When UN Secretary-General Ban Ki Moon meets the military dictatorship in Burma today he will have the whole world with him.
His mission, to persuade the junta to release all political prisoners and engage with democracy, is critical to the future of the Burmese people.
But it is also a crucial moment for the international community.
In recent weeks, we have seen an extraordinary consensus around the world in support of all those forced to suffer under the Burmese regime.
The UN, the EU, and ASEAN have all made clear the need for urgent change. More than 45 Heads of State have added their voices to the call.
How we respond to the injustices in Burma will send a message about our resolution to tackle similar abuses across the globe.
Political and humanitarian conditions in the country continue to deteriorate.
When over 140,000 were killed and millions made destitute by Cyclone Nargis last year the world’s efforts to help were resisted, a peaceful uprising by monks in 2007 was violently quashed, ethnic minorities are persecuted and under armed attack.
The media are muzzled, freedom of speech and assembly are non-existent and the number of political prisoners has doubled to more than 2000.
As Secretary-General Ban arrives, the most high profile of them - Aung San Suu Kyi - faces further persecution from the Generals as her sham trial resumes.
She has long been a symbol of hope and defiance during her 14 years as a prisoner of conscience.
She is a most courageous woman. In those long years, she has barely seen her two sons - yet is resolute in her faith in democracy and the Burmese people.
Her refusal to buckle in the face of tyranny is an inspiration.
I call on the regime to mark Ban Ki Moon’s arrival by immediately halting her trial, which makes a mockery of justice, and ending her detention which undermines their credibility in the eyes of the world.
But while hugely significant, this alone would not be the sole measure of progress.
Only agreement to release all political prisoners, start a genuine dialogue with the opposition and ethnic groups will give any credibility to the elections in 2010.
I hope that Ban Ki Moon can convince the Generals to take the first steps. A serious offer is on the table: the international community will work with Burma if the Generals are prepared to embark on a genuine transition to democracy.
But if the Burmese regime refuses to engage, the international community must be prepared to respond robustly.
We should not rest until Aung San Suu Kyi - and all those who share her commitment to a better and brighter future for Burma - are able to play their rightful role in it.
The Burmese people have been condemned to nearly half a century of conflict, poverty and isolation. It is time to give them the chance of a new beginning.
The regime can choose to ignore the clamour for change. Or it can choose the path of reform as the region, and the world, have urged.
Today can be the start.

Foreign Office Minister Ivan Lewis spoke to BBC World News about the visit of UN Secretary General Ban Ki-moon's visit to Burma, 3 July 2009.

Jonathan Charles (JC): Ban Ki-moon’s trip to Burma is just part of the growing international pressure on Burma attempting to achieve the release of pro democracy leader Aung San Su Kyi. Many Governments are also trying to exert leverage.

I’ve been speaking to the British Foreign Office Minister responsible for Burma, Ivan Lewis. Does he think that Mr Ban’s visit can achieve anything?

Ivan Lewis (IL): Well we strongly support his mission. We want to see the immediate release of Aung San Su Kyi, the other two thousand one hundred political prisoners. And we want him to send a strong message from the international community that the human rights abuses, particularly of minorities in Burma need to come to an end and we want to see a road map to reform in time for the 2010 elections. So he has our full support and he will be delivering tough messages.

JC: Well he himself has described it as a very tough mission that he’s on.

IL: It is a tough mission. We believe in the man, we believe in his office and we believe if ever there was a test of the United Nations relevance Burma is that test. That’s why we’ve been strongly supportive of the mission, that’s why we believe he’s doing absolutely the right thing and it’s also why our Prime Minister for example only recently spoke directly to the President of China because it’s very important that Burma’s friends and neighbours also send a clear and strong message about the abuse, human rights abuses, and also about political prisoners.

JC: I suppose the trouble is that the Burmese ruling military junta has not in the past proved very susceptible to international pressure and there has been a lot of pressure on them.

IL: Well the message via the Secretary General from the international community is that Burma has a choice. That choice is to continue contravening human rights, to continue imprisoning political prisoners, or to come in to the main stream, to be part of the international community. And in a sense this mission by the Secretary General is a crucial pivotal moment in the choices that Burma has to make.

JC: The generals know there’s a bit of a danger for them though and that is that if they release Aung San Su Kyi she becomes a beacon against them and possibly they could be swept from power.

IL: Maybe, but that’s the consequences of democracy and if they’re serious about free and fair elections in 2010 to imprison the leading opposition leader is completely contrary to any notion of free and fair elections. So you can’t have this double speak, trumped up charges, a bogus trial that Aung San Su Kyi now faces, that needs to be brought to an end. She needs to be released immediately, but so do the other two thousand one hundred political prisoners.

JC: Well I suppose opposition people would say they’re not really serious about the 2010 elections. Do you think there’s any reason at all to be optimistic about change in Burma?

IL: My generation saw the Berlin wall come down, Nelson Mandela become President of South Africa, peace in Northern Ireland, a black American elected as President of the United States. So yes, I believe the job of Governments around the world in these difficult conflicts, challenges, circumstances, is always to go for optimism and hope over despair. But in the end this will be about the choices that the Burmese regime make.

A united message to Burma on human rights abuses

A united message to Burma on human rights abuses (03/07/2009)

UN Secretary General Ban Ki-moon travelled to Burma today to put pressure on Burma to release the pro democracy leader Aung San Su Kyi. His visit is part of wider international pressure being applied to Burma by governments worldwide, sending a united message to Burma that human rights abuses, particularly of minorities in Burma, need to come to an end.
Commenting on the visit Foreign Office Minister Ivan Lewis said:
"We strongly support his mission. So he has our full support and he will be delivering tough messages."
He added:
"It is a tough mission. We believe in the man, we believe in his office and we believe if ever there was a test of the United Nations relevance Burma is that test. That’s why we’ve been strongly supportive of the mission, that’s why we believe he’s doing absolutely the right thing and it’s also why our Prime Minister for example only recently spoke directly to the President of China because it’s very important that Burma’s friends and neighbours also send a clear and strong message about the abuse, human rights abuses, and also about political prisoners."
The Prime Minister's wife Sarah Brown has also joined high profile women from around the world calling for the release of Aung San Suu Kyi. She has joined fifty First Ladies, Nobel Laureates and leaders from the world of politics, human rights and the arts to issue a 64 word message.
The message reads:
"Aung San Suu Kyi inspires us all. In recent weeks regional leaders have led demands for her freedom and for reform in Burma. Today we - women from all around the world - add our voices to that call. Until she, and the thousands of other political prisoners in Burma, are released we must keep the spotlight on their plight. The world must not stand by."

ဒါပဲ
Dear All,

Former UN Secretary-General U Thant's grandson, historian, former UN
Senior Officer (political department) and author of "River of the Lost Footsteps" and
"The Making of Modern Burma" Dr. Thant Myint-U was interviewed by Asia Times
Online about his views on the Myanmar issue including Ban's recent visit.
Please use this url : http://atimes.com/atimes/Southeast_Asia/KG04Ae01.html.

On sanctions:
Just over the past few years I think many more Western policymakers have
come to the conclusion that sanctions-based approaches just won't work
with a regime like Burma's. There has been a willingness to go back to
the drawing board and think about fresh approaches. Sanctions are at
best ineffective because they are not universal. The government is more
than able to survive on just trade and investment from within the
region. In the worst case, though sanctions are extremely
counter-productive, in that they've held back two forces - American
soft power and global capitalism - that could have actually started to
change things.

I fear the democracy movement has very little hope for
success if it's going to fight on the current landscape, that was
created and cultivated by the army over decades of fighting.

For me,the most important thing is to change the landscape first. The
involvement of the West through aid, investment and tourism could be a
huge part of changing this landscape. If over the past 20 years, if we
hadn't had all these sanctions and boycotts, and and instead had
focused on ending the armed conflicts, reforming the economy, and
reconnecting Burma to the world, including through global capitalism, I
think the pro-democracy movement would be in a much stronger position
today.

On UNSG Ban Ki-moon's visit:
It's incredibly hard for an international figure like Ban to simply go in
and sort things out. In North Korea for example everyone accepts the
focus is on nuclear proliferation; but - here it's much more
complicated, there are so many different issues, and international
opinion just on the nature of the problem is completely divided.

There are opportunities for Ban Ki-Moon but his success on this trip will
depend on his willingness to look at the big picture. He has to deal
with some of the immediate political challenges, but if he simply
repeats the mantra of the past many years and sees himself primarily as
a broker between the government and Aung San Suu Kyi, I'm not sure he
can get very far. I don't think he brings any leverage.
............ ......... ......... ......... ....

while other human rights violators like China is not imposed sanctions (explicitly they (West)
are afraid and can't afford to lose their interests), Myanmar has been facing severe sanctions
and international isolation for decades (ordinary people do not seem to understand this factor).
Simply they (the West) don't have any interest. All they have done is just moral concern..
The 'Lady' has been talking talking talking and is talking..... .

Moral concern is very dangerous in international relations.
Many people see the Roadmap as an opportunity and plan to contest in upcoming elections.
Perhaps there is no hope from the West as the history has already told us.
In fact, politics is to do with what you have, seize any opportunity comes, use in effective way.
True politicians. It is not too late for Burma to change.

best,
dt
