသားလူငယ္မ်ား၏ အခန္းက႑ႏွင့္ ဦးေဆာင္ႏိုင္မႈ အရည္အေသြး ျမင့္မား လာရန္ဟူသည့္ ရည္ရြယ္ခ်က္ ၃ ခုျဖင့္ က်င္းပျခင္းျဖစ္သည္ဟုလည္း ဆိုသည္။

အခမ္းအနားသို႔ ကဗ်ာဆရာႀကီး ဒဂုန္ တာရာ၊ အမ်ိဳးသား ဒီမုိကေရစီအဖြဲ႔ခ်ဳပ္(NLD) ေခါင္းေဆာင္မ်ားျဖစ္သည့္ ဦး၀င္းတင္၊ ဦးႏုိင္းႏုိင္း စသည့္ပုဂၢိဳလ္မ်ား၊ ၁၉၆၂ ခုႏွစ္ ေက်ာင္းသားသမဂၢ ေခါင္းေဆာင္ ဦးလွေရႊ၊ စာေရးဆရာ ေမာင္၀ံသ၊ စာေရး ဆရာမ ေဒၚခင္ေဆြဦး တို႔ အပါအ၀င္ ကုိညိဳထြန္း၊ ကိုမ်ိဳးေအာင္ေထြး၊ ကိုျမတ္သူ၊ ကိုစုိးထြန္း စသည့္ ၈၈ မ်ိဳးဆက္ ေက်ာင္း သားမ်ားလည္း တက္ေရာက္ၾကသည္။

“အဘ ဦးလွေရႊက မ်ိဳးဆက္ဆုိတဲ့သေဘာထားကို ေျပာၿပီး ေက်ာင္းသားသမဂၢဆုိတာ သမုိင္းမွာ ဖိႏွိပ္မႈရွိေနေသာ္လည္း အၿမဲ ရွင္သန္ေနတာကို ေျပာသြားပါတယ္”ဟု ကိုစိမ္းရာဇာထြန္း က ဆုိသည္။

ျမန္မာႏိုင္ငံ လြတ္လပ္ေရးအတြက္ နယ္ခ်ဲ႕ၿဗီတိသွ် ကိုလိုနီစနစ္ကို ဆန္႔က်င္ခဲ့သည့္ ေက်ာင္းသားအာဇာနည္ ကိုေအာင္ေက်ာ္သည္ ၁၉၂၀ ျပည့္ႏွစ္ ဒီဇင္ဘာ၂၀ ရက္ ေန႔တြင္ ျမင္းစီး ပုလိပ္မ်ား လက္ခ်က္ျဖင့္ က်ဆံုးခဲ့ရသည္။ ထိုေန႔ကို ေက်ာင္းသားေန႔ဟုဂုဏ္ျပဳျခင္းျဖစ္သည္။ ဗိုလ္ေအာင္ေက်ာ္ကို ေနမ်ိဳးသီဟသူရ ဘြဲ႕ေပးအပ္ႏွင္း၍ အမ်ိဳးသားအာဇာနည္ အျဖစ္လည္း ဂုဏ္ျပဳခဲ့သည္။

“ေက်ာင္းသား သမဂၢ သမုိင္းမွာ ျမန္မာႏိုင္ငံ လြတ္လပ္ေရး ရၿပီးစက ၁၇ ႀကိမ္ေျမာက္ က်င္းပခဲ့တာ မွတ္တမ္းေတြမွာ ေတြ႔ရ တယ္။ ႏွစ္ေပါင္းမ်ားစြာ မက်င္းပႏုိင္ခဲ့ဘဲ အခုမွ ဒါ ပထမဆံုး ျပန္က်င္းပႏုိင္တာပါ” ဟု ကိုစိမ္းရာဇာထြန္းက ေျပာသည္။

ယခုအခမ္းအနားမွ တဆင့္ ေက်ာင္းသားမ်ိဳးဆက္မ်ားအေနျဖင့္ လက္ရွိတုိင္းရင္းသားေဒသမ်ားတြင္ စစ္မီးမ်ား ျဖစ္ပြားေနမႈႏွင့္ ပတ္သက္ၿပီး စိုးရိမ္ပူပန္ေၾကာင္း၊ ျပည္တြင္းၿငိမ္းခ်မ္းေရးသည္ မျဖစ္မေန အေရးတႀကီးလုိအပ္ခ်က္ျဖစ္သည့္အတြက္ တုိင္းရင္း သား ညီအစ္ကိုမ်ားႏွင့္ လက္တြဲေဆာင္ရြက္ သြားၾကမည္ဟုလည္း သူက ဆိုသည္။

ကိုဇာနည္ကလည္း ဗုိလ္ေအာင္ေက်ာ္ေန႔ ေခၚ ေက်ာင္းသားေန႔ကို လြတ္လပ္ေရး၊ ၿငိမ္းခ်မ္းေရး၊ ဒီမုိကေရစီအေရးတုိ႔အတြက္ ဦးထိပ္ပန္ဆင္ၿပီး က်င္းပသင့္သည္မွာ ၾကာၿပီျဖစ္ေၾကာင္း ေျပာဆုိသည္။

“ခြပ္ေဒါင္းအလံႀကီး တလြင့္လြင့္နဲ႔ ေက်ာင္းသားလူငယ္ေတြအားလံုးက သမဂၢသီခ်င္းကို သံၿပဳိင္ဆုိတာက က်ေနာ့္ အေနနဲ႔အင္မတန္မွ ေၾကကြဲ၀မ္းနည္းသလုိ ၾကက္သီးျဖန္းျဖန္းထတယ္၊ မျမင္ေတြ႔ရတာ ၾကာၿပီျဖစ္တဲ့ ျမင္ကြင္မ်ိဳးပါ၊ အက်ဥ္းေထာင္ ထဲက ေနာင္ေတာ္ ကိုမင္းကိုႏုိင္၊ ကိုကိုႀကီးတုိ႔နဲ႔ ဒီလုိမ်ိဳး စုစုစည္းစည္း ျမင္ခ်င္ပါတယ္ဗ်ာ”ဟု သူက ဆုိသည္။

ေတြ႔ဆံုပြဲတြင္ အစိုးရ ကိုယ္စားလွယ္ အဖြဲ႔ကို မီးရထား၀န္ႀကီး ဦးေအာင္မင္း ဦးေဆာင္မည္ ျဖစ္ၿပီး KNU ၿငိမ္းခ်မ္းေရး ေဖာ္ေဆာင္ ေရး ေကာ္မတီ၀င္ အနည္းဆံုး ကုိယ္စားလွယ္ ၃ ဦးခန္႔ ပါ၀င္မည္ ျဖစ္ေၾကာင္း ျပည္တြင္း ၿငိမ္းခ်မ္းေရး ေဖာ္ေဆာင္ေရး ေကာ္မတီ မွ ေျပာေရး ဆိုခြင့္ရွိ္သူ ဦးေစာေဒးဗစ္ေထာက ဧရာ၀တီသို႔ ေျပာသည္။

“အပစ္အခတ္ ရပ္စဲေရးကုိ က်ေနာ္တို႔က လုပ္ရင္ က်ေနာ္တို႔ အေနနဲ႔ ခိုင္မာခ်င္တဲ့ ဆႏၵေတာ့ ရွိတယ္၊ ဒါမွလည္း ထာ၀ရ ၿငိမ္းခ်မ္း ေရးကို သြားမွာကုိး ဆိုေတာ့ အဲဒီက စၿပီးေတာ့ တဦးကုိ တဦး ဘယ္လို ျပဳမႈဆက္ဆံ ေနထုိင္ၾကမလဲဆိုတာက အစ ေဆြးေႏြးၾက မယ္”ဟု ၎က ဆိုသည္။

KNU သည္ ျမန္မာအစိုးရႏွင့္ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးရန္ အတြက္ ႏုိ၀င္ဘာ ၁၀ ရက္က အဖြဲ႔၀င္ ၇ ဦးပါရိွသည့္ ျပည္တြင္း ၿငိမ္းခ်မ္း ေရး ေဖာ္ေဆာင္ေရး ေကာ္မတီကို ဖြဲ႔စည္းခဲ့သည္။

အပစ္အခတ္ ရပ္စဲေရး၊ ဆက္ဆံေရး႐ုံးမ်ား ထားရွိေရး၊ အစိုးရႏွင့္ KNUထိန္းခ်ဳပ္ထားေသာ နယ္ေျမမ်ားတြင္ ႏွစ္ဘက္ တပ္ဖြဲ႔၀င္ မ်ား အျပန္အလွန္ အေၾကာင္းၾကားေရး၊ ဗဟိုအစိုးရႏွင့္ ေတြ႕ဆံုေဆြးေႏြးေရး အတြက္ ေန႔ရက္၊ ေနရာ သတ္မွတ္ရန္ စသည့္ အခ်က္ မ်ားကုိ အစိုးရ ကိုယ္စားလွယ္မ်ားက ခ်ျပထားေၾကာင္း ဦးေစာေဒးဗစ္ေထာက ဆက္ေျပာသည္။

ႏို၀င္ဘာလ ၁၅ ရက္ေန႔တြင္ အစိုးရ ကိုယ္စားလွယ္ ဦးေအာင္မင္းက KNUတပ္ဖြဲ႔မွ ကိုယ္စားလွယ္မ်ားကုိ ၿငိမ္းခ်မ္းေရး ေတြ႕ဆံု ေဆြးေႏြးရန္ တရား၀င္ ကမ္းလွမ္းခဲ့သည္။ ထိုကမ္းလွမ္းမႈ ေပၚေပါက္လာၿပီး ေနာက္ပိုင္း KNU ကလည္း ေတြ႕ဆုံရန္ ျပင္ဆင္ ထားခဲ့ သည္။

ႏို၀င္ဘာ ၁၉ ႏွင့္ ၂၀ ရက္ေန႔ကလည္း ထိုင္း-ျမန္မာနယ္စပ္ တေနရာ၌ အစိုးရ ရထားပို႔ေဆာင္ေရး၀န္ႀကီး ဦးေအာင္မင္း ဦးေဆာင္ သည့္ ကိုယ္စားလွယ္မ်ားႏွင့္ KNU ေခါင္းေဆာင္တခ်ဳိ႕ အလြတ္သေဘာ ေတြ႕ဆံု ေဆြးေႏြးခဲ့ေၾကာင္း သိရသည္။ ထိုကဲ့သို႔ ေတြ႔ဆံု ေဆြးေႏြးခဲ့ၿပီး ေနာက္ပိုင္း တရား၀င္ ထပ္မံ ေတြ႔ဆံုမည့္ သတင္းမ်ား ထြက္ေပၚလာျခင္း ျဖစ္သည္။

KNUအဖြဲ႔သည္ အမ်ိဳးသား တန္းတူေရးႏွင့္ ကိုယ္ပိုင္ ျပဌာန္းခြင့္ရရိွေရး အတြက္ ၁၉၄၉ ခုႏွစ္ ဇန္န၀ါရီလ ၃၁ ရက္ေန႔မွ စတင္ကာ အစိုးရ အဆက္ဆက္ကို ဆန္႔က်င္ ေတာ္လွန္ခဲ့သည္မွာ ၆၂ ႏွစ္ ရိွၿပီ ျဖစ္သည္။

သူ၏ ႏွမျဖစ္သူ လက္ရွိ ထုိင္း၀န္ႀကီးခ်ဳပ္ မစၥ ယင့္လပ္ ရွင္နာ၀ပ္၏ ျမန္မာျပည္ ခရီးစဥ္ ေခ်ာေမြ႔ေစေရး၊ ႏွစ္ႏုိင္ငံဆက္ဆံမႈ တုိးတက္ေရး၊ စြမ္းအင္က႑ ရင္းႏွီးျမဳပ္ႏွံေရး၏တုိ႔အတြက္ မစၥတာ သက္ဆင္ ေဆာင္ရြက္ခ့ဲျခင္းႏွင့္ ပတ္သက္ၿပီး ယခင္ ထုိင္းလႊတ္ေတာ္အမတ္ မစၥတာ ခရုိင္ဆတ္ ခ်ဴနာဝမ္က ထုိသုိ႔ ေျပာဆုိလုိက္ျခင္း ျဖစ္သည္။

“သူက ဘာေၾကာင့္ ဘာေၾကာင့္ နာမည္ေကာင္း ၀င္ယူရတာလဲ။ ၀န္ႀကီးခ်ဳပ္ရဲ႕ ခရီးစဥ္အတြက္ သံတမန္ေတြက စီစဥ္ရေပးမွာပါ။ သူ ၀င္ၿပီး စီစဥ္ေပးစရာ မလုိပါဘူး” ဟု မစၥတာ ခရုိင္ဆတ္က ဧရာ၀တီကုိ ေျပာသည္။

သူ၏ လုပ္ရပ္သည္ မစၥ ယင့္လပ္ ဦးေဆာင္သည့္ ထုိင္းအစုိးရ၏ ရပ္တည္မႈႏွင့္ ပုံရိပ္ကုိ ထိခုိက္ေစသည္ဟု မစၥတာ ခရုိင္ဆတ္က ေကာက္ခ်က္ခ်သည္။

“ယင့္လပ္ ရွင္နာ၀ပ္ ေနာက္မွာ သူ ရိွမေနဘူးလုိ႔ အရင္တုန္းက သူ ေျပာခ့ဲတယ္။ အခု ယင့္လပ္ခရီးအတြက္ သူက ျမန္မာျပည္ သြားစီစဥ္ေပးတယ္ ဆုိေတာ့ သူက ယင့္လပ္ေနာက္မွာ ႀကိဳးကုိင္ေနတယ္ ဆုိတာ ေပၚသြားတာေပါ့” ဟု မစၥတာ ခရုိင္ဆတ္က ေျပာသည္။

လာဘ္စားမႈျဖင့္ ၀ရမ္းထုတ္ျခင္းခံထားရသည့္ မစၥတာ သက္ဆင္သည္ ျပည္ပတြင္ ေနထုိင္လ်က္ရိွၿပီး ၾကာသပေတးေန႔က ေနျပည္ေတာ္သုိ႔ သြားေရာက္ခ့ဲသည္။

သူ၏ ခရီးစဥ္အတြင္း သမၼတဦးသိန္းစိန္ႏွင့္ ဗုိလ္ခ်ဳပ္မႉးႀကီးေဟာင္း ဦးသန္းေရႊတုိ႔ကို ေတြဆုံခဲ့သည္ဟု သူက ဘန္ေကာက္ပုိ႔စ္ သတင္းစာကုိ ေျပာျပခ့ဲသည္။

ယခုအခါ မစၥ ယင့္လပ္သည္ ေနျပည္ေတာ္ရိွ မဲေခါင္ေဒသဆုိင္ရာ ၂ ရက္ၾကာ ထိပ္သီးညီလာခံသုိ႔ တက္ေရာက္ခ့ဲၿပီး ရန္ကုန္တြင္ ေရာက္ရိွေနကာ ယေန႔ညေနပုိင္းတြင္ ျမန္မာ့ ဒီမုိကေရစီေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ ေတြဆုံလ်က္ရိွသည္။

မစၥ ယင့္လပ္၏ ျမန္မာျပည္ ဒုတိယ ခရီးစဥ္တြင္ စြမ္းအင္ ၀န္ႀကီး ပီခ်ိဳင္နာရစ္သက္ဖန္၊ ႏုိင္ငံပုိင္ PTT စြမ္းအင္ကုမၸဏီမွ အမႈေဆာင္မ်ားလည္း လုိက္ပါသြားေၾကာင္း သိရသည္။

ရန္ကုန္ၿမိဳ႕ကို ပိုမိုတိုးခ်ဲ႕ရန္ စီစဥ္ေနၿပီဟူေသာ သတင္းမ်ား ထြက္ေပၚအၿပီး စည္ပင္နယ္နိမိတ္ဝင္ ၿမိဳ႕နယ္မ်ား
ျဖစ္သည့္ ဒဂုံၿမိဳ႕သစ္ (ေတာင္၊ ေျမာက္၊ အေရွ႕) ၿမိဳ႕နယ္မ်ားတြင္ ေျမကြက္ေစ်းမ်ား တက္သြားခဲ့ၿပီး ရန္ကုန္ စည္ပင္ နယ္နိမိတ္ျပင္ပ ၿမိဳ႕မ်ားျဖစ္သည့္ သံလ်င္၊ ေက်ာက္တန္းႏွင့္ ဒလၿမိဳ႕နယ္ဘက္တို႔တြင္လည္း ႏွစ္ဆမွ သုံးဆနီးပါး ျမင့္တက္ေနေၾကာင္း အိမ္ၿခံေျမ အက်ိဴးေဆာင္မ်ားက ဆိုသည္။

“ဒလဘက္က တခ်ိဳ႕ ေနရာေကာင္းတဲ့ ရပ္ကြက္ေတြမွာဆိုရင္ အရင္က သိန္း ၂၀ ၊ ၃၀ ေလာက္တန္တဲ့ ေျမကြက္
ေတြက အခုသိန္း ၉၀၊ ၁၀၀ ေခၚေနတယ္။ ... တခ်ိဳ႕က ေရရွည္အတြက္ ႀကိဳဝယ္ထားၾကတယ္။ လူမေနေပမယ့္
ေစ်းတက္လာမွာကို ႀကိဳတင္ေမွ်ာ္ၿပီး ဝယ္ထားတာ” ဟု အိမ္ၿခံေျမ အက်ိဴးေဆာင္ တဦးက ေျပာသည္။

ႏိုဝင္ဘာ ၂၈ ရက္ေန႔က ေနျပည္ေတာ္တြင္ ျပဳလုပ္ခဲ့သည့္ သတင္းစာရွင္းလင္းပြဲ တခုတြင္ သီလဝါ အထူးစီးပြားေရး ဇုံကို ဂ်ပန္၊ ေတာင္ကိုးရီးယားႏွင့္ တ႐ုတ္တို႔မွ လုပ္ေဆာင္လိုေၾကာင္း အစိုးရသို႔ တင္ျပမႈမ်ား ရွိသည္ဟု ျမန္မာ့ ရင္းႏွီးျမႇဳပ္ႏွံမႈ ေကာ္မရွင္ ဥကၠ႒ ဦးစိုးသိန္းက ေျပာခဲ့သည္။

ထိုဇုံမွာ သန္လ်င္ႏွင့္ ေက်ာက္တန္းၿမိဳ႕နယ္အၾကား ဒလၿမိဳ႕နယ္ အေရွ႕ဘက္တြင္ တည္ရွိမည္ျဖစ္ကာ ေျမဧက ငါးေထာင္ဝန္းက်င္ခန္႔ ျဖစ္မည္ဟု သိရသည္။

“သီလဝါေက်ာက္တန္းဘက္မွာ အထူးစီးပြားေရးဇုံေတြ လုပ္မယ္ဆိုတဲ့ သတင္းေတြ ထြက္ကတည္းက အခုလို
ေစ်းေတြ တက္ကုန္တာ။” ဟု ရန္ကုန္အေျခစိုက္ အိမ္ၿခံေျမ အက်ိဳးေဆာင္ ကေျပာသည္။

ထို႔ျပင္ သံလ်င္ၿမိဳ႕နယ္အတြင္းရွိ က်ဳိက္ေခါက္ေစတီအနီး ေအာင္ခ်မ္းသာ ရပ္ကြက္တြင္လည္း ေျမကြက္မ်ား ေစ်း
ေကာင္းရလာေၾကာင္း၊ သံလ်င္ၿမိဳ႕တြင္းႏွင့္နီးေသာ ေနရာမ်ားတြင္ပင္ ေျမေစ်းမွာ ယခင္ သိန္း ၅၀၀ ခန္႔ တန္ဖိုးရွိ
ေျမကြက္သည္ သိန္း ၆၅၀ ခန္ထိ ေစ်းေခၚလာသည္ကို ေတြ႔ရသည္။

သီလဝါ-ေက်ာက္တန္းဘက္တြင္ အထူးစီးပြားေရး စက္မႈဇုန္ေဖာ္ေဆာင္ရန္ လြန္ခဲ့သည့္ ၁၀ ႏွစ္ခန္႔ကပင္ စတင္ခဲ့
ေသာ္လည္း ယခုအခ်ိန္ထိ သိသာေသာ တုိးတက္ျဖစ္ထြန္းမႈ ေပၚထြက္ မလာခဲ့ႏိုင္ဘဲ ျဖစ္ေနခဲ့ရာက ျပည္ပ ရင္းႏွီး
ျမဳပ္ႏွံမႈမ်ား ဝင္ေရာက္မည္ဆုိေသာ ေကာလဟလမ်ားက ေစ်းကြက္ကို တဖန္ လႈပ္ႏိုးလာျပန္သည္။

အလားတူပင္ ရန္ကုန္ၿမိဳ႕ကို ျပန္လည္ျပဳျပင္မည့္ အစီအစဥ္ ေရးဆြဲၿပီးပါက ၿမိဳ႕ကြက္သစ္တိုးခ်ဲ႕ရန္ လိုအပ္လာျခင္း၊ လက္ရွိၿမိဳ႕သစ္မ်ားကို ပိုမိုတိုးခ်ဲ႕လာပါက မၾကာမီတြင္ ေျမေစ်းမ်ား ေကာင္းမြန္လာမည္ကို ေမွ်ာ္မွန္းကာ ဒဂုံၿမိဳ႕သစ္ ၿမိဳ႕နယ္မ်ားရွိ ေျမကြက္မ်ားကို ေစ်းႏႈန္းမ်ား တိုးျမႇင့္ေပးကာ ဝယ္ယူျခင္း သို႔မဟုတ္ ဝင္ေရာက္ ေစ်းကစားမႈမ်ား
ျပဳလာျခင္းတို႔ ေနာက္ဆက္တြဲ ျဖစ္လာခဲ့သည္။

ဒဂံုၿမိဳ႕သစ္အေရွ႕ပိုင္းရွိ အကြက္မ်ားတြင္ “ေပ၄၀ ၊၆၀ တကြက္ကို အရင္က ၁၀သိန္းဆိုတာ အလြန္ဆုံး၊ အခုဆို သိန္း ေလး၊ ငါးဆယ္ေလာက္ လာေပးေနၾကတယ္။ တခ်ိဳ႕အကြက္ေတြဆို အကြက္ေတာင္ ေဖာ္ရေသးတာ မဟုတ္ဘူး။” ဟု အိမ္ၿခံေျမအက်ဳိးေဆာင္တဦးက ေျပာသည္။

အဝယ္သမားမ်ားက ေရရွည္တြင္ ေစ်းတက္လာႏိုင္သည္ဆိုေသာ ခန္႔မွန္းမႈျဖင့္ လိုက္လံဝယ္ယူမႈ အမ်ားစုျဖစ္ၿပီး ၿမိဳ႕သစ္အေျခစိုက္ အိမ္ၿခံေျမ အက်ဳိးေဆာင္ လုပ္ငန္းငယ္မ်ားလည္း တပါတည္း ေပၚထြက္လာခဲ့သည္။

သုိ႔ေသာ္ အိမ္ယာေျမေစ်းကြက္ ကြ်မ္းက်င္အခ်ဳိ႕က ရန္ကုန္၏ လက္ရွိကာလ ေျမေစ်းႏႈန္းမ်ားသည္ အျမင့္ဆုံး အေနအထားသို႔ ေရာက္ရွိေနသည္ဟု သတိေပးထားၿပီး မၾကာမီ အနာဂတ္တြင္ ႏိုင္ငံျခား ရင္းႏွီးျမႇပ္ႏွံမႈမ်ား လက္ေတြ႔ ဝင္ေရာက္ႏိုင္ေျခ မရွိေသးေၾကာင္း ေထာက္ျပထားၾကသည္။

Burma Democratic Concern (BDC) welcomes the US Secretary of State, Hillary Clinton, visits to Burma hoping that her visits will help paving ways for more positive political development in Burma leading toward genuine national reconciliation.

Burma is facing challenges ahead which must address sensibly, wisely and realistically for the quest for democracy.

U Myo Thein, the Director of the Burma Democratic Concern (BDC) said that “We earnestly call for U Thein Sein regime to enter genuine time-bond dialogue with Daw Aung San Suu Kyi in order to bring about national reconciliation in Burma”.

Burma must solve not only political crisis but also human rights, economics isolation, armed-conflicts, poverty, environment, investment, technology, abuse of power, corruptions, poor technology and lack of expertise, education, lack of institutions, illegal immigration, poor healthcare, poor banking, unemployment, inflation, trade, fiscal and monetary policies, judiciary and rule of law.

U Khin Maung Win, the Director of the Burma Democratic Concern (BDC) said that “We call for the President U Thein Sein regime to release all 600 political prisoners immediately and unconditionally since it will be the indicators judging whether if Burma is truly on the road to reform or not”.

Burma needs technology and financial assistance from international community to help rebuilding the nation after five decades of isolation and economics mismanagement.

Burma Democratic Concern (BDC) calls for international community to provide more humanitarian assistance and development aids inside Burma and if there are obstacles blocking aids to Burma then we must remove them immediately since we don’t want to hurt the livelihood of the ordinary people of Burma. Burma Democratic Concern (BDC) opposes anything hurting people.

U Tint Swe Thiha, the Patron of the Burma Democratic Concern (BDC) said that “We must stop armed-conflicts so as to restore peace in Burma”.

In order to help reliving the suffering of the people of Burma, we must have common position amongst all parties concerned by putting national interest first.

Daw Khin Aye Aye Mar, the Patron of the Burma Democratic Concern (BDC) said that “We must alleviate poverty in Burma and we must promote economic development of the nation. At the same time, we must promote the educational standard which we believe the best investment for the future of the nation”.

Obstacles lie ahead in Burma's bid for reform

Burmese pro-democracy leader Aung San Suu Kyi has announced she is ready to re-enter politics, but many obstacles still lie ahead for a country still coming to terms with reform.

Driving through the Burmese countryside, I passed a Land Rover that must have been half a century old, four monks clinging to its green frame, as they rattled through the countryside, saffron robes blowing in the breeze.

Women with their faces daubed in sandalwood paste under conical straw hats glanced up as we passed. Behind them, a man stood under an awning rhythmically treading a water pump to irrigate the paddy fields as they worked.

Our destination could not have been more different from this timeless scene. The neat lawns in the strange fantasy-land of the new capital Nay Pyi Taw, carved out of the jungle, where everything is on a gargantuan scale.

When it was built, civil servants were told to move north overnight from Rangoon - disrupting families and lives. Suicide rates in this weird place are said to be very high.

There are tens of thousands of hotel rooms, empty most of the year, except during a gem fair, when Chinese buyers descend on Nay Pyi Taw to deal in Burma's mineral wealth.

The presidential palace with its vast air-conditioned spaces, and chandeliers sparkling with thousands of lights, seem more than incongruous in a country where state spending on health per person is less than $1 (£0.70) per year.

The new town exists in a fantasy economy.

As it is a capital city, foreign diplomats will be expected to move here, and areas have been marked out for them already. But one Western embassy worked out that the way the sites are being financed, it would cost $70m over 30 years if they took up the offer.

But in a military state, normal economics have been turned on their head for a long time.

There are several exchange rates for the Burmese currency, as black market money flows in and out of the country.

In the wings

The real power here lies in the hands of men who are called "cronies" in normal conversation. Like Russian oligarchs, the cronies in Burma are the men behind the scenes, close to China and outside democratic control as they profit from monopolies in timber, gems and gas.

They are watching in the wings, as a government with reform on its mind moves steadily away from the corruption and repression of a world that, in the past, suited them well.

Change means that recently released prisoners can write in dissident newspapers that are no longer censored and are distributed openly.

Until only a few months ago there were daily attacks on the BBC in Burma's main newspaper.

Aung San Suu Kyi said that one of the biggest signals of change was that she, for the first time, had been able to talk openly to the BBC in Rangoon, after I was given an unprecedented visa.

The political impact of all this is seismic.

Bumping along in the back of a van on our way to see a school opened in the last year by Aung San Suu Kyi's supporters, Myo Yan Naung Thein, the leader of the last major student protest back in 1996, told me in clear and stark terms that protest is over.

He and his comrades - who made new alliances in jail - have formed a loose network of pro-democracy groups, backing Aung San Suu Kyi, and working within the system for the first time. He said: "If you can't beat them, join them."

In a graphic image, the former student leader said that if Burmese people were willing to line up, 10 by 10 by 10 in front of soldiers shooting, then revolution would be possible, as they would wear out the will of the army after thousands had died.

"But," he concluded, "we don't have enough blood to shed".

In calling off protests, the pro-democracy activists are putting all their trust in secret conversations that the new President Thein Sein has had with Aung San Suu Kyi.

In a sequence of carefully choreographed moves, the government is easing its relationship towards this iconic figure - not unlike the way white South Africa changed course and opened Nelson Mandela's prison doors.

Posters of Aung San Suu Kyi are openly for sale on the streets, and she will run for parliament, probably next year.

But Aung San Suu Kyi has not brought all of her party with her in her decision to compromise with the regime. There was another protest by Buddhist monks in Mandalay this week.

Small demos like these are a distraction. More widespread protests though could destabilise the confidence built between Aung San Suu Kyi and the reformist president and his allies. And it would strengthen the hand of hard-liners opposed to reform in the strange fantasy capital.

Formidable obstacles to reform remain and high hopes rest on the slender figure of Aung San Suu Kyi.

Statement by Mr. Vijay Nambiar Special Adviser to the Secretary-General

Yangon, 4 November 2011

I have just completed a five day visit in the country at the invitation of the Government in my capacity as Special Adviser to the Secretary-General for Myanmar. This was my third visit since last year’s election.

In Naypyitaw, I was received by Vice-President U Tin Aung Myint Oo, the Speaker of the Upper House U Khin Aung Myint, the Minister for Foreign Affairs U Wunna Maung Lwin, and the Minister of Social Welfare and Labour U Aung Kyi. I also met with the Union Peacemaking Group and with the Union Election Commission. In Mandalay and in Pathein, I was received by the Chief Ministers of Mandalay region and Irrawaddy region, respectively. In Yangon, I met with Daw Aung San Suu Kyi at her residence. I also met with representatives of other political parties, and with civil society organizations, as well as with the National Human Rights Commission.

An important purpose of my visit was to directly relay to the Myanmar leadership and other stakeholders the Secretary-General’s encouragement of the important steps taken in recent months to advance the reform agenda led by President Thein Sein, as well as the significant efforts made by all concerned to advance national dialogue and reconciliation. At this juncture, it is of crucial importance, for Myanmar’s regional and global standing, to maintain the positive momentum that these initiatives have generated.

The United Nations strongly encourages the continuation of such efforts as the best way to strengthen domestic and international confidence in Myanmar’s commitment to a reform process that is incremental, systematic and sustainable. In particular, we encourage all concerned to build on the steps taken thus far through an inclusive and broad-based political process to strengthen national unity. The release of the remaining political prisoners as part of the recent amnesty process and the enactment of the proposed amendments to the political party registration law are steps that can and should be taken as a matter of priority. Continuous dialogue is also needed to bring about peace and development in border areas. If sustained, these and other efforts offer a historic opportunity to set the country on a course than can fulfill the promises made to the people of Myanmar. I conveyed to the leadership that the Secretary-General looks forward to meeting President Thein Sein on the margins of the fourth UN-ASEAN Summit later this month.

Another objective of my visit was to see for myself the changing environment within which the country’s challenges and needs can now be addressed, from discussing national policy concerns to serving the people’s needs.

The Green Economy Green Growth conference in which I participated – the first of its kind in Myanmar – showed that it is now possible for a wide cross-section of stakeholders to create broad-based platforms around which issues of common concern can be discussed openly. It is an indicator of the direction in which Myanmar must continue to move if its democratic transition process is to succeed and if the country is to contribute to the global agenda by effectively addressing such concerns at home.

At the grassroots level, I heard directly from beneficiaries of UN assistance projects at the village and township level in the Dry Zone the difference that UN funds and programmes make in their lives. The UNDP projects I visited are clear evidence of the potential there is for doing more to better address critical needs. In order to do so more effectively and evenly across the country’s regions and states – especially in the areas of poverty alleviation, primary health care and education – and to contribute to the reform efforts, it is important that relevant mandates of the UN funds and programmes are maximized and restrictions removed. Ultimately, it is the people who bear cost of these restrictions. We will continue to work with all concerned, including the donor community, not only to maximize current activities but also to ensure the sustainability of our programmes.

Finally, my visit here is a signal of the importance the Secretary-General and the United Nations attach to the need for international understanding, encouragement and support to Myanmar’s transition. The Government’s reform agenda offers an unprecedented opportunity for greater mutual understanding between Myanmar and the international community, and for Myanmar and the UN to work together. Looking forward, the UN will continue to apply its Good Offices to strengthen our partnership with Myanmar

Suu Kyi Calls for More Reforms in Burma

RI to assess development in Myanmar

Along with the government, the House of Representatives will assess the latest developments in Myanmar before deciding on whether to accept Myanmar’s bid for the chairmanship of ASEAN at the Bali Summit next month.

Deputy Chairman of the House’s Commission I on foreign affairs, TB Hasanuddin, said that his commission had set a meeting with the Foreign Minister, Marty Natalegawa, in order to assess the situation in Myanmar, including the progress that the country had made in terms of democratization.

He said that the commission and the Foreign Ministry had both received the required input to conduct an assessment, and that Indonesia was expected to take the wise diplomatic step of encouraging the Myanmarese government to make further progress at home.

“We will assess whether it is the right time to rely on Myanmar to chair ASEAN, or we will leave Myanmar in isolation. But leaving Myanmar in isolation could be counterproductive for ASEAN and its regional interests,” he said.

Hasanuddin, also a legislator of the Indonesian Democratic Party of Struggle, said that the commission had already received inputs and recommendations from the ASEAN Interparliamentary Myanmar Caucus (AIPMC) and the Burma Partnership, which represents Myanmarese civil society.

“What Indonesia will bring to the summit will bring benefit to both Myanmar and ASEAN,” he added.

The ASEAN Summit, scheduled for Nov. 17 and preceeded by a series of ASEAN ministerial meetings, has on its main agenda the discussion of economic, defense and political issues across the Southeast Asian region, including the approval of Myanmar’s ASEAN chairmanship in 2014.

The AIPMC and the Burma Partnership called on Indonesia to suspend the approval of Myanmar’s ASEAN chairmanship bid during the summit until the Myanmarese government makes significant progress towards democratization.

Burma Partnership coordinator, Khin Ohmar, said that despite the recent general election, which formed President Thien Sein’s government and saw the release of 220 political prisoners, democracy in Myanmar had yet to be upheld.

She said that the way the recent general election was conducted did not reflect a democratic process, with power vested not in the president but in the eleven-member National Defense and Security Council that was closely controlled by former military junta leaders.

The Myanmarese government should also release the remaining 1,800 political prisoners (not 18,000 as it was reported on Wednesday), and stop the atrocities against minority ethnic groups, including the Katchin and the Karen, to show a strong commitment to democracy and human rights, she said.

Effendy Choirie, a commission member, said that Indonesia should maintain its neutrality in dealing with the Myanmar issue, but that it could enhance lobbying with other ASEAN member countries to encourage the Myanmar president to develop a democratic government.

'Zero tolerance' on aid corruption
The Government has zero tolerance of corruption and has put much stronger systems in place to ensure aid money is not lost to fraud, the International Development Secretary has said.
Andrew Mitchell spoke out after an influential committee of MPs warned that the amount of British aid lost to fraud and corruption could rise because of changes to how the money is targeted.
The Department for International Development (DfID), whose budget is rising despite massive cuts across Whitehall, is refocusing overseas aid on countries seen as fragile and in conflict, such as Somalia, Burma and Pakistan.
But the cross-party Public Accounts Committee (PAC) cautioned that "operating in high-risk environments means the potential for increased risk of leakage through fraud and corruption".
It said in a report: "The department intends to focus more on fragile and conflict-affected states which pose higher risks in terms of poor security, delivery capacity, measurement of costs and outcomes, and leakage of funds through fraud and corruption."
Mr Mitchell told the BBC that it would not be right to say that the Government had taken its eye off the ball. He said: "They are looking at the legacy from the last government. We have much stronger systems to ensure that this money is well spent."
He added: "Wherever we find money being stolen, if ever we find money being stolen, we are absolutely ruthless on the taxpayers' behalf, in stopping it and not allowing it to happen. This Government has a zero tolerance of corruption."
The PAC warned that increasing spending via multilateral organisations - such as the European Commission and the World Bank - may also mean more British money is lost to fraud and corruption.
"The department plans to increase the proportion of its funding spent via multilaterals but does not have the same visibility over the cost and performance of multilaterals' programmes as it does over its bilateral programmes," the PAC said.
"Furthermore, the strategy to increase DfID spend through multilateral programmes appears to have more to do with it being easier for DfID to do this than for it to assess the viability, effectiveness and value for money of bilateral programme proposals."

သို႔ေသာ္ MBT အေနျဖင့္ လုပ္ပိုင္ခြင့္ရမည္၊ မရမည္ကိုမူ အာမခံမည္ မဟုတ္ေသာ္လည္း ႏုိင္ငံေတာ္သို႔ တင္ျပရန္ အတြက္သာ ကူညီျခင္း ျဖစ္သည္။ လုပ္ကိုင္လိုသူမ်ား အေနျဖင့္ ဟုိတယ္ႏွင့္ ခရီးသြားလုပ္ငန္း ဝန္ႀကီးဌာနမွတဆင့္ ႏုိင္ငံေတာ္သုိ႔ တင္ျပရမည္ ျဖစ္သည္။

သို႔ေသာ္ သမိုင္းဝန္ အတြင္းဝန္႐ံုးကဲ့သို႔ေသာ အေဆာက္အအံုအား ငွားရမ္းမည္ဆုိပါက လႊတ္ေတာ္တြင္း ကန္႔ကြက္ သြားမည္ျဖစ္ေၾကာင္း ေရြးေကာက္ပြဲဝင္ ပါတီမ်ားက ေျပာဆိုသည္။

“ေသးသိမ္ေအာင္လုပ္ဖို႔ေတာ့ က်ေနာ္တို႔မွာ ဆႏၵမရွိဘူး။ ေသးသိမ္တဲ့ အျဖစ္မ်ဳိးေရာက္ေအာင္လည္း က်ေနာ္တို႔ မခံလိုဘူးေပါ့ဗ်ာ။ ဒီအတြက္ က်ေနာ္တို႔ ဝိုင္းဝန္းၿပီးေတာ့ ကာကြယ္ဖို႔ ႀကိဳးပမ္းၾကရမွာပဲေလ။ အဲဒီေတာ့ သူတုိ႔မွာ ဘယ္လိုပဲ အုိင္ဒီယာရွိရွိ အဲဒီ အုိင္ဒီယာတက္လာရင္ က်ေနာ္တုိ႔က ေခ်ဖ်က္မွာပဲ” ဟု အမ်ဳိးသားဒီမိုကေရစီအင္အားစုပါတီ - NDF ေခါင္းေဆာင္ ဦးခင္ေမာင္ေဆြက မဇၥ်ိမကို ေျပာသည္။

၁၉၃၈ ခုႏွစ္ ဒီဇင္ဘာလ အတြင္းက ကိုလိုနီ ၿဗိတိသွ်အစိုးရကို တကၠသိုလ္ေက်ာင္းသားမ်ားက ဆန္႔က်င္ ဆႏၵျပရာ တြင္ ပုလိပ္မ်ားက ႐ိုက္ႏွက္၍ ေက်ာင္းသားေခါင္းေဆာင္ ကိုေအာင္ေက်ာ္ ေသဆံုးခဲ့သည္မွာ အတြင္းဝန္႐ုံးေရွ႕တြင္

The PAC also criticised DfID's "poor understanding" of the scale and likelihood of aid being lost to fraud.
International Development Secretary Andrew Mitchell said the coalition had transformed DfID's financial management and took a "zero-tolerance" approach to fraud.
"Although accurately reflecting the position under Labour, the report appears to take little account of the huge changes the coalition has made since taking office," he said.

The IHL Project at the Law Department is hosting a series of dialogues on contemporary problems for the law of armed conflict.

Bruce Broomhall is a Professor of Law at the University of Quebec at Montreal (UQAM). He is currently pursuing research on resource conflicts under international law, building on collaborations he has undertaken over recent years with legal and policy experts from a range of fields in attempting to craft effective responses to the problem of illicit, conflict-fuelling natural resource economies. This focus forms part of a larger research interest in issues related to the establishment of an effective and legitimate system of international justice, including universal jurisdiction, the International Criminal Court, the role of the emerging system of justice within the existing framework for managing international peace and security, the impact of illegal economies of war on human security, the legal responsibilities of business actors in conflict settings, and the role of children in the transitional justice process. He teaches mainly in international and transnational criminal law. He has published on the role of criminal punishment in the enforcement of international norms, notably in his book International Justice and the International Criminal Court: Between Sovereignty and the Rule of Law (Oxford University Press, 2003).

Balakrishnan Rajagopal, B.L. (Madras), LL.M. (American), S.J.D. (Harvard) is Associate Professor of Law and Development and Director of the Program on Human Rights and Justice at the Massachusetts Institute of Technology. He formerly served with the United Nations High Commissioner for Human Rights in Cambodia and consulted with the UNDP, the World Commission on Dams and civil society organizations. He has been a member of the Executive Council and Executive Committee of the American Society of International Law, and is currently on the Asia Advisory Board of Human Rights Watch, the International Advisory Committee of the Robert F. Kennedy Memorial Center for Human Rights and the International Rights Advocates. He is a Faculty Associate at Harvard Law School's Program on Negotiation and has been a Visiting Professor at the UN University for Peace, University of Melbourne Law School and the Washington College of Law, the American University, and Fellow at the Jawaharlal Nehru University and the Madras Institute of Development Studies, both in India, the Woodrow Wilson Center for International Scholars, Washington DC, and the Institute for Advanced Studies, Jerusalem. His books include International Law from Below: Development Social Movements and Third World Resistance and International Law and the Third World: Reshaping Justice.

Burma Democratic Concern (BDC) welcomed the release of Zaganar (a famous comedian), Myo Aung Thant (a prominent labour union leader) and around 200 prisoners of conscience.

Burma Democratic Concern (BDC) would like to echo what Daw Aung San Suu Kyi said regarding prisoners’ amnesty. Daw Aung San Suu Kyi said that "Each one has priceless value. Freedom of a person is priceless. We hope many more will be released. I'm really thankful for the release of political prisoners."

Burma Democratic Concern (BDC) would also like to echo what Min Ko Naing allegedly said regarding current Daw Aung San Suu Kyi position working for democratisation of Burma. UN envoy urges Burma to free all political prisoners

UNITED NATIONS : United Nations Special Rapporteur on the human rights situation in Burma, Tomás Ojea Quintana, on Thursday urged the government to free all remaining political prisoners.


Quintana welcomed the decision by Burma's leader to grant amnesty and release a significant number of detainees. He said the recent release is an "important further step" by the country's authorities to respond to international concern and advance political reconciliation.

The exact number of released political prisoners has yet to be confirmed, but it is believed to be more than 200, including a number of prominent figures. Human rights groups estimate that there are some 2,000 political prisoners still behind bars.

"These are individuals who have been imprisoned for exercising their fundamental human rights or whose fair trial or due process rights have been denied," Quintana said. "Their release would be an important step for the democratic transition, and would be welcomed by people both inside and outside the country. It is imperative that the Government completes the liberation of all such prisoners."

Quintana also urged Burma's government to improve the conditions of detention and the treatment of prisoners in compliance with international standards.

The release this week came a day after state-run television announced an amnesty granted by President Thein Sein for 6,359 prisoners, although it did not say how many are political prisoners.

The move comes at a time when Burma, ruled by military regimes since 1962, is trying to move cautiously toward democracy. Western governments have been pressuring the government to release political prisoners and embark on democratic reforms, but progress has been slow.

Some 20,000 prisoners were released on May 16 after President Thein Sein announced a one-year presidential commutation, but only a few were political prisoners.

According to the Thailand-based Assistance Association for Political Prisoners-Burma, there are at least 1,998 political prisoners in 42 prisons and 109 labor camps across Burma, which is formally known as Myanmar. Late last year, authorities released pro-democracy leader and Nobel Peace Prize winner Aung San Suu Kyi after years under house arrest.

Burma: Seven Trade Unionists Released From Prison

Brussels, 13 October 2011 - The International Trade Union Confederation welcomes the recent release from prison of 7 trade unionists (*). However, much more remains to be done. Burma’s regime recently announced an amnesty for 6,359 prisoners; yet only 200 of them were political prisoners serving lengthy sentences in prisons across the country. Many trade union and labour activists remain behind bars serving decades long sentences. The ITUC calls upon the Burmese authorities to release all political prisoners immediately, including trade union activists.

While taking note of some small steps forward, the ITUC urges the international community not to let up the pressure, just as that pressure is finally bearing some fruit. Today in Burma, the army continues to exact forced labour, recruit child soldiers and confiscate land from the population in several states in Burma, and in some it appears to have worsened in 2011.

Full respect of Convention 87, protecting the trade union’s freedom of association and right to collective bargaining, is still an issue in Burma.

The ITUC supports the statement of the United Nations Special Rapporteur on the situation of human rights in Myanmar: “many serious human rights issues remain and they need to be addressed”. Indeed, much more needs to be done to address fundamental violations of rights and act against impunity in the legal system, in law and in practice.

The announcement, on state television, did not specify how many of those freed would be political detainees.

But the news came hours after Burma's new human rights body called for the release of "prisoners of conscience" who did not threaten state stability.

On Monday the US said if Burma showed concrete progress on issues like political prisoners, it would respond.

Western nations currently impose sanctions on Burma, and one of the key reasons is political prisoners.

Thought to number more than 2,000, they include journalists, pro-democracy activists, government critics, monks involved in anti-government protests in 2007 and members of Burma's ethnic groups fighting for greater autonomy.

'Nation-building'
The amnesty announcement came in a lunchtime broadcast. A total of 6,359 prisoners are to be freed and releases will begin on Wednesday.

Who are Burma's political prisoners?
The report did not say whether the amnesty included political prisoners - Burma has in the past carried out large-scale amnesties without freeing political prisoners.

It announced an amnesty of 15,000 prisoners in May 2011 and freed more than 7,000 in 2009 - but those moves were criticised by rights groups for failing to include political prisoners.

In recent days, however, there have been reports from Burma, citing unidentified government officials, suggesting an amnesty of some political prisoners could be imminent.

The announcement came on the same day that Burma's new human rights commission called on the president to release "prisoners of conscience".


In an letter published in state media, the commission said those who did not "pose a threat to the stability of state" should be freed to help with nation-building.

The commission of scholars and former bureaucrats was only set up last month, as part of a series of moves by the government to improve Burma's international reputation.

Burma held its first elections in two decades almost a year ago - polls which saw military rule replaced with a military-backed civilian-led government.

Since then the government has freed pro-democracy leader Aung San Suu Kyi and held dialogue with her.

On Monday a top US diplomat, Kurt Campbell, said the US had noted "dramatic developments under way" in Burma.

He said Washington wanted to see concrete progress on issues like political prisoners - and if it did, the US would respond.

"We will match their steps with comparable steps," he said.

But Nyan Win, a spokesman for Aung San Suu Kyi's National League for Democracy, told the BBC that a prisoner release was not all that was needed.

"The release of political prisoners is just one of the barometers of the government's seriousness about a change to democracy," he said.
