Background Information

Burma enjoys tropical weather with three seasons namely rainy season during which we got heavy rain especially in monsoon, winter with moderate cold and summer with mild temperature. Rivers, streams, creeks, fresh water lakes and ponds can be found everywhere in Burma. Tropical forests were once deeply covered in Kachin, Chin, Shan, Karean, Arakan, Pa-gue, Saninsarri and Sagying divisions. Since military regime came to power, trees were cutting down irresponsibly. The effect of climate change due to deforestation is now causing drought resulting in water drying up of ponds, lakes, wells, underground water and record level of water low in rivers. Addition cyclone Nargis destroyed natural eco-system and which added up the man-made disaster.

It is the Burmese traditional beliefs that under bad rulers the people suffer due to the bad karma of the bad kings. If we look at the glimpse of Burma in recent years, we can see the bad disaster are prevailing such as

• 2008 Nargis hit Burma killing more than 250, 000 people
• 2008 rats infested which caused famine
• 2009 fire broke out most of the places in Burma
• 2010 water shortages in most of the places in Burma
These natural disasters can be translated as the signs which are indicating that (according to the Burmese beliefs) there will definitely be change in Burma. Than Shwe led military regime including Thein Sein’s USDP will soon be outgoing and Daw Aung San Suu Kyi led legitimate leaders will be ruling the country very soon in Burma.

Daw Aung Sann Su Kyi and her NLD have to do these national mass's greatest duties together with all national mass-movements getting of the sympathy & supports on global democratic forces and these endeavors can be called our greatest historical turnning movements.

If we might endeavor global anti-imperialism & facisism with our national peoples' united front according to our Burma's strategy & tactics on the changes of global strategy & tactics, now must be able to endeavor all Burma's national mass's victory struggling of our five enemies.

WHO IS GOVERNMENT NOW NAD FUTURE IF THE CABINET IS NOT GOVERNMENT?

WHO IS GOVERNMENT NOW NAD FUTURE IF THE CABINET IS NOT GOVERNMENT?

The Myanmar Union Election Commission has insisted that formation of political party by in- post government ministers to take part in the coming multi-party general election this year is "in conformity with the law".
In response to a question raised recently by Larry M, Dinger, Charge d'affaires of the United States Embassy in Yangon when international governments and political parties which have to run in 2010 election and members of CEC of NLD shut their HQ office by the 2010 electoral registration law, Chairman of the commission U Thein Soe replied that "ministers are political posts, not state service personnel" referring a provision of Myanmar's party registration law which says state service personnel shall not be organized in political parties. But the commission chairman does not count on cabinet who are receiving salary from the people revenue and the cabinet is not hour pay employees or daily paid workers.
"The present ministers' formation of the Union Solidarity and Development Party (USDP) is in conformity with the law," Union Election Commission Chairman, Thein Soe insisted.
He cited a section of the 2008 constitution as saying that in- service state service personnel including the armed forces on the date on which the constitution came into force shall continue to discharge duties until the government promulgates others provisions.
Another section of the law was also cited as saying that "the government that is on existing on the date on which the constitution comes into force shall continue to discharge its duties until a new government is formed in accordance with the constitution".
Secretary-General of the Union Solidarity and Development Association (USDA) U Htay Oo, who is in-post Agriculture Minister, also added that "ministers and deputy ministers are merely the political posts, not government servants". The question has to be risen that who is government in Myanmar (Burma) now if the ministers of cabinet are not government servants.
Dozens of government ministers, led by Prime Minister U Thein Sein, have quit their military posts but not government posts to form the USDA-transformed USDP with 27 leading ministerial members to take part in the planned election and the formation has been granted by the commission.
Meanwhile, the commission has granted formation of 28 new political parties out of 31 and four old political parties are confusing who the present government is if the whole cabinet is not government now in accordance with the mention by the Chairman of the commission, and how our nation and international communities would recognize for the forming cabinet in future as government by means of diplomatic relationship after 2010 election result.

US mulls ‘independent action’ on Burma

Rumours about possible weapons exports from China and North Korea to Burma in mid April have renewed fears about Burma’s nuclear ambitions, and prompted a warning from a senior US envoy who visited Burma this week.

Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said in a statement following meetings with senior Burmese junta leaders that “we have urged Burma’s senior leadership to abide by its own commitment to fully comply with UN Security Council Resolution 1874”.

The UN resolution was enacted in June 2009 after Pyongyang conducted an underground nuclear explosion in May of the same year. Crucially, it extends an arms embargo on North Korea.

“Recent developments call into question that commitment,” he added. “I have asked the Burmese leadership to work with the United States and others to put into place a transparent process to assure the international community that Burma is abiding by its international commitments.

“Without such a process, the United States maintains the right to take independent action within the relevant frameworks established by the international community.”

Campbell’s suggestion of “recent developments” seem to validate claims that during the ‘Thingyan’ water festival in Burma in April, vessels from North Korea and China docked in Burma, supposedly with arms.

Speaking to DVB, the director of Dictator Watch, Roland Watson, said: “It is believed that these shipments included missiles of an unspecified nature and possibly components for either directly a nuclear program or materials that would ultimately that would contribute to a program.”

The issue of shipments from North Korea to Burma came to the world’s attention following the nuclear test in North Korea and an incident in which a vessel known as the Kang Nam 1 appeared to be heading from North Korea to Burma last summer. It was trailed by the US navy before eventually turning back.

“As Kurt Campbell…seems to be saying, we think it likely the US knew about these shipments,” said Watson. “We are very concerned that the US did not move to block the North Korean shipments as it effectively blocked the Kang Nam 1 shipment last summer, and we are concerned that whatever was on the Kang Nam 1 has now been delivered.”

Rumours have also circulated that the vessels arrived during the water festival to avoid arousing suspicions. Whether the cargo was military or not, however, it would still have violated the strict and binding embargo that resolution 1874 places on North Korea.

Watson questioned whether US hesitancy in dealing with the vessels could have been due to the presence of the Chinese vessel, which may potentially also be assisting the Burmese junta with a nuclear program, or simply delivering shipments of arms.

The Chinese were however party to the UN resolution, with the Chinese ambassador to North Korea, Zhang Yesui, stating at the time that Pyongyang’s actions showed “disregard for the international community’s common objective”.

Watson however believes that China is “intimately involved in [Burma's] nuclear program as well,” whilst Russia is also suspected of assisting. China is one of the junta’s main benefactors, with huge investments in the country. It has however recently been suggested that they are concerned by their troubled shared border.

Scots charity condemns slow progress in Burma since cyclone in 2008

A SCOTS businessman says Burma is still a decade away from "normality" because of the deadly cyclone two years ago.
Edinburgh-based Paul Strachan led a major charity drive to turn two cruise boats into floating hospitals after Cyclone Nargis struck in 2008.

Now, as he plans to set up a formal Scots charity to continue work in the region, the 47-year-old said prADVERTISEMENT

ogress to help Burma has been slow, and warned the country's military junta is a major obstacle.

In total, Mr Strachan's efforts have raised more than £835,000, with still some in the bank to keep aid efforts going.

But he said major work will be needed to tackle problems such as the poisoned water supply. Tens of thousands of new wells need to be dug around the delta region hardest hit, each costing a few thousand pounds.

After the cyclone struck Burma on 2 May, 2008, Mr Strachan loaned the Pandaw II and IV cruise boats from his river cruise business in southeast Asia to the charities Save The Children and Merlin, who turned the barges into floating hospitals getting aid to inaccessible parts of the Irrawaddy delta.

A 128ft boat was then converted into the Pandaw Clinic Barge, which treated 4,487 patients between August 2008 and March 2009. The vessel has only just restarted after being denied a licence for the past six months by the military junta.

Mr Strachan said: "It will take a decade to get things back to normality. There can be 20 to 30 orphan children in a single village being cared for by the community. It's a rice-growing area so people also had a living in farming or trading. There was a terrific loss of livestock, and a buffalo costs as much as a small car.

"People got back to farming quite quickly because they had to, and avoided a famine. The government is a major obstacle. They obstruct aid and non-Burmese nationals. The hospital ship was laid up for six months because it did not have the right licence.

"All the wells were poisoned by the ingress of salt water so you have to dig deeper. The Burmese are very resilient and used to not getting much support from government or much aid. They're very good at fixing things."

During the hot season last year, the floating clinic was used to deliver fresh water to villages. The holds were relined and painted to carry water.

Merlin decided to focus more on health education efforts last year and German charity Myanmar Foundation has now taken on the running of the clinic, supported by the charity efforts in Scotland.

Mr Strachan said they are now looking to set up a formal charity in Scotland to continue funding the hospital barge and other work in Burma.

He added: "All our efforts help, but one does worry it's just a drop in the ocean. This is a massive area."
