ရခိုင္လူမ်ိဳး သမိုင္း ပညာရွင္တဦးျဖစ္သည့္ ေဒါက္တာေအးေက်ာ္ ထိုင္းႏုိင္ငံ ဘန္ေကာက္ၿမိဳ႕သို႔ ေခတၱ ေရာက္ရွိစဥ္ ရခိုင္ျပည္နယ္၏ ေနာက္ခံ သမိုင္း၊ ႏုိင္ငံေရး အေျခအေနႏွင့္ ႐ုိဟင္ဂ်ာ ေနာက္ခံသမိုင္း၊ ႐ုိဟင္ဂ်ာ အေရးႏွင့္ အျမင္မ်ားအား ဧရာဝတီ သတင္းေထာက္ ဘေစာတင္က ေတြ႕ဆုံေမးျမန္းထားသည္ မ်ားကို ေဖာ္ျပလိုက္ပါသည္။

ေဒါက္တာေအးေက်ာ္သည္ လက္ရွိတြင္ အေမရိကန္ျပည္ေထာင္စု နယူးေယာက္ၿမိဳ႕၌ အၿငိမ္းစား ပါေမာကၡ တဦးအျဖစ္ ေနထိုင္လ်က္ရွိသည္။ ေဒါက္တာေအးေက်ာ္၏ ကုိယ္ေရးအက်ဥ္းကိုလည္း ေအာက္တြင္ ပူးတြဲ ေဖာ္ျပထားပါသည္။

ေမး။ ။ လြတ္လပ္ေရးမရမီ ရခိုင္ျပည္ ႏိုင္ငံေရးအေျခအေနေတြကို ေျပာျပေပးပါ။

ေျဖ။ ။ ျမန္မာ့ေတာ္လွန္ေရးသမိုင္းမွာ ရခိုင္ေခါင္းေဆာင္ေတြဟာ အၿမဲတမ္းေရွ႕က ပါ၀င္ခဲ့တယ္၊ အဂၤလိပ္ ကိုေတာ္လွန္တဲ့ေနရာမွာေရာ ဂ်ပန္ကိုေတာ္လွန္တဲ့ေနရာမွာပါ ေရွ႕တန္းကပါပဲ ၊ ရခိုင္ေတြဟာ ဘာကို လုိခ်င္ လို ့ေတာ္လွန္ေရးမွာ ေရွ႕တန္းက ပါရသလဲဆိုရင္ ရခိုင္ျပည္ကို ရခိုင္ေတြက အုပ္ခ်ဳပ္ခြင့္ ရခ်င္လို ့ျဖစ္တယ္၊ အဂၤလိပ္ေခတ္က ထင္ရွားတဲ့ ေခါင္းေဆာင္ေတြကို ေျပာပါဆိုရင္ ဆရာေတာ္ဦးစိႏၱာ၊ ဆရာေတာ္ ဦးပညာ သီဟ၊ ဦးညိဳထြန္း၊ ဦးေအာင္ဇံေ၀၊ ဦးေက်ာ္မင္း၊ ဦးဘေစာ စတဲ့ပုဂၢိဳလ္ေတြဟာ ရခိုင္ျပည္ေတာ္လွန္ေရး ရခိုင့့္ ႏိုင္ငံေရး ေလာကက ထိတ္ထိတ္ႀကဲေတြပဲေပါ့၊ ျမန္မာတႏိုင္ငံလံုးအတြက္ ဆိုရင္ေတာ့ ဆရာေတာ္ ဦးဥတၱမ ဟာ နံပါတ္တစ္ပါပဲ။

အဲဒီကာလက ရခိုင္ေတြရဲ့ အေနအထားကို ခြဲစိပ္ၾကည့္မယ္ဆိုရင္ ၿဗိတိသွ်ေတြရဲ့ အုပ္ခ်ဳပ္ ေရးထဲမွာ ပါ၀င္တဲ့ အပိုင္းကတပိုင္းနဲ ့ဗိုလ္ခ်ဳပ္ေအာင္ဆန္း ဦးေဆာင္တဲ့ လြတ္လပ္ေရး တိုက္ပြဲေတြထဲမွာ ပါ၀င္တဲ့အပိုင္းေတြကို လည္း ေတြ ့ရပါမယ္။

ဦးညိဳထြန္းဆိုတာက ၁၉၃၆ ခုႏွစ္ ေက်ာင္းသားသပိတ္မွာ ပါ၀င္ခဲ့တဲ့ ေက်ာင္းသားေခါင္းေဆာင္ တဦးလည္း ျဖစ္တယ္။ ဒါေၾကာင့္ သူဟာ ရခိုင္အသိုင္းအ၀ိုင္းမွာေရာ ဗမာအသိုင္းအ၀ိုင္းမွာပါ လူသိမ်ားတဲ့ ႏိုင္ငံေရး ေခါင္းေဆာင္တဦးပါ၊ ဒီကေန ့ျမန္မာသမိုင္းမွာ မတ္လ(၂၇)ရက္ေန ့ကို ေတာ္လွန္ေရးေန႔ရယ္လို ့သတ္မွတ္ ထားၾကတယ္၊ ဦးညိဳထြန္းေခါင္းေဆာင္တဲ့ ရခိုင္ေတြဟာ ဂ်ပန္ကို မတ္လ(၂၇)ရက္ထက္ေစာၿပီး ေဖေဖာ္၀ါရီ လ (၁၂)ရက္လား (၁၃)ရက္လား က်ေနာ္အေသအခ်ာ မမွတ္မိေတာ့ဘူး။ အဲဒီကတည္းက စၿပီး ဖက္ဆစ္ ဂ်ပန္ ေတာ္လွန္ေရးကို ရခိုင္ျပည္က စေတာ္လွန္ခဲ့တယ္။ ဒါကို ဗိုလ္ခ်ဳပ္ေအာင္ဆန္းရဲ့ မိန္႔ခြန္းေတြ ထဲမွာ လည္း ပါပါတယ္။ ေမၿမိဳ ့မိုးၾကည့္ေရးတဲ့ ဗိုလ္ခ်ဳပ္ေအာင္ဆန္းမိန္ ့ခြန္းမ်ားထဲမွာ ရွာေဖြေတြ ့ရွိႏုိင္ပါတယ္။ ေလ့လာၾကည့္ပါ။

ေျဖ။ ။ ရခိုင္ေတြဟာ အဂၤလိပ္ကိုေတာ္လွန္တဲ့ေနရာမွာေရာ။ ဂ်ပန္ကိုေတာ္လွန္တဲ့ေနရာမွာပါ ေရွ႕တန္းက ပါ၀င္ခဲ့တယ္ဆိုတာကို ေျပာခဲ့ၿပီးၿပီ၊ အဲသလို ဗမာအပါအ၀င္ အျခားေသာ တိုင္းရင္းသားေတြနဲ ့အတူတကြ လြတ္လပ္ေရးတုိက္ပြဲ ဆင္ႏႊဲခဲ့တာရဲ႕ တကယ့္ ရည္မွန္းခ်က္က ဘာလဲဆုိရင္ ရခိုင္ေတြဟာ မိမိတို ့ရခုိင္ျပည္ ကို ရဖို႔ပါပဲ၊ တန္းတူအခြင့္အေရး ရဖို ့ပါပဲ၊ ဖက္ဒရယ္ျပည္ေထာင္စုမွာ ရခိုင္ျပည္နယ္ ရဖုိ ့ပါပဲ၊ ဒါေပမယ့္ တကယ္တမ္း ျမန္မာ ႏိုင္ငံလြတ္လပ္ေရးရရွိလာတဲ့အခါ ရခိုင္ေတြအတြက္ ဘာမွမရခဲ့ဘူး၊ ျပည္နယ္ အဆင့္ ေလးေတာင္ သတ္မွတ္ေပးတာကို မခံခဲ့ရဘူး၊ ရခိုင္ေတြ မြန္ေတြဟာ ဦးႏုကို ျပည္နယ္ေပးဖို ့ေတာင္းဆိုေပ မယ့္ ဦးႏု ဟိုလိုလို ဒီလိုလို ေ၀့လည္ေၾကာင္ပတ္လုပ္ခဲ့တာေၾကာင့္ ရခိုင္ေတြရဲ့ ရည္မွန္းခ်က္မျပည့္၀ခဲ့ရဘူး၊ ဦးႏုဟာ သူ ့ပါတီအက်ိဳးကိုသာ ၾကည့္ခဲ့လို ့တကယ္အေရးပါတဲ့ National Interest (အမ်ိဳးသားအက်ိဳး အျမတ္) ကို ဆံုးရႈံး ေစခဲ့တယ္။

ေမး။ ။ လြတ္လပ္ေရးရၿပီး ဆယ္ႏွစ္ ကာလအတြင္း ရခိုင္ျပည္မွာ ဘာေတြ ျဖစ္ေနခဲ့ပါသလဲ။

ေျဖ။ ။ ဦးႏုရဲ့ ဖဆပလ ေခတ္မွာ ရခိုင္ျပည္မွာ အဓိကလႊမ္းမိုးတဲ့ ပါတီႀကီးနွစ္ခုရွိတယ္၊ ဖဆပလ နဲ ့ရတည (ရခိုင္ စည္းလံုးညီညြတ္ေရး ပါတီ)ေတြပါ၊ ရတညရဲ႕ေခါင္းေဆာင္က ဦးေက်ာ္မင္းျဖစ္တယ္၊ သခင္ဦးေက်ာ္ရင္ တို႔လည္း ႏိုင္ငံေရးလႈပ္ရွားမႈထဲမွာ ပါတယ္၊ ဦးေအာင္ဇံေ၀၊ ေတာင္ကုတ္က ဦးေက်ာ္တင္ စတာေတြက ဖဆပလေတြ၊ လြတ္လပ္ေရးရၿပီးေနာက္ ဖဆပလ ႏွစ္ျခမ္းကြဲခ်ိန္မွာ တည္ၿမဲ (ဖဆပလ)နဲ ့သန္ ့ရွင္း (ဖဆပလ) ဆိုၿပီး ရွိလာတယ္၊ ဒီေတာ့ သန္ ့ရွင္းဖဆပလ ေခါင္းေဆာင္ျဖစ္တဲ့ ဦးႏုဟာ တိုင္းျပည္ရဲ႕ အက်ိဳး ထက္ သူ ့ပါတီအက်ိဳးကိုပဲ ၾကည့္တဲ့အေနနဲ ့ေမယုခရိုင္ဆိုတာ လုပ္လာတယ္၊ အဲဒီမွာရွိတဲ့ ဘဂၤါလီ ေတြကို မဲရဖို ့အတြက္ မ်က္ႏွာသာေပးတယ္၊ မွတ္ပံုတင္ ျပဳလုပ္ေပးတာေတြ ရွိလာခဲ့တယ္၊ ကိုလိုနီေခတ္က ဘဂၤါလီ ေတြဟာ ရခိုင္ျပည္ကို အလုပ္လာလုပ္တယ္၊ စပါးရိတ္တယ္။ လယ္ထြန္တယ္။ ၿပီးရင္ ျပန္သြားၾကတယ္၊ ဒါေပမယ့္ ဦးႏုက မဲရဖို ့အတြက္ မ်က္ႏွာသာေပးတာနဲ ့ဘဂၤါလီေတြဟာ ႏိုင္ငံေရးအဆင့္ထိကို တိုးတက္ လုပ္ေဆာင္လာတာကို ေတြ ့လာရတယ္။ သူတို ့အထဲက စူလတန္ မာမြတ္ဆိုတာ ဟာ ထင္ရွား တဲ့သူ တဦး ပါ၊ ရခိုင္ေတြရဲ႕ရတည ကေတာ့ ရခိုင္ျပည္နယ္ရရွိေရးကို တစိုက္မတ္မတ္ ဆက္လုပ္လာခဲ့တယ္။

ေျဖ။ ။ အဓိက အေၾကာင္းရင္းကေတာ့ ၁၉၅၈။ ၅၉။ ၆၀ ကာလမ်ားမွာ ဖလပလ ႏွစ္ျခမ္း ကြဲလာတယ္၊ ႏွစ္ျခမ္းကြဲလာေတာ့ ဖဆပလ အားနည္းလာတယ္၊ အဲဒီမွာ ဦးႏုက သူ ့ပါတီ အႏိုင္ရဖို ့ေမယုခရိုင္ကို ဘဂၤါလီ ေတြကို ၀င္ခြင့္ျပဳတယ္၊ အဲဒီလို ျပဳလုပ္ခဲ့ျခင္းက ဒီကေန႔ျပည္ပမွာ က်ယ္က်ယ္ေလာင္ေလာင္ အသံထြက္ေန တဲ့ ရိုဟင္ဂ်ာဆိုတဲ့ ျပႆနာေတြကို ျဖစ္ေပၚေစတဲ့ အေၾကာင္းအရင္းပါပဲ။

ေျဖ။ ။ ဒီရိုဟင္ဂ်ာ ဆိုတာျဖစ္လာဖို ့ရခိုင္ျပည္မွာ အရင္းခံတာက မူဂ်ာဟစ္ေတြျဖစ္တယ္။ သူတို ့ဟာ ရခိုင္ျပည္မွာ ေနရာရဖို ့ေျမရဖို ့သူပုန္ထၾကတယ္။ သူတို ့ဟာ အစက ဘဂၤလားေဒ့ရွ္က ဘဂၤါလီေတြပါ၊ ေရွးတုန္းက သူတို႔ေတြဟာ အလုပ္လုပ္ၿပီးရင္ သူတို ့ေနရပ္ကို ျပန္ၾကတယ္၊ ေနာက္ၾကာလာေတာ့ ဘဂၤလားေဒ့ရွ္ႏိုင္ငံ ကိုယ္တိုင္က လူဦးေရေပါမ်ားလြန္းလို႔ ေနရထိုင္ရအခက္အခဲ ရွိလာတယ္။ ဒီအခါ ဦးႏုက ေမယုခရိုင္အျဖစ္ သတ္မွတ္ထားတဲ့ ဘူးသီးေတာင္၊ ေမာင္းေတာ၊ ရေသ့ေတာင္နယ္ေတြကို မြတ္စလင္ ျပည္နယ္ ထူေထာင္ဖို႔ ့မူဂ်ာဟစ္ေတြ ႀကိဳးစားခဲ့တယ္၊ အဲဒီမူဂ်ာဟစ္ေတြက နာမည္သစ္ ရိုဟင္ဂ်ာကို တင္ သြင္းလာတဲ့အခါ ရခိုင္ေတြက လံုး၀လက္မခံပါဘူး၊ မိမိတိုင္းျပည္ရဲ့ နယ္ေျမေတြကိုေရာ ဘာသာ သာသနာ ကိုပါ အႏၱရာယ္ျပဳႏိုင္တဲ့ ဒီ ရိုဟင္ဂ်ာဆိုတာကို ရခိုင္ေတြက အသံကိုပင္ မၾကားႏိုင္တာျဖစ္တယ္။

ေျဖ။ ။ အင္မတန္ေမးသင့္တဲ့ ေမးခြန္းေကာင္းတခုပါပဲ၊ တကယ္ေတာ့ ဒီရိုဟင္ဂ်ာဆိုတာက အေပၚယံ ျပႆနာပါ၊ တကယ္နက္ရႈိင္းတဲ့ အရင္းခံက“အစၥလမ္၀ါဒ လႊမ္းမိုး ျပန္႔ပြားေရး”ဆိုတဲ့ဟာက အရင္းခံ ျပႆနာပါ၊ အဲဒီလႈပ္ရွားမႈကို ေက်ာေထာက္ေနာက္ခံျပဳေပးတာက အာဖရိကတိုက္ ေျမာက္ပိုင္းက တိုင္းျပည္ ေတြ၊ အေရွ႕အလယ္ပိုင္းက ႏိုင္ငံေတြက ေငြေၾကးေတြ၊ လက္နက္ေတြ စသျဖင့္ လုိအပ္တာေတြကို ထုနဲ႔ ထည္နဲ ့ပံ့ပိုးၿပီး လုပ္ေဆာင္ေနတာကို ေတြ ့ရတယ္၊ အေရွ ့ေတာင္အာရွကဆိုရင္ မေလးရွားႏိုင္ငံမွာရွိတဲ့ အဖြဲ႕အစည္းေတြက ဒါကို အားေပးတယ္။ မြတ္စလင္ ဘာသာျပန္႔ပြားဖို ့လႊမ္းမိုးဖို ့နယ္ေျမရရွိေစဖို ့အင္တိုက္ အားတိုက္ ကူညီတယ္၊ ဒါေၾကာင့္ သူတို ့ဟာ ရိုဟင္ဂ်ာအမည္ကို သံုးၿပီး ျမန္မာတိုင္းရင္းသား၊ ရခိုင္တိုင္းရင္း သား ျဖစ္ဖုိ ့အားထုတ္လာတယ္၊ တကယ္ေတာ့ ရိုဟင္ဂ်ာဆိုတာ လူမ်ိဳးလည္းမဟုတ္ဘူး၊ျမန္မာတိုင္းရင္းသား လည္းမဟုတ္ဘူး။

ေမး။ ။ ျပည္တြင္းမွာေတာ့ ရိုဟင္ဂ်ာဆိုတာကို နအဖက အသိအမွတ္လည္း မျပဳဘူး၊ ဘယ္တုန္းကမွလည္း မရွိခဲ့ဘူးလို႔ အတိအလင္းဆိုပါတယ္၊ ဒါေပမယ့္ ျပည္ပမွာရွိတဲ့ တိုင္းရင္းသား လူမ်ိဳးမ်ားေကာင္စီမွာ တိုင္းရင္း သား အခြင့္အေရးရဖို႔ ႀကိဳးစားေနတာေတြကိုေတာ့ ၾကားဖူးတယ္၊ ဒါေပမယ့္ ရခိုင္ေတြက ကန္႔ကြက္လို ့အခု အခ်ိန္ ထိေတာ့ ေအာင္ျမင္မႈမရေသးပါဘူး။ တိုင္းရင္းသားဆိုတာ ဘယ္သူေတြကို သတ္မွတ္ခဲ့ သလဲ ဆိုတာ ကို သိခ်င္ပါတယ္။

ေျဖ။ ။ ၁၉၇၈ ခုနွစ္က ရန္ကုန္မွာ လမ္းစဥ္ပါတီေခတ္က တိုင္းရင္းသားလူမ်ိဳးမ်ားနဲ ့ဆိုင္တဲ့ ဥပေဒတရပ္ကို သတ္မွတ္ဖို ့ဆရာေဒါက္တာေမာင္ေမာင္ရယ္၊ ဆရာႀကီး ဦးစံသာေအာင္ ရယ္။ က်ေနာ္တို ့ေတြ ့ဆံုေဆြးေႏြး ခဲ့ဖူးပါတယ္။ ေဒါက္တာေမာင္ေမာင္က ဥပေဒ ပညာရွင္၊ က်ေနာ္က သမိုင္း၊ ဦးစံသာေအာင္က အဲဒီတုန္း က အထက္တန္းပညာဦးစီးဌာနက ညႊန္ၾကားေရးမႉးခ်ဳပ္ေပါ့၊ ေနရာကေတာ့ ႏိုင္ငံေတာ္ေကာင္စီ ရံုးခန္းမွာပါ။

အဲဒီမွာ က်ေနာ္က ျမန္မာႏိုင္ငံရဲ႕ တိုင္းရင္းသားအျဖစ္ သတ္မွတ္ေရးအတြက္ဆိုရင္ ဘိုးေတာ္ဘုရား စစ္တမ္း ဆိုတာရွိတယ္၊ ခရစ္သကၠရာဇ္ ၁၈၀၀ ေက်ာ္ေလာက္က စစ္တမ္းေကာက္ခဲ့တာ၊ အဲဒါဟာ အင္မတန္ျပည့္စံု တယ္၊ အဲဒီမွာ ျမန္မာႏိုင္ငံအတြင္းမွာ ေနထိုင္လာတဲ့ လူမ်ိဳးေတြ အားလံုးကို က်က်နန စစ္တမ္းေကာက္ထား တာရွိတယ္၊ ရခိုင္ေတြ၊ ကရင္ေတြ၊ မြန္ကိုေတာ့ တလိုင္းလို႔ေခၚတယ္၊ အဲဒီဟာကို မူတည္ၿပီးရင္ ဆံုးျဖတ္ရင္ မေကာင္းဘူးလားလို႔ က်ေနာ္က အႀကံေပးတယ္။

အဲဒီအခါ ဆရာေဒါက္တာေမာင္ေမာင္က မေစာလြန္းဘူးလားလို႔ျပန္ေမးတယ္၊ ဒါဆိုရင္ သမိုင္းမွာအေရးပါတဲ့ အလွည့္အေျပာင္းျဖစ္တဲ့ ခရစ္သကၠရာဇ္ ၁၈၂၄ ခုႏွစ္က စသင့္တယ္လို႔ေျပာခဲ့တယ္၊ ၁၈၂၄ က ျမန္မာျပည္ ကို အဂၤလိပ္ေတြစသိမ္းတဲ့ ႏွစ္ပါ၊ ဒါကို ေဒါက္တာေမာင္ေမာင္က သေဘာတူလို႔ အဲဒီမတိုင္မီက ေနထိုင္ခဲ့တဲ့ လူမ်ိဳးေတြကို တိုင္းရင္းသားလူမ်ိဳးမ်ား အျဖစ္ သတ္မွတ္တယ္လို ့ ဥပေဒ ျပဳခဲ့တယ္။ ဒါေပမယ့္ ရိုဟင္ဂ်ာဆို တဲ့ အသံုးအႏႈန္း မရွိခဲ့ဘူး။

ေဒါက္တာေအးေက်ာ္ကို ၁၉၃၉ ခုႏွစ္ က ရခိုင္ျပည္နယ္ ေတာင္ကုတ္ၿမိဳ႕နယ္ တန္းလြဲေခ်ာင္း ႐ြာမ ရြာသစ္ တြင္ ေမြးဖြားခဲ့သည္။

Australia. 1979 စသည့္ ဘြဲ႔မ်ားကို ရရွိခဲ့သည္။

ျမန္မာျပည္မွာ ဒီမုိကေရစီစနစ္တည္ေဆာက္ခ်င္တဲ့ အရပ္သားအဖြဲ႔အစည္းေတြနဲ႔ စစ္အစုိးရတုိ႔ ေစ့စပ္ေဆြးေႏြးတဲ့အဆင့္ကုိ မေရာက္ႏုိင္ေသးဘဲ လိပ္ခဲတည္းလည္းျဖစ္ေနရတဲ့ အေျခခံအေၾကာင္းတခုက အရပ္သားရဲ႕ သမုိင္းအျမင္နဲ႔ စစ္သားရဲ႕ သမုိင္းအျမင္ ကြဲျပားျခားနားေနလုိ႔ပါပဲ။ စစ္တပ္တုိင္းမွာ သီးျခားအသြင္လကၡဏာရွိတယ္။ အရပ္သားနဲ႔စစ္သားဟာ သမုိင္းအျမင္ခ်င္း မတူတာမ်ားပါတယ္။ စစ္ဗိုလ္ရဲ႕ အေတြးအေခၚဟာ စစ္တပ္ရဲ႕သမုိင္းအျမင္က လႊမ္းမုိးေလ့ရွိတယ္။
အရပ္သားဟာ သူေတြ႔ရွိတဲ့ အခ်က္အလက္ေပၚမွာမူတည္ၿပီး သမုိင္းေရးတယ္။ မိမိေတြ႔ရွိတဲ့ အခ်က္အလက္ကုိလုိက္ၿပီး သုံးသပ္မႈနဲ႔ အဓိပၸာယ္ေဖာ္မႈလည္း ေျပာင္းသြားရပါတယ္။ ကုိယ္ျဖစ္ခ်င္တာကုိ ေရးလုိ႔မရဘူး။ ကုိယ္ထင္တာကုိမေရးဘဲ ေတြ႔တဲ့အတုိင္းေရးတာကုိ သတၱိရွိတယ္လုိ႔ ေျပာတာပါပဲ။ ဗမာစစ္တပ္က သမုိင္းေရးသလုိ လုိခ်င္တာေတြထည့္ၿပီး မလုိခ်င္တာ ကုိ ဖယ္ထုတ္လုိ႔မရပါဘူး။ လူသတ္တာကုိ ကယ္တင္တာလုိ႔ ေရးလုိ႔မရပါဘူး။ အေနာက္တုိင္းမွာ နာမည္ႀကီးတဲ့ စစ္သမုိင္းဆရာေတြဟာ အရပ္သားေတြပါ။ ဗမာျပည္မွာေတာ့ စစ္ဗုိလ္ကသာ စစ္သမုိင္းကုိ ေရးခြင့္ရွိသလုိ ျဖစ္ေနတယ္။
စစ္တပ္ကုိအယုံတင္သြင္းရာမွာ သမုိင္းကုိ ၀ါဒျဖန္႔ပစၥည္းအျဖစ္ အသုံးျပဳၿပီး ပုံႀကီးခ်ဲ႕ေလ့ရွိတယ္။ ဒီလုိေျပာပါမ်ားလာေတာ့ စစ္ေခါင္းေဆာင္ေတြကုိယ္တုိင္ ဂ်ပုိးကုိလိပ္လုိ႔ ယုံၾကည္လာတာပါပဲ။ ဒါကုိ စိတ္ပညာမွာ auto-suggestion လုိ႔ေခၚတယ္။ ၂၀ ရာစုအေစာပုိင္းမွာ ျပင္သစ္စိတ္ပညာရွင္တဦး Emile Coue 1857-1926 ေတြ႔တဲ့နည္းပါ။ မိမိကုိယ္မိမိ ကယ္တင္ရွင္လုိ႔ အႏွစ္ (၅၀) နီးပါး ၀ါဒျဖန္႔လာတဲ့ စစ္ေခါင္းေဆာင္ေတြဟာ သူတုိ႔၀ါဒျဖန္႔တာကုိ သူတုိ႔ကုိယ္တုိင္ ျပန္ယုံေနတဲ့အတြက္ ေနရာတကာ စစ္ဗိုလ္က ဦးေဆာင္ခြင့္ရွိေၾကာင္း ဥပေဒျပဳတာျဖစ္တယ္။
ဥပမာ အေမရိကန္နဲ႔ အဂၤလိပ္ စစ္အင္အားႀကီးမားလုိ႔ ဂ်ပန္စစ္႐ႈံးရတာ တကမာၻလုံး သိတယ္။ ဂ်ပန္႔လက္ေအာက္ခံ ဗမာစစ္တပ္က ဂ်ပန္ကုိေတာ္လွန္ၿပီး အဂၤလိပ္နဲ႔ အေမရိကန္ဘက္က ကူတုိက္ေပးတယ္။ ဗမာစစ္တပ္ မကူလည္း အဂၤလိပ္/အေမရိကန္က ႏုိင္မွာပါပဲ။ ဗမာစစ္တပ္က ေတာ္လွန္လုိ႔ ဂ်ပန္စစ္႐ႈံးတာမဟုတ္ဘူး။ ဂ်ပန္ကုိ ေတာ္လွန္တဲ့အတြက္ ဗမာစစ္တပ္သာ အျမတ္ထြက္သြားတယ္။ ဂ်ပန္နဲ႔လက္တြဲၿပီး အဂၤလိပ္၊ အေမရိကန္တပ္ကုိ သြားတုိက္မယ္ဆုိရင္ ဗမာစစ္တပ္ဟာ အိႏၵိယလြတ္လပ္ေရးတပ္ဖြဲ႔လုိ အဂၤလိပ္စစ္တပ္ရဲ႕ ကူလီဘ၀ကုိ ေရာက္သြားမွာ ေသခ်ာတယ္။
ဒီအျဖစ္အမွန္ကုိမထုတ္ေဖာ္ဘဲ တပ္မေတာ္ကေတာ္လွန္လုိ႔သာ ဂ်ပန္စစ္႐ႈံးသလုိလုိ တျပည္လုံးကုိ ၀ါဒျဖန္႔ထားတာ စစ္တပ္ရဲ႕ သမုိင္းအျမင္ပါပဲ။ ဗမာစစ္တပ္တုိက္ယူလုိ႔ လြတ္လပ္ေရးရတာလုိ႔ စစ္ဗိုလ္ေတြယူဆထားတာဟာ မွားယြင္းတဲ့သမုိင္းအျမင္ပါ။ ျမန္မာ့လြတ္လပ္ေရးလႈပ္ရွားမႈသမုိင္းမွာ ဖက္ဆစ္ေတာ္လွန္ေရးဟာ အခန္းက႑ေလးတခုသာျဖစ္တယ္။ စစ္ၿပီးေခတ္ လြတ္လပ္ေရးႀကိဳးပမ္းမႈဟာ ႏွလုံးရည္တုိက္ပြဲသာျဖစ္တယ္။ အဲဒီအခ်ိန္မွာ ဗမာစစ္တပ္ဟာ အဂၤလိပ္စစ္တပ္ရဲ႕ လက္ေအာက္ခံ ျဖစ္ေနလုိ႔ လြတ္လပ္ေရးလႈပ္ရွားမႈမွာ တုိက္႐ုိက္မပါ၀င္ႏုိင္ခဲ့ဘူး။
ေခတ္ပညာတတ္ စစ္ဗိုလ္ဆရာ၀န္ စာေရးဆရာ ေဒါက္တာေမာင္ေမာင္ညိဳ လုိဟာမ်ဳိးကေတာင္ ဂ်ပန္ေတာ္လွန္ေရးကုိ အႀကီးအက်ယ္ ေအာက္ေမ့ေနတယ္။ ၁၉၇၃ ခုနွစ္က တုိက်ဳိမွာ က်ေနာ္ သမုိင္းသုေတသနလုပ္ေနတုန္း ေဒါက္တာေမာင္ေမာင္ညိဳနဲ႔ ခဏဆုံမိေတာ့ ဂ်ပန္ေတာ္လွန္ေရးအေၾကာင္း ဘာေတြေရးထားသလဲလုိ႔ သူကေမးတယ္။ ဂ်ပန္ေတာ္လွန္ေရးကုိ အေလးအနက္ထားသူ သိပ္မရွိေၾကာင္း ေျပာျပေတာ့ ေဒါက္တာေမာင္ေမာင္ညိဳ အေတာ္မေက်မနပ္ ျဖစ္သြားတယ္။ ဂ်ပန္ေတာ္လွန္ေရးကုိ ေမွးမွိန္ေသးသိမ္ေအာင္ က်ေနာ္က တမင္ေျပာတဲ့ပုံစံနဲ႔ သူ႔ခရီးသြားမွတ္တမ္းမွာ ၁၉၇၇ က ေရးထားတယ္။ စစ္ဗုိလ္ဆရာ၀န္ ေဒါက္တာေမာင္ေမာင္ညိဳလည္း စစ္တပ္၀ါဒျဖန္႔တာကုိ ယုံၾကည္သူပါပဲ။
အခုေတာ့ ဂ်ပန္ကုိ ဗမာစစ္တပ္က တြန္းလွန္လုိက္တယ္ဆုိတဲ့ စိတ္ကူးယဥ္ခ်က္ကုိ အမ်ားယုံၾကည္လာေအာင္ ပုံႀကီးခ်ဲ႕၀ါဒျဖန္႔ၿပီး ႏုိင္ငံေရးအာဏာကုိ လက္၀ါးႀကီးအုပ္ထားတယ္။ ဂ်ပန္ကုိ တုိက္ထုတ္သူဟာ ဗမာစစ္တပ္ျဖစ္ေၾကာင္း ပုံႀကီးခ်ဲ႕တာကုိနားေထာင္ၿပီး လူငယ္ေတြ ႀကီးျပင္းလာရတယ္။ ဗမာစစ္တပ္ရဲ႕ ပုံႀကီးခ်ဲ႕ဇာတ္လမ္းအရ အဂၤလိပ္စစ္တပ္၊ အေမရိကန္စစ္တပ္၊ တ႐ုတ္၊ ကရင္၊ ကခ်င္၊ ခ်င္း၊ နာဂနဲ႔ ျမန္မာအရပ္သားေတြကေတာ့ ဂ်ပန္ေတာ္လွန္ေရးမွာ မပါသလုိ ျဖစ္ေနတယ္။
တကယ္ေတာ့ ဂ်ပန္ေတာ္လွန္ေရးကုိ ပထမဆုံး စတင္ဆင္ႏႊဲသူဟာ ကရင္နဲ႔ ခ်င္းအမ်ဳိးသားေတြပါ။ ကရင္တုိင္းရင္းသားေတြနဲ႔ အတူ ပထမဆုံးေသာ ဂ်ပန္ဆန္႔က်င္ေရးတုိက္ပြဲ ဦးေဆာင္ဆင္ႏႊဲခဲ့သူ ၿဗိတိသွ်ဗိုလ္မႉး Hugh Paul Seagrim ျဖစ္တယ္။ ကရင္ေျပာက္က်ားအဖြဲ႔က ဂ်ပန္စစ္တပ္ကုိ ပထမဆုံးေတာ္လွန္တာျဖစ္တယ္။
၁၉၄၂ ခုႏွစ္ ေဆာင္းဦးရာသီမွာ ကေလးၿမိဳ႕ကုိ ဂ်ပန္သိမ္းပုိက္ထားတုန္း ကင္းလွည့္တဲ့ ဂ်ပန္စစ္သားကုိ ဇုိျပည္သူ႔စစ္က ေျဖာင္ပစ္တဲ့အတြက္ အဲဒီအခ်ိန္ကတည္းက ခ်င္းေတာ္လွန္ေရးစတယ္လုိ႔ ဆုိႏုိင္ပါတယ္။ ကေလးၿမိဳ႕အနီးမွာ ဂ်ပန္တပ္ဖြဲ႔တဖြဲ႔ အနားယူေနစဥ္ ၁၉၄၂ ခုႏွစ္ ဒီဇင္ဘာ (၂၃) ရက္ေန႔မွာ ဇုိျပည္သူ႔စစ္က လွ်ပ္တျပက္၀င္တုိက္လုိ႔ ဂ်ပန္ (၁၂) ဦး က်သြားတယ္။ ဒီတုိက္ပြဲသတင္းကုိ ဒီဇင္ဘာ (၂၆) ရက္ေန႔မွာ ဘီဘီစီအဂၤလိပ္ပုိင္းက ေၾကညာတယ္။ ဒါဟာ အရပ္သားေရးတဲ့ သမုိင္းပါ။ စစ္တပ္ကုိ ကယ္တင္ရွင္လုိ႔ ျပည္သူလူထုက မယူဆပါဘူး။
စစ္ေခါင္းေဆာင္ကုိ သစၥာရွိတဲ့စစ္တပ္ဟာ အဲဒီစစ္ေခါင္းေဆာင္အလြဲသုံးစားလုပ္တာကုိ ခံရတယ္။ ဗုိလ္ေန၀င္းနဲ႔ ဗုိလ္သန္းေရႊဟာ သာဓကေတြပဲ။ ဒီကေန႔ စစ္ဗိုလ္ေတြလက္ခံတဲ့ ႏုိင္ငံေရးအယူအဆကုိ ေနာက္တေန႔မွာ စစ္ဗိုလ္ေတြ ေမ့သြားႏုိင္တယ္။ ၁၉၆၂ ကစၿပီး ဗမာစစ္တပ္တခုလုံးက ယုံၾကည္ပါတယ္လုိ႔ ေႂကြးေၾကာ္ခဲ့တဲ့ ဆုိရွယ္လစ္၀ါဒကုိ ၁၉၈၈ ေရာက္ေတာ့ ယုံၾကည္တဲ့စစ္ဗိုလ္ တေယာက္မွမရွိေတာ့ဘူး။ ဒါဟာ ဗမာစစ္ဗိုလ္ေတြရဲ႕ ခံယူခ်က္လား။
အျပင္လူက ျမန္မာျပည္ကုိ နားလည္ဖုိ႔လုိအပ္သလုိ ျမန္မာေတြကလည္း မိမိကိုယ္မိမိ အကဲျဖတ္ဖုိ႔လုိအပ္ေၾကာင္း အေမရိကန္သမုိင္းဆရာႀကီး ဂြန္ေကဒီ ၁၉၅၇ ခုႏွစ္က ေျပာဖူးတယ္။ ဗမာစစ္အစုိးရက အႏွစ္ (၅၀) နီးပါး ကုိယ္ရည္ေသြး ၀ါဒျဖန္႔ခဲ့တာေၾကာင့္ ျမန္မာ့သမုိင္းျဖစ္ရပ္မွန္ကုိ သိႏုိင္ဖုိ႔ မလြယ္ပါဘူး။ အျဖစ္မွန္ကုိမသိရင္ တဘက္နဲ႔တဘက္ နားလည္ဖုိ႔နဲ႔ ျပႆေျဖရွင္းဖုိ႔ ခက္ခဲႏုိင္တယ္။
ဥပမာ အဂၤလိပ္ကုိလုိနီနယ္ခ်ဲ႕ဟာ တုိင္းရင္းသားလူမ်ဳိးေတြကုိ စိတ္၀မ္းကြဲျပားေအာင္လုပ္ၿပီး ျမန္မာျပည္ကုိ ေသြးစုပ္ျခယ္လွယ္ တယ္ဆုိတာနဲ႔ ဖက္ဆစ္ေတာ္လွန္ေရးဆင္ႏႊဲလုိ႔ လြတ္လပ္ေရးရတာဆုိတဲ့ ၀ါဒျဖန္႔ခ်က္ေတြကုိ ယုံၾကည္ေလေလ တုိင္းရင္းသားျပႆနာ ေျဖရွင္းရတာ ခက္ေလေလပါပဲ။ ျမန္မာ့ျပႆနာဟာ တုိင္းရင္းသားအေရးမွာ အေျခခံတယ္လုိ႔ဆုိတယ္။ ဗမာလူမ်ဳိး ေရာက္မလာမီကတည္းက ျမန္မာျပည္မွာ တုိင္းရင္းသားအမ်ဳိးမ်ဳိးရွိေနတယ္။ တုိင္းရင္းသားေတြဟာ ဗမာမင္းကုိ သစၥာခံလုိက္၊ တ႐ုတ္လက္ေအာက္ေရာက္သြားလုိက္၊ ထုိင္းကုိသစၥာခံလုိက္နဲ႔ ေနာက္ဆုံး အဂၤလိပ္လက္ထက္ေရာက္ေတာ့မွ သူတုိ႔ဘ၀ဟာ လုံၿခံဳသြားတဲ့သေဘာပါပဲ။ ေရွးကတည္းက ဗမာမင္းနဲ႔ တုိင္းရင္းသားေတြ အကြဲကြဲအၿပဲၿပဲျဖစ္လာတာကုိ အဂၤလိပ္က လုိသလုိ အသုံးခ်သြားတာပါပဲ။
ဖက္ဆစ္ဂ်ပန္စစ္ဗိုလ္ကလည္း သူ႔ကုိယ္သူကုိယ္ ကယ္တင္ရွင္လုိ႔ ယူဆတာပဲ၊ ၁၉၄၅ မွာ ဂ်ပန္လက္နက္ခ်ၿပီး စစ္တပ္တခုလုံး ဖ်က္သိမ္းလုိက္ေတာ့မွ ကယ္တင္ရွင္၀ါဒ နိဂုံးခ်ဳပ္သြားတယ္။ စစ္ၿပီးေခတ္ဂ်ပန္မွာ ႏွစ္ေပါင္းအေတာ္ၾကာ စစ္တပ္မရွိဘူး။ အေမရိကန္စစ္တပ္နဲ႔ ဂ်ပန္အရပ္သားအစုိးရက ပူးတြဲအုပ္ခ်ဳပ္ပါတယ္။ စစ္ဗိုလ္ေတြေၾကာင့္ တုိင္းျပည္ပ်က္စီးခဲ့ရတဲ့အေျဖစ္ကုိ နာၾကည္းခဲ့တဲ့ ဂ်ပန္ႏုိင္ငံမွာ စစ္မႈထမ္းအလုပ္ကုိ ဂုဏ္ယူစရာလုိ႔ မယူဆၾကေတာ့ဘူး။ စစ္႐ႈံးလုိ႔ရရွိလုိက္တဲ့ အက်ဳိးအျမတ္ကေတာ့ ဂ်ပန္ျပည္မွာ စစ္၀ါဒကြယ္ေပ်ာက္ၿပီး ဒီမုိကေရစီစနစ္ ထြန္းကားလာတာပါပဲ။

ဗမာျပည္ကမီဒီယာေတြကို ဖတ္ၾကည့္တဲ့အခါ ဗမာျပည္ႏိုင္ငံေရးမွာ ႐ႈပ္ေထြးစရာေတြေပၚလာမယ့္ လကၡဏာေတြ ေတာ္ေတာ္ေတြ႔လာေနရပါတယ္။ ဒီၾကားထဲ အေမရိကန္ႏိုင္ငံက ေပၚလစီေျပာင္းမယ္ဆိုတဲ့ သတင္းကလည္းရွိေနေတာ့ မၾကာခင္မွာ အသံေတြပိုစီညံလာဦးမွာ ေသခ်ာေနပါတယ္။

ဒါေပမယ့္ ဘယ္လိုေလသံေတြပဲျဖစ္ေနေန၊ အဆံုးမွာသတၱဳခ်လိုက္ရင္ေတာ့ ေျပာဆိုေနၾကတာဟာ နအဖက က်င္းပမယ့္ လာမယ့္ ေရြးေကာက္ပြဲကို ၀င္မလား၊ မ၀င္ဘူးလားဆိုတဲ့ႏွစ္ခုပါပဲ။ ၾကားမရွိဘူးလို႔ေတာင္ ေျပာရင္ရပါတယ္။

ဒီေ႐ြးေကာက္ပြဲကို၀င္ဖို႔ တိုက္တြန္းသူေတြထဲမွာ ကိုယ္တိုင္၀င္မယ့္လူလည္းရွိ၊ ကိုယ္တိုင္မ၀င္ဘဲ ေဟာေျပာတရားခ်တာ သက္သက္လုပ္ေနသူေတြလည္းရွိ၊ လူအမ်ိဳးအမ်ိဳးပဲဆိုတာ ေတြ႔ရမွာပါ။ ဒီအထဲက တခ်ိဳ႕ကဆိုရင္ အိုဘားမားနဲ႔ ေဒၚကလင္တန္ေတာင္မွ သူတို႔ရဲ႕ေနာက္ကို္ လိုက္လာတယ္လို႔ ေျပာခ်င္ဟန္ရွိပါတယ္။

ဒီလိုေရြးေကာက္ပြဲအတြက္ ေတာေျခာက္ေပး၊ ေဘးတီးေပးသူေတြအထဲမွာ တခ်ိဳ႕က ဒီလိုလုပ္တာဟာ သူတို႔ ကိုယ္က်ိဳးအတြက္မဟုတ္ပါဘူး၊ သူတို႔ကိုယ္တိုင္လည္း ဒီေရြးေကာက္ပြဲကိုမ၀င္ပါဘူးလို႔ ဆိုၾကပါတယ္။ ဟုတ္ပါတယ္။ သူတို႔ရဲ႕အသက္အရြယ္အရ ျဖစ္ေစ၊ သူတို႔ရဲ႕သုညနားကပ္ေနတဲ့ ႏိုင္ငံေရးဂုဏ္သိကၡာအရပဲျဖစ္ေစ၊ သူတို႔ဟာ ေရြးေကာက္ပြဲကို ၀င္ခ်င္လို႔လည္း ၀င္လို႔မရပါဘူး။ သူတို႔ဟာ ဒီေန႔ နအဖရဲ႕ အဓိကရန္ဘက္စာရင္းမွာပါေနတဲ့ အမ်ိဳးသားဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္၊ ဗကပ စတာေတြထဲမွာ ပါဖူးပါတယ္။ လက္နက္လည္းခ်ဖူးၾကပါတယ္။ ဒီေတာ့ “တခါလက္နက္ခ်ဖူးရင္ အႀကိမ္ႀကိမ္လက္နက္ခ်ေနရတယ္” ဆိုတဲ့့ လက္နက္ခ်တို႔ရဲ႕ အစဥ္အလာအတုိင္း မေသမခ်င္း တိုင္းျပည္မွာအေရးႀကီးတဲ့ ကိစၥေပၚလာတိုင္း စစ္အုပ္စုက လိုအပ္တယ္ဆိုရင္ ေထာက္ခံစာေတြ ေရးေပးေနရတာပါပဲ။ သူတို႔ကိုယ္တိုင္ကေတာ့ လူထုအေပၚဘာၾသဇာမွမရွိေတာ့ပါဘူး။ ဒါေပမယ့္ သူတို႔က အဂၤလိပ္စကားလံုးေတြနဲ႔ သေဘာတရားေတြထုတ္တတ္ေတာ့ နအဖကိုလည္းဖားခ်င္၊ ဘာသေဘာတရားအေၾကာင္းျပခ်က္နဲ႔ ဖားရမွန္းမသိ ျဖစ္ေနသူေတြအတြက္ အေထာက္အကူ ျဖစ္ေစပါတယ္။
ေနာက္ၿပီး နအဖကိုဖားခ်င္လို႔ျဖစ္ေစ၊ ပညာတတ္ဂိုက္ ဖမ္းခ်င္လို႔ျဖစ္ေစ သူတို႔ေရးတာေတြကို ေဖာ္ျပေပးေနတဲ့ မီဒီယာေတြလည္း ရွိေနပါတယ္။ ဒါေၾကာင့္ သူတို႔ေရးတာ၊ ေျပာတာေတြဟာ တခ်ိဳ႕လူေတြအတြက္ေတာ့ အသံုး ၀င္တန္ဖိုးရွိတယ္လို႔ပဲ ေျပာရမယ္ထင္ပါတယ္။ ျပည္တြင္းက ၿမိဳ႕ေပၚမွာေနသူေတြဆိုေတာ့ သူတို႔ဟာ သူတို႔နဲ႔ၿပိဳင္ျငင္းလို႔ မရမွန္းသိထားတဲ့အတိုင္း လူတကာကိုတိုက္ခိုက္တာ ဆြတာေတြလုပ္ၾကပါတယ္။ တခါတေလမွာ သက္ေတာ္ရွည္ ဆရာ ဒဂံုတာရာကို ေသေဖာ္ညိႇတာလည္း လုပ္ၾကပါတယ္။ ဆရာ့ခမ်ာ ဒင္းတို႔မို႔ေပကိုးဆိုၿပီး မသိဟန္ဘဲ ေဆာင္ေနရဟန္ တူပါတယ္။ ဒါေပမယ့္ သူတို႔ခမ်ာ ဖားသာဖားရ မ်က္မာန္ရွမွာကိုေတာ့ ေၾကာက္ေနရတဲ့ လကၡဏာေတြလည္း ျမင္ေနရပါတယ္။

ေနာက္တမ်ိဳးက စီးပြားေရးလုပ္ငန္းရွင္၊ ပညာတတ္လို႔ ဆိုရမယ့္သူေတြျဖစ္ပါတယ္။ သူတို႔က မေ၀းလွတဲ့ ကုန္လြန္ ေလၿပီးတဲ့သမိုင္းမွာ ဗိုလ္ခင္ၫြန္႔နဲ႔နီးစပ္၊ ပတ္သက္ဖူးတယ္လို႔ နားလည္ရပါတယ္။ သူတို႔က ေငြေၾကးတတ္ႏိုင္ေတာ့ ကိုယ္ပိုင္မီဒီယာလည္းရွိတယ္၊ ျပည္ပအဆက္အသြယ္ေတြလည္း ရွိပါတယ္။ ကမာၻအႏွံ႔ရွိ ႐ႈပ္ေထြးလွတဲ့ အန္ဂ်ီအိုကြန္ ရက္ေတြနဲ႔လည္း ပတ္သက္ေနၾကပါတယ္။ သူတို႔က ေရြးေကာက္ပြဲကို ၀င္မယ့္လကၡဏာေတြေဖာ္ျပေနပါတယ္။ ဒါေပမယ့္ ေငြေၾကးရွင္လည္းျဖစ္၊ ပညာတတ္လည္းျဖစ္ဆိုေတာ့ သူမ်ားလိုျပာျပာသလဲမျဖစ္၊ တည္တည္ၿငိမ္ၿငိမ္နဲ႔ေျပာႏိုင္၊ လႈပ္ရွား ႏိုင္ၾကပါတယ္။ သူတို႔မွာက နအဖစစ္အုပ္စုထဲက ဘယ္ထိပ္သီးနဲ႔အဆက္အသြယ္ရွိတယ္ဆိုတဲ့ အရည္အေသြးမ်ိဳး ေတြလည္း ရွိေနပါေသးတယ္။ ဒါေၾကာင့္ ဒီေရြးေကာက္ပြဲနဲ႔ သူတို႔ရဲ႕စီးပြားေရးတိုးခ်ဲ႕မႈဟာ ကင္းမွကင္းရဲ႕လားလို႔ တခ်ိဳ႕က ေတြး ေနၾကပါတယ္။ သူတို႔ေျပာတဲ့ သေဘာတရားေတြမွာ နားေယာင္စရာ ရွိေကာင္းရွိႏိုင္ေပမယ့္ သူတို႔ဘာေၾကာင့္ ဒီေရြးေကာက္ ပြဲကို ေထာက္ခံပါ၀င္ခ်င္ၾကတယ္ ဆိုတာကေတာ့ ရွင္းေနတယ္လို႔ ထင္ပါတယ္။

ဒီလိုအမ်ိဳးအစားေတြခြဲေျပာၿပီဆိုရင္ တစညလို တပ္မေတာ္အရာရွိေဟာင္းမ်ားကိုလည္း ခ်န္ထားလို႔မျဖစ္ပါဘူး။ သူတို႔ကိုခ်န္လွပ္လို႔မရေပမယ့္ သူတို႔ရဲ႕ေတြးေခၚနည္း၊ ေျပာၾကားခ်က္စတာေတြကေတာ့ လူတိုင္းအဖို႔ဘာမွမဆန္း၊ ႐ႈပ္ေထြး စရာလည္းမရွိတာမို႔ ဒီေဆာင္းပါးထဲမွာ ခ်န္လွပ္ထားခဲ့ပါမယ္။ တစညပဲ၊ ဒီလိုပဲ ေျပာေတာ့မေပါ့လို႔သာ မွတ္ထားလိုက္ၾကပါစို႔။

ဒါ့အျပင္ ေနာက္တမ်ိဳးကေတာ့ လူသစ္တန္းလို႔ေျပာရင္ ရမလားပါပဲ၊ သူတို႔က ပိုေျခသြက္ပါတယ္။ ပိုၿပီး မ်က္ႏွာေျပာင္တယ္လို႔ ေျပာရင္ေတာင္ရမလားပါပဲ။ တကယ္က သူတို႔ထဲက တခ်ိဳ႕ဟာ ရွစ္ေလးလံုး အေရးေတာ္ပံုတုန္းက အဖြဲ႔အစည္းတခ်ိဳ႕မွာ တတိယတန္းေခါင္းေဆာင္ေလာက္လုပ္ဖူးၿပီး အေျခအေနဆိုးလာေတာ့ ထိုင္သြား၊ ငုပ္သြားသူေတြ ျဖစ္ပါတယ္။ သူတို႔အေနနဲ႔ ရွစ္ေလးလံုးေခါင္းေဆာင္ေတြအေပၚ အာဃာတေတြထားေၾကာင္း ေဖာ္ျပတာလည္း တခါတရံမွာ ေတြ႔ရပါတယ္။ ဒီအမ်ိဳးအစားထဲမွာ သတိမျပဳဘဲမေနႏိုင္တဲဲ့ ေဒြးေရာယွက္တင္ ျဖစ္ေနသူေတြလည္း ရွိပါေသးတယ္။ အဲဒါေတြကေတာ့ ႀကံ့ဖြံ႔လိုဟာ၊ သတင္းေပးလိုဟာေတြပါ ေရာပါေနတာျဖစ္ပါတယ္။ အခုေဖာ္ျပခဲ့သူ အားလံုးထဲမွာ သူတို႔ဟာ အျပတ္သားဆံုးလို႔ ေတာင္ဆိုႏိုင္ပါတယ္။ သူတို႔က ဘာမွမေၾကာက္ဘူး ဆိုတာမ်ိဳးလည္း ႀကံဳတိုင္းလိုလို ေဖာ္ျပၾကပါတယ္။ အင္တာနက္မွာလည္းက်က္စား၊ သူတို႔ရဲ႕ဖုန္းနံပါတ္ေတြကိုေၾကညာ၊ ကိုယ့္ကိုယ္ကိုယ္ အျပတ္ေၾကာ္ျငာေနၾကပါတယ္။ ဒါ့အျပင္သူတို႔က ျပည္ပမီဒီယာေတြထဲမွာ “စိမ္ေခၚလို႔ကေတာ့ တိမ္ေပၚကိုေတာင္ တက္ထိုးမယ္” ဆိုတာမ်ိဳးကိုလည္း ေျပာၾကပါတယ္။ သူတို႔ဦးတည္တာက နအဖဆန္႔က်င္သူ အားလံုးကို ျဖစ္ပါတယ္။ ဒီလိုအခါမွာ သူတို႔ကို နအဖက

ဇြန္လအတြင္းက ျဖစ္ပြားခဲ့ေသာ ဒီမိုကရက္တစ္ တိုးတက္ေသာ ဗုဒၶဘာသာ ကရင္တပ္မေတာ္ DKBA ႏွင့္ ကရင္အမ်ဳိးသားအစည္းအ႐ံုး KUN အၾကား တိုက္ပြဲမ်ား ျဖစ္ပြားခဲ့သည့္အတြက္၎၊ DKBA တပ္ဖြဲ႔မ်ားက အဆိုပါေဒသကို ထိန္းခ်ဳပ္ရန္ ႀကိဳးစားေနသည့္အတြက္ ေပၚေပါက္လာသည့္ လူ႔အခြင့္အေရး ခ်ဳိးေဖာက္မႈမ်ားေၾကာင့္၎၊ ထိုင္းႏို္င္ငံသို႔ ဒုကၡသည္ ၄၈၆၂ ဦး ထြက္ေျပးေရာက္ရွိလာခဲ့သည္။ ယင္းတို႔သည္ ထိုင္းႏိုင္ငံ နယ္စပ္တေလွ်ာက္ ဖြင့္လွစ္ထားရွိေသာ ဒုကၡသည္စခန္းမ်ားတြင္ နဂိုကတည္းက ေရာက္ရွိၿပီျဖစ္ေသာ ေသာင္းႏွင့္ခ်ီသည့္ ဒုကၡသည္မ်ားႏွင့္ ပူးေပါင္းမိကာ အေရအတြက္မ်ား ထပ္တုိးသြားၾကသည္။
ထိုင္းႏိုင္ငံတြင္းသို႔ ဇြန္လအတြင္းက ထြက္ေျပးေရာက္ရွိလာခဲ့ေသာ ဒုကၡသည္မ်ားကို ထိုင္းႏိုင္ငံတြင္းသို႔ လံုၿခံဳစိိတ္ခ်စြာ ျဖတ္ေက်ာ္ခြင့္ေပး၍ ခုိလံႈခြင့္ေပးခဲ့သည့္အတြက္ ႏုိင္ငံတကာ ဒုကၡသည္မ်ားအဖဲြ႔ - Refugees International (RI) အဖြဲ႔ႀကီးက ထိုင္းအရာရွိမ်ားကို ခ်ီးက်ဴးေျပာဆိုလိုက္သည္။ အဆိုပါဒုကၡသည္မ်ားကို လိုအပ္ေသာ လူသားခ်င္းစာနာသည့္ အကူအညီမ်ား ခ်က္ခ်င္းေပးအပ္ႏိုင္ေအာင္ ကူညီေဆာင္ရြက္ေပးႏိုင္ေရး ညႇိႏိႈင္းေဆာင္ရြက္ခဲ့ၾကသည့္အတြက္လည္း ႏိုင္ငံတကာအဖြဲ႔အစည္းမ်ားႏွင့္ ေဒသခံအစိုးရမဟုတ္သည့္ အဖြဲ႔အစည္းမ်ားကိုလည္း အလားတူ ခ်ီးက်ဴးဂုဏ္ျပဳလိုက္သည္။
ယခုေႏြရာသီက ျဖစ္ပြားခဲ့ေသာ တိုက္ခိုက္မႈမ်ားသည္ စစ္အစိုးရ၏ မူ၀ါဒျဖစ္ေသာ တိုင္းရင္းသား အပစ္ရပ္အဖြဲ႔မ်ားကို အသစ္ဖြဲ႔စည္းမည့္ နယ္ျခားေစာင့္တပ္ဖြဲ႔ BGF အျဖစ္ အသြင္ေျပာင္းေပါင္းစည္းေရး၏ တိုက္႐ိုက္အက်ဳိးသက္ေရာက္မႈအျဖစ္ ရႈျမင္ၾကသည္။ ေအာက္တိုဘာလတြင္ ထိုသို႔ ပူးေပါင္းအသြင္ေျပာင္းျခင္း မျပဳမီ နယ္ေျမမ်ားမ်ားကို ပိုမိုထိန္းခ်ဳပ္ထားလိုသည့္အတြက္ DKBA က ထိုသို႔တိုက္ခိုက္ခဲ့ျခင္း ျဖစ္သည္။ လူ႔အခြင့္အေရးအဖြဲ႔မ်ားႏွင့္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႔မ်ား၏ အစီရင္ခံ ေျပာၾကားခ်က္မ်ားအရ ယခုႏွစ္ ေႏွာင္းပိုင္းႏွင့္ ၂၀၁၀ ခုႏွစ္အထိ ျပန္တြင္းေရႊ႕ေျပာင္းေနထိုင္ရသူမ်ား IDP ႏွင့္ ဒုကၡသည္မ်ား ပိုမိုမ်ားျပားလာဦးမည္ဟု ဆိုသည္။
အလားတူပင္ နယ္ျခားေစာင့္တပ္အျဖစ္ ေျပာင္းလဲေရးမူ၀ါဒေၾကာင့္လည္း ယင္းကို လက္မခံ ဆန္႔က်င္ေနၾကသည့္ ျမန္မာျပည္ေျမာက္ပိုင္းရွိ တိုင္းရင္းသားအဖြဲ႔မ်ားႏွင့္ စစ္အစိုးရၾကား တင္းမာမႈမ်ား ျဖစ္ပြားေနသည္။ ၾသဂုတ္လအတြင္းက ျဖစ္ပြားခဲ့ေသာ ျမန္မာစစ္တပ္ႏွင့္ ကိုးကန္႔ လက္နက္ကိုင္မ်ားအၾကား တိုက္ပြဲမ်ားေၾကာင့္လည္း ဒုကၡသည္ေပါင္း ၃၇၀၀၀ ခန္႔ တ႐ုတ္ျပည္သို႔ ထြက္ေျပးခဲ့ၾကရသည္။ ေဒသတြင္း အဖြဲ႔အစည္းမ်ားတြင္ ကိုးကန္႔အဖြဲ႔မွာ အင္အားနည္းေသာ အဖြဲ႔ျဖစ္သည့္အတြက္ ေျမာက္ပိုင္းတြင္ ပိုမိုက်ယ္ျပန္႔ေသာ တိုက္ပြဲမ်ား ထပ္မံျဖစ္ပြားလာခဲ့လွ်င္ ဒုကၡသည္အေရအတြက္ အေျမာက္အျမား ထိုင္းႏိုင္ငံႏွင့္ တ႐ုတ္ႏိုင္ငံတြင္းသို႔ ထြက္ေျပးေရာက္ရွိလာႏိုင္ၾကၿပီး ေထာင္ႏွင့္ခ်ီေသာ IDP မ်ားလည္း ၀င္ေရာက္လာႏိုင္ကာ ႏွစ္ေပါင္းမ်ားစြာ ဤျပႆနာ တည္ရွိေနႏိုင္သည္ဟု ဆိုသည္။
ဇြန္လအတြင္းက ထြက္ေျပးလာခဲ့ၾကေသာ ဒုကၡသည္အမ်ာအျပား မိမိတို႔အိုးအိမ္မ်ားရွိရာသို႔ ျပန္လိုၾကေသာ္လည္း RI ၏ အေျပာအရ `မိမိတို႔ႏွင့္ ေတြ႔ဆံုစကားေျပာခဲ့ရသူ မည္သူမွ် လက္ရွိအေျခအေနမ်ားတြင္ အိမ္မျပန္လုိၾကေၾကာင္း၊ ေနရပ္ရင္း ေက်းရြာမ်ားတြင္ မိုင္းမ်ား ေထာင္ထားျခင္း၊ DKBA တပ္ဖြဲ႔မ်ားက အတင္းအက်ပ္ စစ္သားစုေဆာင္းျခင္း၊ ျမန္မာျပည္တြင္း ဆက္လက္ေနထိုင္လိုသူမ်ားအေပၚ လူ႔အခြင့္အေရးေဖာက္ဖ်က္မႈမ်ားကို ဆက္လက္က်ဴးလြန္ေနျခင္း စသည္တို႔ေၾကာင့္ မျပန္ရဲျဖစ္ေနၾကသည္´ ဟုဆိုသည္။ ျမန္မာျပည္ေျမာက္ပိုင္းတြင္ တိုက္ပြဲမ်ား ျဖစ္ပြားလာခဲ့ပါက ယခုထက္ ပိုမိုမ်ားျပားေသာ အတိုင္းအတာျဖင့္ အလားတူအေျခအေနမ်ဳိး ထပ္မံျဖစ္ေပၚလာဦးမည္ျဖစ္သည္။
ထိုင္းႏိုင္ငံရွိ ဒုကၡသည္ျပႆနာကို ပိုမိုဆိုးရြားသြားေစသည္မွာ ထိုင္းႏိုင္ငံက ကူညီေျဖရွင္း ေဆာင္ရြက္ေပးေနေသာ တတိယႏိုင္ငံ အေျခခ်ေရးအစီအစဥ္သည္ ၂၀၁၀ ခုႏွစ္တြင္ ရပ္ဆိုင္းသြားေတာ့မည့္ အေရးပင္ျဖစ္သည္။ ယင္းအစီအစဥ္အရ ယခုထိ ဒုကၡသည္ေပါင္း ၅၀၀၀၀ ေက်ာ္ တတိယႏိုင္ငံမ်ားတြင္ အေျခခ်ေနထိုင္ႏိုင္ခဲ့ၿပီးျဖစ္သည္။ ဤသို႔ တတိယႏိုင္ငံ အေျခခ်ေနထိုင္ခြင့္ ေရြးလမ္းမ်ားမရွိေတာ့ပါက ဒုကၡသည္အမ်ားအျပားသည္ ထိုင္းႏိုင္ငံတြင္ ႏွစ္ေပါင္းမ်ားစြာ ဆက္လက္ေနထိုင္ရေတာ့မည္ျဖစ္သည္။ ေရႊ႕ေျပာင္းအေျခခ်ခြင့္ကို ပိတ္ပစ္ေတာ့မည့္ အလားအလာ ရွိေနျခင္းက `ထိုင္းႏိုင္ငံေရာက္ ျမန္မာဒုကၡသည္မ်ား၏ အနာဂတ္ကို ၾကည့္ရႈရန္ႏွင့္ သူတို႔၏ ဆင္းရဲဒုကၡကို ေျဖရွင္းေပးရန္ကိစၥ မည္မွ်အေရးပါပံုကို မီးေမာင္းထိုးျပေနသည္´ ဟု RI က ေျပာသည္။
ထိုင္းႏိုင္ငံတြင္ ဆက္လက္ေနထုိင္ရေတာ့မည့္ အဆိုပါ ဒုကၡသည္ အမ်ားအျပားအတြက္ ထိုင္းႏိုင္ငံအေနႏွင့္ တိုးတက္ေသာ မဟာဗ်ဴဟာမ်ားျဖင့္ အသင့္ျပင္ဆင္ထားရန္ လုိသည္ဟု RI က ေျပာသည္။ ဤအဖြဲ႔၏ အႀကံေပးခ်က္မ်ားတြင္ ထိုင္းအစိုးရအေနျဖင့္ `ဒုကၡသည္ အေရအတြက္ ရာခုိင္ႏႈန္း အေတာ္မ်ားမ်ားကို လြတ္လပ္စြာ လႈပ္ရွားသြားလာခြင့္ျပဳၿပီး မိမိ ေျခေထာက္ေပၚ မိမိရပ္တည္ႏိုင္ေစေရး ေျခလွမ္းမ်ားကို စဥ္းစားထားသင့္သည္´ ဟု ေျပာဆိုထားသည္။
ေနာက္ထပ္ ဒုကၡသည္မ်ား ထပ္မံ၀င္ေရာက္လာမည့္ အေျခအေနတြင္ လက္ရွိဒုကၡသည္ မူ၀ါဒကို ဆက္လက္၍ ထိန္းသိမ္းထားရွိရန္ ထုိင္းအစိုးရကို တက္ၾကြစြာ ေျပာဆိုအားေပးၾကပါရန္ အေမရိကန္၊ ဥေရာပသမဂၢႏွင့္ အျခားအစိုးရမ်ားကို ဤအဖြဲ႔ႀကီးက ေတာင္းဆိုထားသည္။ ထုိ႔ျပင္ ဤအဖြဲ႔ႀကီးက အဆိုပါ အစိုးရမ်ားကို လ်င္ျမန္စြာ ေျပာင္းလဲေပၚထြက္လာေနေသာ ဒုကၡသည္မ်ား၏ လုိအပ္ခ်က္ကို ျဖည့္ဆည္းေပးႏိုင္ရန္ ျမန္မာႏိုင္ငံအတြက္ လူသားခ်င္းစာနာသည့္ အကူအညီမ်ားကိုလည္း ေျပာင္းလြယ္ျပင္လြယ္ ဆက္လက္ထားရွိၾကပါရန္လည္း တိုက္တြန္းထားသည္။
ျမန္မာႏို္င္ငံေျမာက္ပိုင္းတြင္ တိုက္ပြဲမ်ား ျဖစ္ပြားလာခဲ့ပါက ဤေထာက္ခံတင္ျပခ်က္မ်ားသည္ အထူးသျဖင့္ အဓိကက်ေသာ အခ်က္မ်ားျဖစ္သည္။ ယခုပင္လွ်င္ ထုိင္းႏိုင္ငံေရာက္ ရွမ္းျပည္မွ ဒုကၡသည္အေရအတြက္မွာ ေသာင္းႏွင့္ခ်ီ၍ ရွိေနၿပီျဖစ္သည္။ သို႔ေသာ္ ထုိင္းအစိုးရကမူ သူတို႔အတြက္ ယခုအထိ နယ္စပ္တြင္ ဒုကၡသည္စခန္းငယ္တခုသာ ဖြင့္လွစ္ခြင့္ေပးထားခဲ့သည္။ တုိက္ပြဲမ်ား ျဖစ္ပြားျခင္းႏွင့္ လူ႔အခြင့္အေရး ခ်ဳိးေဖာက္ခံရမႈမ်ားေၾကာင့္ ထြက္ေျပးလာရသူ ဒုကၡသည္အမ်ားစုမွာ ထိုင္းႏိုင္ငံရွိ တရားမ၀င္ ေရႊ႕ေျပာင္းအလုပ္သမား ေစ်းကြက္အတြင္းသုိ႔ တိုး၀င္လုပ္ကိုင္ေနၾကရသည္။ ရွမ္းလူမ်ဳိးအသိုင္းအ၀ိုင္းမွ အခ်ဳိ႕ကမူ ဤသို႔ ေနထုိင္လုပ္ကိုင္ရသည္မွာ သူတို႔အတြက္ ပိုလြတ္လပ္မႈရွိသည္ဟု ဆိုသည္။ သို႔ေသာ္ အျခားသူမ်ားကမူ သူတို႔အေနႏွင့္ ဒုကၡသည္မ်ား ရထိုက္သည့္ အခြင့္အေရးမ်ား၊ အကူအညီမ်ား ျငင္းပယ္ခံၾကရသည္ဟု ဆိုသည္။
RI ကမူ ျမန္မာႏိုင္ငံႏွင့္ ထိုင္းႏိုင္ငံနယ္စပ္ရွိ အကူအညီေပးေရး ေအဂ်င္စီမ်ားကို အစိုးရႏွင့္ ၿငိမ္းခ်မ္းေရး အဖြဲ႔မ်ားအၾကား ပဋိပကၡျဖစ္ပြားလာပါက ၀င္ေရာက္ခိုလံႈလာမည့္ ဒုကၡသည္မ်ားႏွင့္ IDP အမ်ားအျပားကို ကို္င္တြယ္ေျဖရွင္းႏိုင္ရန္ မဟာဗ်ဴဟာမ်ား ခ်မွတ္ထားရန္ ေတာင္းဆိုလုိက္သည္။
နိဂံုးခ်ဳပ္အေနျဖင့္ ဤအဖြဲ႔ႀကီးက နယ္စပ္ျဖတ္ေက်ာ္ ေဆာင္ရြက္မႈမ်ားကို အားေပးေဆာင္ရြက္ႏိုင္ေရးအတြက္ အလွဴရွင္မ်ားကို ေနာက္ထပ္ အႏူးအညြတ္ပန္ၾကားလိုက္သည္။ `ျပည္တြင္း ေရႊ႕ေျပာင္းဒုကၡသည္မ်ားအေရး အကဲျဖတ္ေရး ေဆာင္ရြက္ႏိုင္ရန္ တီထြင္ဖန္တီးမႈရွိသည့္ နည္းလမ္းမ်ားကို ေထာက္ခံအားေပးပါရန္´ ႏွင့္ လူသားခ်င္းစာနာသည့္ အကူအညီေပးေရး ေအဂ်င္စီမ်ားအၾကား လက္ရွိ ရွိေနေသာ သတင္းအခ်က္ ဖလွယ္ေရးကို ေနာက္ထပ္ အားျဖည့္ေဆာင္ရြက္ေပးပါရန္လည္း တိုက္တြန္းေတာင္းဆိုလိုက္သည္။ ဤသို႔ ဖလွယ္ႏိုင္မွသာလွ်င္ နယ္စပ္တဖက္တခ်က္ရွိ ဒုကၡသည္အသိုင္းအ၀ိုင္း တခုလံုးအေပၚ ပိုမိုေကာင္းမြန္စြာ အကဲျဖတ္လုပ္ေဆာင္ႏိုင္မည္ ျဖစ္သည္။

ကၽြန္ုပ္တို႔ ျပည္တြင္းျပည္ပနိုင္ငံေရးအင္အားမ်ားျဖင္႔ စုစည္းထားသည္႔ (ဂ်ီေအဘီ)အင္အားစုၾကီးအေနျဖင္႔ အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္မွ အခိုင္အမာေတာင္းဆိုထားသည္႔ နိုင္ငံေရးအက်ဥ္းသား အားလံုး ခ်ြင္းခ်က္မရွိ လႊတ္ေပးေရး၊ ဖြဲ႔စည္းအုပ္ခ်ဳပ္ပံုအေျခခံဥပေဒ ျပင္ဆင္ေရးဆြဲေရး နွင္႔စပ္လွ်င္း၍ ေကာ္မတီတရပ္ကို ဖြဲ႔စည္းေပးရန္၊ ေတြြ႕ဆံုေဆြးေႏြးေရးကိုအေကာင္အထည္ေဖၚျခင္းျဖင္႔ အခက္အခဲမ်ားကို ေက်ာ္လႊားရန္၊ ၁၉၉ဝ ေမလေရြးေကာက္ပြဲရလဒ္ကို အေျခခံသည္႔ ျပည္သူ႔လႊတ္္ေတာ္တရပ္ကို ေခၚယူ ဖြဲ႔စည္းေပးရန္ ေတာင္းဆိုခ်က္မ်ားအား အျပည္႔အဝေထာက္ခံသည္။ အနာဂါတ္တြင္ တိုင္းရင္းသားျပည္သူ အားလံုးတို႔အတြက္ အာမခံခ်က္ရွိေစရန္ ျဖစ္သည္ဟုယံုၾကည္သည္။ အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္ အေနျဖင္႔လဲ ေနာက္ထပ္ တလက္မမွ် ေနာက္ဆုတ္ေပးစရာမရွိေတာ႔ဟု အေလးအနက္ ယူဆထားသည္။



က်ြနု္ပ္တို႔အေနျဖင္႔ အမ်ဳိးသားလြတ္ေျမာက္ေရး လႈပ္ရွားမႈၾကီး၏ လုပ္ငန္းစဥ္မ်ားေအာင္ျမင္ေရးနွင္႔ အရွိန္အဟုန္ျမွင္႔တင္လုပ္ေဆာင္နိုင္ရန္ တိုင္းရင္းသားျငိမ္းအဖြဲ႔မ်ား အေနနွင္႔ပါ စတင္ပူးေပါင္းလုပ္ေဆာင္နိုင္ရန္ ၾကိဳးပန္းသြားမည္။ သို႔ျဖစ္ပါ၍ တိုင္းရင္းသားျငိမ္းအဖြဲ႔မ်ားအေနျဖင္႔ အမ်ဳိးသားလြတ္ေျမာက္ေရးလႈပ္ရွားမႈၾကီး လမ္းေၾကာင္းေပၚမွ က်ြန္ုပ္တို႔နွင္႔အတူ ဒုတိယလြတ္လပ္ေရးလႈပ္ရွားမႈၾကီးတြင္ ပူးေပါင္းပါဝင္လာရန္ ေလးစားစြာဖိတ္ေခၚသည္။ က်ြနု္ပ္တို႔အားလံုးသည္ မွန္ကန္ေသာသစၥာျဖင္႔ အမ်ဳိးသားထုတရပ္လံုး စစ္အုပ္ခ်ဳပ္ေရးစနစ္ေအာက္မွ လံုးဝလြတ္ေျမာက္ေရးအတြက္ နအဖစစ္ေခါင္းေဆာင္မ်ား ၾကံရြယ္ထားသည္႔ (၂ဝ၁ဝ) ေရြးေကာက္ပြဲမျပဳလုပ္နိုင္မွီ ၄င္းတို႔၏ စစ္အုပ္ခ်ဳပ္ေရး ယႏၵရားၾကီးလံုးဝျပိဳက်သြားေစရန္ ျပည္သူအားလံုး ပူးေပါင္းပါဝင္လာနိုင္ေရးမႈကို ကိုင္စြဲ၍ ညီညီညြတ္ညြတ္ လုပ္ေဆာင္သြားမည္။
က်ြနု္ပ္တို႔အေနျဖင္႔ ဆက္လက္လုပ္ေဆာင္သြားမည္႔ လုပ္ငန္းမ်ားနွင္႔ စပ္လွ်င္း၍ (ဂ်ီေအဘီ) အင္အားစုၾကီး၏ လုပ္ငန္းစဥ္(၇)ရပ္မွ လုပ္ငန္းမ်ားျဖစ္သည္႔္႔ သမဂၢမ်ား၊ အစည္းအရုံးမ်ား၊ အဖြဲ႔အစည္းမ်ားကို တနိုင္ငံလံုး အတိုင္းအတာနွင္႔ ဖြဲ႔စည္းေရး၊ တိုင္းရင္းသားျပည္သူအားလံုး နွင္႔ အသစ္ေပၚထြက္လာသည္႔ အဖြဲ႔မ်ားအားလံုးမွ ဒီမိုကေရစီ နွင္႔ လူ႔အခြင္႔အေရး၊ တိုင္းရင္းသားျပည္သူအားလံုး အတူယွဥ္တြဲေနထိုင္ေရး နွင္႔ တန္းတူညီသည္႔ အခြင္႔အေရးမ်ား ရရွိေရးအတြက္ ေအာင္နိုင္ေရးစိတ္ဓါတ္ အခိုင္အမာတည္ေဆာက္ေရး၊ တိုင္းျပည္နွင္႔အဝွမ္း ညီညြတ္စြာျဖင္႔ တုိက္ပြဲဝင္နိုင္ေရးအတြက္ အမ်ဳိးသားလြတ္ေျမာက္ေရး လႈတ္ရွားမႈၾကီး၏ တူညီသည္႔ လုပ္ငန္းစဥ္မ်ားအား အရွိန္အဟုန္ျမွင္႔ လုပ္ေဆာင္သြားမည္။ တခ်ိန္တည္းတြင္ တပ္မေတာ္အတြင္းမွ အရာရွိအရာခံ အၾကပ္တပ္သား အားလံုးအေနနွင္႔ တိုင္းျပည္အား အေကာင္းဖက္သို႔ ဦးတည္ေျပာင္းလဲ လာေရးအတြက္ တိုင္းရင္းသားျပည္သူ အားလံုးနွင္႔ပူးေပါင္းျပီး စစ္အာဏာရွင္စနစ္ဆိုးၾကီးအား တြန္းလွန္ ဖယ္ရွားၾကပါရန္ အေလးအနက္ အဆက္မျပတ္ ဖိတ္ေခၚသြားမည္။
ကၽြနု္ပ္တို႔ (ဂ်ီေအဘီ)အင္အားစုအားလံုးအေနျဖင္႔ ၂ဝ၁ဝ တြင္ျပဳလုပ္မည္ဆိုသည္႔ နအဖစစ္က်ြန္ဇာတ္သြင္းရန္ ၾကံစည္ထားသည္ ေရြးေကာက္ပြဲအားျပတ္သားစြာ ဆန္႔က်င္သည္။ ျပည္သူလူထုအား စစ္ဂိုင္းဂဏေအာက္ အသြင္ေျပာင္းရန္ ဝိုင္းဝန္းေဆာ္ေအာေနၾကသည္႔ ေရြးေကာက္ပြဲဝင္ေရး နွင္႔ ေဒၚေအာင္ဆန္းစုၾကည္ နွင္႔ နိုင္ငံေရးအက်ဥ္းသားမ်ားအား တိုင္းျပည္အားေနွာက္ယွက္ဖ်က္ဆီးသူမ်ားအသြင္ ဝါဒျဖန္႔ေနသည္႔ ေရြးေကာက္ပြဲဝင္ေရးအဖြဲ႔မ်ား အမ်ဳိးသားသစၥာေဖါက္လုပ္ရပ္မ်ားအား ေရွာင္ရွားၾကပါရန္ က်ြန္ုပ္တို႔မွ အေလးအနက္ သတိေပးတိုက္တြန္းသည္။
နအဖစစ္ေခါင္းေဆာင္မ်ားသည္ အဖြဲ႕ခ်ဳပ္၏ အျပဳသေဘာေဆာင္ ကမ္းလွမ္းခ်က္မ်ားအား မ်က္ကြယ္ျပဳျပီး ထင္ရာစိုင္းနိုင္ငံေရး လုပ္ေဆာင္မႈမ်ားကို ဆက္လက္လုပ္ေဆာင္ လာမည္ဆိုပါက ေနာက္ဆံုးတြင္ နအဖအဖြဲ႔ နွင္႔ စစ္ေခါင္းေဆာင္မ်ားသည္ ျပည္သူအားလံုး ပူးေပါင္းပါဝင္လာမည္႔ အမ်ဳိးသားလြတ္ေျမာက္ေရး လႈပ္ရွားမႈၾကီး၏ အဆံုးအျဖတ္ေပးသည္႔ တိုက္ပြဲတြင္ က်ဆံုးရမည္ဟု က်ြန္ုပ္တို႔မွ အခိုင္အမာ ယံုၾကည္သည္။

မဝတီျမိဳ႔နယ္ ေရႊျမင္းဝန္ဘုရားဝန္းႏွင့္ ဒီေကဘီေအ ကားမ်ား ၊ မဲေဆာက္ ျမဝတီ ေန႔ခ်င္းျပန္ ကူးေနေသာ ေတာင္းေအ့ ကားမ်ား ႏွင့္ ၾကံခင္း ဘုန္းေတာ္ၾကီး ေက်ာင္းတဝုိက္တြင္ ျမန္မာျပည္အျမန္ျငိမ္းခ်မ္းပါေစ ဆုိသည့္ စာသားပါ ျငိမ္းခ်မ္းေရး ဂ်ိဳးျဖဴငွက္ စေတကာမ်ား ကို လူထုတရပ္လံုးအတြက္စေတးခံ အေကာင္းဆံုး ေျမၾသဇာ အဖြဲ႔မွ ရဲေဘာ္ တခ်ိဳ႕မွ လုိက္လံ ကပ္ခဲ့ၾကပါတယ္။
ယခု ျပဳလုပ္ေသာ လွုပ္ရွားမွု႔သည္ အမွန္တကယ္ ျမန္မာျပည္ ျငိမ္းခ်မ္းေစဖုိ႔ ႏွင့္ ျမန္မာျပည္ျငိမ္းခ်မ္းဖုိ႔အတြက္ တုိင္းရင္းသား အင္အား စုမ်ား ၊ ျပည္သူမ်ား အား လံုး ပူးေပါင္းပါဝင္ လွုပ္ရွားေစခ်င္းငွါ အမ်ိဳးသား လြတ္ေျမာက္ေရး လွုပ္ရွားမွု႔ၾကီး အေကာင္အထည္ေဖၚေဆာင္ ျခင္း လည္း ျဖစ္ပါတယ္။
ယခု ျပဳလုပ္ေသာ လွုပ္ရွားမွု႔ ပို႔စကဒ္မွာ ဆရာေတာ္ ဦးေသာပါက မွ ေမတၱာျဖင့္ ျမန္မာျပည္ အမွန္တကယ္ ျငိမ္းခ်မ္းေစဖုိရာ ပုိ႔လႊတ္ေနျခင္း ျဖစ္ပါတယ္။

US to commence talks with Myanmar

WASHINGTON (AFP) – A senior US diplomatic official was to meet Tuesday with a delegation from Myanmar on the margins of the UN General Assembly meeting, the State Department said.

State Department spokesman Philip Crowley said at a press briefing in Washington that Kurt Campbell, assistant US secretary of state for Asia, is to meet in New York today with a delegation headed by Myanmar's science and technology minister U Thaung.

Myanmar's representative to the United Nations, Than Swe, is also expected to participate.

The meeting comes after the United States announced Monday it was starting a dialogue with the military-led Myanmar, although it insisted it would keep sanctions in place until the regime makes progress on democracy.

On Monday, Campbell announced that President Barack Obama's administration had decided to reengage Myanmar after years of stalemate proved unproductive.

"For the first time in memory the Burmese leadership has shown an interest in engaging with the United States and we intend to explore that interest," Campbell said Monday, using Myanmar's former name of Burma.

"We intend to begin a direct dialogue with Burmese authorities to lay out the path towards better relations," the diplomat said.

Myanmar's prime minister, General Thein Sein, on Monday demanded an end to economic sanctions in an address to the UN General Assembly.

"Sanctions are being employed as a political tool against Myanmar and we consider them unjust," said Thein Sein, the highest-ranking Myanmar official to address the General Assembly in 14 years. "Such acts must be stopped."

MR. CROWLEY: I don’t see any UNGA survivors here yet. They’re still up there. Good afternoon, and welcome to the Department of State. To kick us off this afternoon, we’ve invited down the Assistant Secretary of State for East Asia Pacific region Kurt Campbell, who is going to kind of follow up on some comments that the Secretary made last night – or last week, I’m sorry – regarding Burma, but will obviously entertain broader questions on the region.

Kurt, you can just kick us off.

ASSISTANT SECRETARY CAMPBELL: Thank you, P.J., and it’s great to see so many friends here. This is my first time in front of the podium, so I’m going to take a variety of questions, if that’s possible.

Let me first underscore that last week was a big week for us in the Asia Pacific region. I think all of you know the President and the Secretary had a series of meetings with our friends and allies in the Asia Pacific region. President Obama met both in Pittsburgh and in New York with President Hu, had a broad range of discussions on North Korea, on Iran, on climate change, on a variety of economic and trade-related issues. The President also met with new Japanese Prime Minister Hatoyama to discuss our vital, important partnership and the direction ahead. We also had strong meetings between the President – between the Secretary and her counterparts in several key countries in Asia.

The Secretary also, on Wednesday, had a meeting of the Friends of Burma, and at that meeting she rolled out some of our initial views concerning the Burma review, which is going to be fully discussed this week on Capitol Hill and also with other key players. There will be testimony before the Senate subcommittee on Wednesday; I will appear before that, before Senator Webb and the committee.

I’d like now, if possible, to read a relatively long statement. I apologize for the detail, but it will give you some context in terms of our overall review and what we’ve concluded over the course of these last seven months.

In terms of the background, the Administration launched a review of Burma policy seven months ago, recognizing that the conditions in Burma were deplorable and that neither isolation nor engagement, when implemented alone, had succeeded in improving those conditions. Throughout this review, the Administration consulted closely with Congress, the international community, and a wide range of stakeholders inside Burma, including the National League of Democracy.

For the first time in memory, the Burmese leadership has shown an interest in engaging with the United States, and we intend to explore that interest. In addition, concerns have emerged in recent days about Burma and North Korea’s relationship that require greater focus and dialogue.

What are the strategic goals and interests of this approach? We have reaffirmed our fundamental goals in Burma. We support a unified, peaceful, prosperous, and democratic Burma that respects the human rights of its citizens. To that end, we will continue to push for the immediate and unconditional release of Aung San Suu Kyi and all political prisoners, an end to conflicts with ethnic minorities and gross human rights violations, and initiation of a credible internal political dialogue with the democratic opposition and ethnic minority leaders on elements of reconciliation and reform.

We will also press Burma to comply with its international obligations, including on nonproliferation, ending any prohibited military or proliferation-related cooperation with North Korea, and full compliance with United Nations 1874 and 1718.

If Burma makes meaningful progress towards these goals, it will be possible to improve the relationship with the United States in a step-by-step process. We recognize that this will likely be a long and difficult process, and we are prepared to sustain our efforts on this front.

Burma’s continued estrangement from the international community harms the country and has direct negative consequences beyond Burma’s borders. Burma’s engagement with the outside world has the potential to encourage new thinking, reform, and participation in the work of the international community.

In terms of engagement, we intend to begin a direct dialogue with Burmese authorities to lay out a path towards better relations. The dialogue will include specific discussion of democracy and human rights inside Burma, cooperation on international security issues such as nonproliferation and compliance with 1874 and 1718, and areas that could be of mutual benefit such as counternarcotics and recovery of World War II era remains.

In terms of sanctions, we will maintain existing sanctions until we see concrete progress towards reform. Lifting sanctions now would send the wrong signal. We will tell the Burmese that we will discuss easing sanctions only if they take actions on our core concerns. We will reserve the option to apply additional targeted sanctions, if warranted, by events inside Burma.

In terms of humanitarian assistance, we will continue our commitment to the Burmese people by expanding humanitarian assistance to the extent we are confident the assistance is reaching the people in need. Our experience in providing close to $75 million to Cyclone Nargis relief efforts has proven that we can effectively provide assistance directly to the Burmese people.

In terms of the approach to the upcoming 2010 elections in Burma, we will take a measured approach to the 2010 elections until we can assess the electoral conditions and know whether opposition and ethnic groups will be able to participate. We are skeptical that the elections will be either free or fair, but we will stress to the Burmese the conditions that we consider necessary for a credible electoral process.

In terms of cooperation with others in the international community, we understand that we cannot meet all of these goals alone. We will increase efforts to engage our partners in intergovernmental forum and the region to promote change inside Burma. We value very much the strong relationships we have had with the EU, with Australia, Canada, Japan, and the UN and others in working towards the common goal of a democratic transition in Burma. We seek to continue these partnerships and relationships, and indeed have consulted very closely with all of these countries and groups over the course of the last several months.

We will also intensify our engagement with ASEAN, China, and India to press the Burmese leadership to reform and to participate responsibly in the international community.

In terms of long-term efforts, we will initiate these efforts immediately, but we will also be realistic. We know the process may be long and difficult. We should be prepared to sustain our efforts beyond the planned 2010 elections. We will be working with our partners to encourage Burma to be more open and to promote new thinking and new ideas. It is important that the Burmese people gain greater exposure to broader ideas. It’s also important that Burmese leaders, including Burma’s next generation of leaders, realize that there is a more positive way ahead. These efforts may take time, but the United States is ready to commit to that long-term effort.

With that sort of broad overview, I’d be happy to take any specific questions. Thank you.

ASSISTANT SECRETARY CAMPBELL: Hi, Kim.

QUESTION: Hi. Thank you for this. I have two questions. One, you said that for the first time in history, the Burmese regime has shown interest in engaging the U.S. I was wondering why you thought that was. Why are they interested at this point in engaging with the U.S.?

And the second question is – it’s still a little bit unclear to me what has changed in the policy beyond the fact that you will engage in direct dialogue with them. And so therefore, what is the interest of the Burmese authorities of responding to your requests for improved human rights, et cetera, if the only thing they’re getting out of it is a direct dialogue with you?

ASSISTANT SECRETARY CAMPBELL: Well, let me first say that one of our first questions to our Burmese interlocutors is why indeed have you sought a dialogue with the United States at this time? I think as you know over the course of the last several years, there have occasionally been episodic contacts between the United States and Burmese authorities. And I think what we would like to do is start a process, a sustained process of interaction, where hopefully we can answer some of these questions going forward.

Ultimately, as we conducted this review, we recognized that ultimately, we need to change our methods but not our goals. And I think at this early stage, we think it’s important to suggest that we are prepared to sit down, but also recognize that nothing has changed yet on the ground or in
terms of some of the activities that Burma has been involved with. And so I think this initial step is the right approach, and greater clarity can be gained, hopefully, through a process of dialogue over the course of the coming weeks.

QUESTION: How do you – Jill Dougherty from CNN.

ASSISTANT SECRETARY CAMPBELL: Hi, Jill.

QUESTION: How do you square this apparent approach that they have with the alleged cooperation with North Korea?

ASSISTANT SECRETARY CAMPBELL: Well, first of all, I think that Burma has done a variety of things. We think they did play a positive role behind the scenes recently in terms of some steps associated with the implementation of 1874, UN Resolution 1874, and we have noted that in public. And so that willingness to play a more responsible role in the realm of international sanctions support vis-à-vis North Korea has been factored into our overall approach. The truth is that we’ve had so little dialogue with Burma over the course of the last several years that we’re still looking for a clear indication of the direction of its leadership in terms of what it seeks in terms of international engagement.

We’ve seen much more engagement of Burma, particularly at the level of economic engagement and other kind of interactions, both with China, with India, and other countries in Southeast Asia. It’s possible that they seek to diversify those contacts to include the United States, and we intend to explore that over the course of the next several weeks again.

QUESTION: Andy Quinn from Reuters.

ASSISTANT SECRETARY CAMPBELL: Hi, Andy?

QUESTION: It’s sort of a follow-up question. You talked about asking the Burmese to stop whatever prohibited contacts they may have had with the North Koreans. Are you willing to let us know what your assessment is of the current state of their contacts, where they’re making deals and what these sorts of deals might be?

ASSISTANT SECRETARY CAMPBELL: I don’t think I can go very much beyond what Secretary Clinton said at the ASEAN Regional Forum a few months ago in July, late July. She underscored at that time that there clearly were some areas of interaction on the military side, and perhaps even beyond that, between North Korea and Burma that raised concerns not just for the United States, but also for countries in the immediate region. And one of our goals over the course of this period of strategic review have been discussions with Thailand, with Indonesia, with the Philippines, with China. And I think there is a greater desire on the part of these regional partners for the United States to have a direct dialogue with Burma about aspects of their relationship with North Korea that we’re seeking to gain greater clarity into.

QUESTION: A question on China.

ASSISTANT SECRETARY CAMPBELL: Yeah.

QUESTION: What is your assessment of China’s willingness to go along with tougher sanctions against Iran on the nuclear question?

ASSISTANT SECRETARY CAMPBELL: It’s a good question. I think there was an important process last week. At the same time that the G-20 was meeting at the finance minister level, there was also some very important discussion taking place behind the scenes between U.S. and Chinese representatives. For the first time really, the Chinese supported elements of our tough approach on the P-5 1. I think they are asking the United States for deeper engagement on these issues, discussions around Iran. We’ve provided background and details. I think the Secretary said that we’ll take this after the first meeting on Thursday.

All I can say is that we view China’s engagement in the diplomacy surrounding Iran as increasingly central to a positive resolution.

QUESTION: When you say that they’re interested in deeper engagement, do you mean with the U.S. about what the U.S. wants, or with the Iranians?

ASSISTANT SECRETARY CAMPBELL: Deeper engagement with the U.S., both on what we think we understand in terms of some of Iranian behaviors, also in terms of what American and other P-5 1 expectations are, and what positive role China can play in the peaceful resolution of this problem.

ASSISTANT SECRETARY CAMPBELL: Yes, hi.

QUESTION: I have a question about North Korea.

ASSISTANT SECRETARY CAMPBELL: Mm-hmm.

QUESTION: After the consultations in New York, it seems that you have a strong support from your partners in the Six-Party Talks about having direct talks with North Koreans. So are you ready to go ahead with the plan and send Ambassador Bosworth to Pyongyang? Could you tell us about the next step you’re taking?

ASSISTANT SECRETARY CAMPBELL: Not yet. I think one of the lessons that the United States has learned in this process is a certain degree of patience pays off. We have had, I think as you underscore, very strong support from our partners in the Six-Party framework. China, Japan, South Korea, and Russia have all very clearly and strongly underscored the American approach as the right approach. And that is that we expect North Korea to abide by its commitments made as part of the Six-Party framework in both 2005 and 2007, and that if there were to be any bilateral interactions between the United States and North Korea, that they be designed towards moving back rapidly and very clearly to a Six-Party framework for formal interactions with our North Korean interlocutors.

And I think we’re in the process now of planning our next steps in terms of diplomacy in Northeast Asia. Deputy Secretary Steinberg is in Asia currently for further discussions with both China, South Korea, and Japan. And I think it’s also the case that some very senior Chinese interlocutors will be visiting North Korea in the coming days.

Our goal is to remain lockstep with our partners to ensure that we are working together so that there can be no picking off of one or other members of the Six-Party framework or that there will be any tension among us as we engage together with Pyongyang.

ASSISTANT SECRETARY CAMPBELL: Yeah.

QUESTION: So are you waiting for specific actions or statement from North Koreans?

ASSISTANT SECRETARY CAMPBELL: Not at this juncture. We are involved – there are several elements of diplomacy. Only some of it involve the United States. As I indicated, both Chinese interlocutors, South Korean interlocutors have been engaging North Korea, making very clear what our expectations are in terms of next steps.

ASSISTANT SECRETARY CAMPBELL: Hi, how are you?

QUESTION: Very well, thank you. Do you expect – President Obama happened to announce that he is interested in holding a U.S.-ASEAN summit in Singapore, and Singapore confirmed overnight that it might be held on November 15th. I’d like to know what was the state of the mind in, you know, proposing the summit? What caused – has there been a rethinking on the issue? And finally, if Myanmar is expected to participate in the summit?

ASSISTANT SECRETARY CAMPBELL: Yeah. Look, let me just say that, first of all, I can’t say anything further beyond what you’ve already indicated. But I will say that we have heard, over the course of the last several months, that it was a shame that the U.S.-ASEAN summit had to be cancelled in 2008.

And it was important to many of our ASEAN friends and leaders that that be rescheduled as a symbolic summit to signify the importance of the progress that ASEAN has made over the last several years, and also of the relationship with the United States. And we’ve tried to listen to those concerns carefully, and I think I’ll just – I’ll leave it at that. And in terms of Burma’s participation in those meetings, I think we’ll have more to say about that subsequently. Thanks.

QUESTION: Rob Reynolds from Al Jazeera English.

ASSISTANT SECRETARY CAMPBELL: Hi.

QUESTION: Given China’s expanding economic ties with Iran, isn’t it considered quite unlikely that China would go along with the kind of stringent sanctions that the U.S. might want to impose if the talks are not successful?

ASSISTANT SECRETARY CAMPBELL: First of all, China has broad and diverse interests, like any great power. And it faces now a situation in which it has several powers on its border that face the potential of specific challenges – North Korea obviously, Pakistan, and now a series of challenges near its territory from Iran.

It’s very important for China that this issue be resolved peacefully, but also that it be resolved. I think Chinese leaders and interlocutors at the foreign ministry have been very clear that it is the strong view of China that Iran not be allowed to develop a nuclear weapons capability. And so obviously, they’ll have to face some difficult choices going forward, but in terms of their basic policy approach, I think we’re very comfortable with it.

QUESTION: Oh, yes. My name is (inaudible) Shimbun.

ASSISTANT SECRETARY CAMPBELL: Yes, hi.

QUESTION: My question is about direct talk with Myanmar. So could you give us a bit more detail about how do you proceed direct talks with Myanmar? So last week, briefers mentioned that Myanmar side will appoint interlocutor and the U.S. Government may appoint a counterpart. And could you give us your image about how do you proceed direct talks?

ASSISTANT SECRETARY CAMPBELL: I can give you some general background.

QUESTION: Where and when?

ASSISTANT SECRETARY CAMPBELL: Yes, some general background. We are now working on the details of our first substantive interaction with Burmese authorities, and we expect that to take place around the edges of the UN General Assembly. I will be involved in those discussions. In addition, the legislation requires – and the Administration intends to abide by that, obviously – the appointment of a Burma coordinator. And we are in the process of working with the White House, both identifying the appropriate person and consultations with Congress about this important assignment.

QUESTION: I – so sorry, Kurt – Indira.

ASSISTANT SECRETARY CAMPBELL: Hi, Indira.

QUESTION: Hi. So – sorry – if you would be the person, that means within the context of UNGA this week in New York? Is that going to be – I mean, Wednesday, we know you’re going to be testifying here on the Hill. So which day would that be?

ASSISTANT SECRETARY CAMPBELL: Well, let me just say we’re working on the details of this. Obviously, we’re – it is the case that we’ve had so little of discussion – so little dialogue with Burma in the past that, actually, the process of actually setting up a meeting like this has – poses its own logistics challenges. And I think it would be fair to say that your parameters are roughly right – over the course of the next week.

QUESTION: Paul Richard with OHI.

ASSISTANT SECRETARY CAMPBELL: Hi, Paul.

QUESTION: Can you tell anything more about how this outreach from the Burmese came? And does the timing suggest that they may have been reacting in part to the enforcement of 1874? I mean, did that process make them a little nervous? Is that possibly a factor into this?

ASSISTANT SECRETARY CAMPBELL: I think it is often the case that in important decisions, that more than one factor comes to play. And I think there are probably a number of factors that are based on global dynamics, some regional dynamics, and probably some internal issues as well. And we, during the process of our consultations in the region, asked some of our interlocutors to have dialogue with senior leaders in Burma, and we received a very clear message, both indirectly and then subsequently directly, that there was a desire for a dialogue at this time.

I think it’s also the case that – let’s be clear that the President’s very clear statement about approaching countries with an open hand and beginning a dialogue with them, it’s a powerful tool in – at least in the initial phase of opening up contacts. What happens subsequently will be based on concrete steps that the Government of Burma is prepared to take.

Overall, we are as interested as you are in terms of what Burma expects and what their plans are in terms of domestic steps and regional behavior. So we’re keenly interested, we’re – we have an open door, and we’re prepared to sit down and have a responsible dialogue about the way forward.

QUESTION: Well, it sounds like the U.S., though, took – it was the U.S. that initially took the initiative here, talking to our interlocutors, who contacted them?

ASSISTANT SECRETARY CAMPBELL: Actually, not. The first real step came from Burmese interlocutors, but there is often in Southeast Asia, because of the lack of our dialogue, a noise-to-signal problem, trying to figure out are these authoritative voices, are they really speaking for the central elements of the government. And through a process – a very rigorous process of trying to determine exactly who this message was coming from, and sort of numerous messages, I think we arrived at a conclusion that – very clearly that they were prepared to sit down with the United States. And now we subsequently believe that’s very much to be the case.

But I must underscore we’re at the earliest possible stages here, and we’ve stated very clearly through the process of this review that there are certain elements, foundations for our approach, that we think still apply given the conditions on the ground inside Burma.

MR. CROWLEY: Last question.

ASSISTANT SECRETARY CAMPBELL: Indira.

QUESTION: Thanks, Kurt. Other than the discussions that happened at UNGA and G-20 that we’re aware of on the economic front, in particular with China, can you tell us – and P-5 1 – can you tell us what else came out of the very high-level – you know, the leaders contact between Obama and Hu, specific things that came up?

ASSISTANT SECRETARY CAMPBELL: Yeah, thank you. First of all, the team that the president brought from China was one of the highest-level teams I’ve ever seen assembled. Key players from all the major ministries, the key players on climate change, on the economy, on various aspects of regional diplomacy.

We talked in great detail about the way ahead on North Korea. China underscored its commitment to the Six-Party framework and its very strong insistence that North Korea abide by its statements on denuclearization. We spoke extensively about climate change and the process leading to Copenhagen. I think there was a pretty frank back-and-forth exchange between the two sides. I think the President – our President, President Obama – asked for a little bit of greater clarity to some of the positions that the Chinese interlocutors had put forward at the UN last week.

As indicated earlier, I think the President made very clear to our Chinese friends of our desire for greater assistance when it came – when it comes to Iran and our concerns about some of the steps that we’ve seen in recent weeks, and I think overall a discussion about ensuring that U.S.-China relations remain on a very stable footing. Chinese friends were very much looking forward to the visit of President Obama early next month; we talked about some of the details associated with that.

It – what in my view was impressive, it was a warm meeting, but it was very workmanlike in the sense that we went through a range of issues in great detail. And, Indira, I think what’s interesting – it’s not just the meeting itself, but the amount of preparation that went into this was as deep and intense as any international meeting that I’ve been involved with, and I think it reflects the importance of Sino-American relations in the current period.

THE NEW YORK TIMES - Elder of Burmese Opposition Grapples With Election Dissonance

YANGON, Myanmar — U Win Tin, Myanmar’s longest-serving political prisoner, was tormented, tortured and beaten by his captors in the notorious Insein Prison for nearly two decades. Now, at 80, he faces a new kind of torment: watching colleagues from his political party decide whether to play by the rules of the junta that put him behind bars.

Released in September 2008 after more than 19 years in prison, Mr. Win Tin remains remarkably spry, upbeat, and politically engaged. A co-founder of Daw Aung San Suu Kyi’s National League for Democracy, he is a vocal opponent of taking part in national elections set for next year. The vote, along with the implementation of a new constitution, would introduce a shared civilian and military government after four and a half decades of military rule.

But while the constitution, passed in a disputed referendum held amid the widespread devastation of Cyclone Nargis in 2008, allows elected representation, it accords special powers to the military in what the junta calls “disciplined democracy.” Many critics call it a sham.

“The election can mean nothing as long as it activates the 2008 constitution, which is very undemocratic,” Mr. Win Tin said in a recent interview.

However, his party is split over whether to boycott the election. Some members say participating would mean losing moral claim to the party’s landslide victory in the 1990 general election, which was ignored by the junta. Ms. Aung San Suu Kyi, who has spent much of the period since under house arrest and was sentenced to a new term of 18 months in May, has not made her views on the issue public.

Still, the constitution offers some protections. In August, the International Crisis Group, the Brussels-based nongovernmental organization that seeks to prevent and resolve deadly conflicts, issued a report recommending that opposition groups participate in the election. It said that, although the new constitution “entrenches military power,” the changes at least establish “shared political spaces — the legislatures and perhaps the cabinet — where co-operation could be fostered.”

And internationally, some policies toward Myanmar are shifting.

Last week, the Obama administration announced that it would engage the junta directly, while keeping sanctions in place. Secretary of State Hillary Rodham Clinton called for the unconditional release of political prisoners, including Ms. Aung San Suu Kyi, and “credible, democratic reform.”

“If the direct engagement of the U.S. will result in the release of all political prisoners and in a revision of the 2008 Constitution, then dialogue could begin between us and the junta, and we would consider running in the election,” Mr. Win Tin said.

Mr. Win Tin — warm, razor-sharp and clearly determined — said the junta might have released him, shortly before his jail sentence was complete, in order to split the party.

He admitted that “we are having some arguments about whether we are going to participate in the elections or not,” but insisted that there was “no conflict within the party now.”

Before being jailed for three years in 1989 after he became secretary of the then newly formed National League for Democracy, Mr. Win Tin had worked as a journalist. In 1991, he was given 10 more years for his involvement in popular uprisings in 1988 that were crushed by the military. In 1996, he was given seven more years for sending the United Nations a petition about abuses in Myanmar prisons. Much of the time, he was in solitary confinement.

“I could not bow down to them,” he said. “No, I could not do it. I wrote poems to keep myself from going crazy. I did mathematics with chalk on the floor.”

He added: “From time to time, they ask you to sign a statement that you are not going to do politics and that you will abide by the law and so on and so forth. I refused.”

When all his upper teeth were bashed out, he was 61. The guards refused to let him get dentures for eight years, leaving him to gum his food.

Early this month, Mr. Win Tin was briefly detained after he wrote an op-ed that appeared in The Washington Post, criticizing the ruling military junta and its plans for the election next year.

“I think they are trying to intimidate me, to stop me from appearing in the foreign media,” he said.

During the interview, on his cousin’s leafy porch in suburban Yangon, government spies openly watched and took photographs from outside the gate.

Never married, Mr. Win Tin talks fondly of his adopted daughter, who lives in Sydney, Australia, after gaining political asylum 15 years ago. He has not seen her since.

Accustomed to a spare prison diet, he has one meal early in the day and a bit of fruit in the evening.

“I don’t want to be a burden on anyone,” he said.

Since his release, Mr. Win Tin has tried to reinvigorate the leadership of the National League for Democracy by stepping up the frequency of meetings and lobbying overseas governments. Ms. Aung San Suu Kyi remains popular, despite the long years of detention, but the party has been crippled by the arrests of hundreds of the younger members, Mr. Win Tin said.

“We have some young men, but they are followed and sent to jail all the time,” he said. “Sometimes, they go to the pagoda just for praying. They are followed and charged with something and sentenced.” Many, he said, are tortured.

In one kind of torture, called “riding the motorcycle,” the subject is made to bend the knees, stand on tiptoe with sharp nails under the heels, and make the sound of a revving engine. When the subject can no longer maintain the tiptoe, the nails penetrate the foot.

All but one of Mr. Win Tin’s eight colleagues on the party’s central executive committee are older than him. The committee president and chairman, U Aung Shwe, is 92, and so infirm that he has not visited party headquarters for months. The party secretary, U Lwin, 87, is bedridden and paralyzed. The youngster in the group, is U Khin Maung Swe, 64.

Despite the challenges his party faces, Mr. Win Tin remains upbeat.

“We expect democracy can happen anytime,” he said, recalling the country’s postcolonial democracy period between 1948 and 1962. “But sometimes, you have to sacrifice everything for a long, long time. It might extend for more than your life span.”

88 Generation Student member Myo Yan Naung Thein was released by the military government along with other prisoners. He was released from Thandwe prison in Arakan State. 35 year-old Myo Yan Naung Thein has suffered severely from a neurological disease that has left him unable to walk. He was arrested on 15 December 2007 and given a 2 year sentence, charged under section 505b of the Penal Code. He was released three months before the completion of his sentence. He said he was released from Thandwe prison on 19 September, and arrived at home on 21 September. “We were told in the afternoon of 18 September that we would be released. And they give us 1000 kyats (1$) for the traveling costs to get back home. But we weren’t released that day because they were waiting for a fax from the district local authority. So we were released on the morning of 19 September,” said Myo Yan Naung Thein.
Please explain how you were arrested?

In the afternoon of 15 December 2007, while I was on the phone to my Mom at a shop on the corner of Hledan Junction, two men grabbed me by the hands. They were very strong. They had tattoos and looked like criminals. I shouted out because I thought that they had kidnapped me by mistake. And then one of them grabbed me by the throat, put his hand over my mouth, and pushed me into a taxi. They hooded me, and I was forced to lie down in the taxi. One of them sat on top of me.

Where did they take you?

I don’t know where they took me because I was hooded.

What happened next?

As soon as I got there, they started to kick and punch me. They forced me to kneel on all fours like a dog, and one of them sat on my back.

Did they ask you anything?

They asked me, “Do you know Soe Tun? Where is Nilar Thein? Where are Zaw Min alias Baung Baung, and Htay Kywe?”

Why did they imprison you?

I was accused of allowing Zaw Min alias Baung Baung to stay at my home, and giving wrong information to 88 Generation Student Soe Tun and Win Zaw from DVB. For those reasons, the authorities charged me under Section 505b [of the Penal Code].

How did they interrogate you in the Interrogation Center?

At first I didn’t know where I was taken. Those men were really violent and rude to me. Later I found out the people who took me were from Military Affairs Security. They asked me about Min Ko Naing, Ko Ko Gyi and Htay Kywe. Mainly they asked about Soe Tun. Soe Tun and I worked together in the 1996 student movement, we both had leading roles, and we were arrested and imprisoned in the same case. Finally I realized I was in the Interrogation Center. They tortured me very brutally. My hands were tied behind my back, they kicked and punched me. They locked me in a dark wet room with no windows. I didn’t know whether it was day or night.

How was your health after you were sentenced?

I was sent to Insein Annex prison and put in a cell. One of my legs was deteriorating day by day. I already suffered from a neurological condition once in 1991. So I informed prison authorities that I couldn’t move, because of nerve damage. But they didn’t care. A prison medic came and saw me but he was a normal doctor, not a Neuro-Specialist. So I requested to meet see a Neuro-Specialist but they ignored my request. Then the nerve damage got so bad I couldn’t move my legs at all. My mother sent request letters to the prison General Director many times, and the exile media also reported on my case. So finally I got a chance to see a Neuro-Specialist, and he told me my hands were also affected.

How long did you stay in Thandwe prison?

I was transferred to Thandwe prison after sentencing. Actually, I had an appointment with a doctor at Rangoon hospital [at that time]. But they sent me to Thandwe prison anyway, without any consideration about my appointment. They transferred me to Thandwe prison, because it is really far away from home and very cold, and because they thought it would help my health!

How was it in Thandwe prison?

We – me, Zaw Min Zin, Maung Latt and Maung Than – were transferred to Thandwe prison. We were all handcuffed. They put everyone in iron shackles except me. They carried me because I couldn’t walk. They didn’t allow me to urinate during the journey to Thandwe prison, which took the whole night. It was so hard on me.

Did you sign a pledge?

Yes, we were released under section 401. It’s not a pledge exactly, but we will have go back to prison and serve the remainder of our sentences if we are arrested again for political activities.

How do you feel about your release?

I feel nothing, because I was close to completing my sentence. There are 10 political prisoners in Thandwe prison. Now two were released, and the others were not. If they are honest, they will have to release all political prisoners because they are talking about national reconciliation. Ko Win Maw, the guitarist from the band Alinkar, is in bad health and suffers from asthma. At night, sometimes he can’t breathe properly and then he almost falls unconscious. There are no medics, no doctors, and no proper medical care.

How’s your health condition after your release from prison?

I can’t stand up or walk. I can only walk if I have a person on either side to help me.

Now that you have been released, what are you going to do next?

It’s the second time for me to be released from prison. I was in prison first when I was 22 years old because I was involved in the 1996 student movement. I was released in 2003. After Min Ko Naing and Ko Ko Gyi were released, I worked with them, the 88 Generation Students. So I was imprisoned again. We sacrificed a lot. I will have to carry on until we get democracy in Burma. As a student, I didn’t really know about politics. I only knew that the military government is wrong. So I rebelled and demonstrated against the military government. Their rule is totally wrong for Burma. Because of that, they arrested and cruelly imprisoned me. After we were imprisoned, we learned more and more about the injustices carried out by the military government, and that strengthened my beliefs even more. So who will keep fighting if we don’t? We have to carry on. But for the moment, I still don’t know about the current situation in Burma. I need to learn, and wait and see for a while. I am sure I will carry on, but I don’t know how.
